Abstract: ABSTRACT Abstract of thesis entitled Scheduling the Landside Operations of a Container Terminal Using a Fuzzy Heuristic Submitted by Ge Ya For the Degree of Master of Philosophy at the University of Hong Kong in August 2006 Modern container terminals in a globally competitive market must constantly respond to high expectations from their customers. At the same time, intensive capital investment in terminal resources requires high productivity to reduce unit operational costs. Facing pressure from both competitors and customers, container terminals need to develop effective ways of planning their operations in order to strike an optimum balance between better customer service and higher terminal productivity. Trucks and yard cranes are the most commonly used types of landside equipment for handling containers at port container terminals. This study aims at developing an effective and efficient method for scheduling their operations to support the discharging and loading of containers at the quayside. In particular, it considers how to minimize vessel tardiness (a common customer service performance measure) and how to maximize the quay crane handling rate (a typical measure of a container iterminal's productivity). Unlike most previous studies, this study considers the interaction between the operations of trucks and yard cranes. A schedule that takes this interaction into consideration can optimize the overall performance of the terminal instead of just the performance of a limited sphere of operations performed by a single equipment type. In order to react to various changes and random events occurring in the dynamic operating environment, the real-time formulation of schedules is required. It is noted that finding the optimal solution to the scheduling problem is computationally intractable. This study proposes a fuzzy heuristic for solving the scheduling problem. The heuristic comprises two key scheduling schemes (Fuzzy 1 and Fuzzy 2) to solve the scheduling problem for each type of landside equipment. The two scheduling schemes are applied to determine the priorities of all possible jobs for a scheduled equipment type by considering a set of operational factors crucial to the terminal performance. The technique of fuzzy-logic is used to construct the implementation function for the scheduling schemes and to model the trade-off among the factors considered. The weighting coefficients employed in each scheme are treated as a user input and can be determined based on scheduling objectives or customers' needs. To evaluate the effectiveness of the proposed fuzzy heuristic, an extensive simulation experiment is conducted to compare the performance of the fuzzy heuristic with that of 4 priority-based scheduling rules. The simulation results show that the fuzzy heuristic outperforms the four scheduling rules on both performance measures and can generate effective schedules in a very short time. For example, the top 20 terminals in the world showed an average relative increase of 14% with respect to the number of handled container units from 2006 to 2007, see Port of Hamburg Marketing (2008). In spite of this development, competition is high among container terminals within the same region. A terminal’s customers, rst and foremost the vessel op- ators, expect a high level of service quality where reliability is one of the most importantdimensions,seeWiegmansetal. (2001). Regardingtheserviceofavessel, reliability means to realize all transshipment operations within its projected service time interval. The reliability of terminal operations impacts the reliability of v- sels in meeting their liner schedules. According to Notteboom (2006) unexpected waiting times of vessels before berthing and unexpected low transshipment prod- tivity at terminals are responsible for about 86% of liner schedule disturbances, see Fig. 1. 1. Currently, many terminal operators counteract this situation by extending their transshipment capacities. They build new terminals or enlarge existing ter- nals and purchase new or upgrade existing equipment. Ilmer (2005) provides an overview of current projects for building terminal capacity in northern Europe.

As operation efficiency is of paramount importance to today's marine transportation industry, port container terminals have been working hard to improve their operation performance. In most port container terminals, trucks are frequently used as the transportation equipment to ferry containers between huge container handling equipment within a terminal. Thus, trucks are important equipment linking isolated operations in various terminal locations together to facilitate a smooth flow of containers from the yard to the quay and vice versa. Efficient truck operation can speed up container handling processes, smooth container flows and thus improve a terminal's performance. This research studies the Truck Scheduling Problem - the problem of scheduling a fleet of trucks to perform a set of transportation jobs with sequence-dependent processing times and different ready times to minimize the makespan of all the jobs. The scheduling problem is formulated as a mixed-integer program. It is noted that the scheduling problem is NP-hard and the computational effort for solving even small-scale test problems is prohibitively large. This research proposes to use a Genetic algorithm (GA) to solve the scheduling problem as GAs are often superior to other heuristic algorithms, due to GAs' unique features of global search and convergence. Major components of the GA proposed in this research, such as representation, initialization, fitness evaluation, selection, crossover and mutation, are discussed in detail. Improvements are made to some of the components of a standard GA to enhance its search ability. A heuristic initialization scheme is proposed to generate an initial population with better fitness. As the crossover operator plays an important role in a GA's performance and is regarded as the primary engine of exploitation in GAs, this research develops an effective crossover scheme, called Greedy Crossover, based on the characteristics of the scheduling problem. A comprehensive set of test problems randomly generated based on real-life terminal operations data is used to compare the performance of the proposed GA using Greedy Crossover with that of the GAs using six effective crossover schemes reported in the literature. The computational results demonstrate that Greedy Crossover outperforms the six crossover schemes, with Greedy Crossover's solutions on average 4.05% better than the best solutions found by the six crossover schemes. The next chapter examines the theory of analytic hierarchy process (AHP) in detail and investigates a fuzzy AHP (FAHP) approach and its capability and rationale in dealing with decision problems of ambiguous information. Chapter 4 proposes a generic methodology to identify the key factors influencing green shipping and to establish an evaluation system for the assessment of shipping greenness. In Chapter 5, the authors describe a new function of fuzzy Evidential Reasoning (ER) to improve the vessel selection process in which multiple criteria with insufficient and ambiguous information are evaluated and synthesized. Chapter 6 presents a novel methodology by using an Artificial Potential Field (APF) model and the ER approach to estimate the collision probabilities of monitoring targets for coastal radar surveillance. Chapter 7 develops the inland port performance assessment model (IPPAM) using a hybrid of AHP, ER and a utility function. The next chapter showcases a challenging approach to address the risk and uncertainty in LNG transfer operations, by utilizing a Stochastic Utility Additives (UTA) method with the help of the philosophy of aggregation–disaggregation coupled with a robustness control procedure. Chapter 9 uses Entropy and Grey Relation Analysis (GRA) to analyze the relative weights of financial ratios through the case studies of the four major shipping companies in Korea and Taiwan: Evergreen, Yang Ming, Hanjin and Hyundai Merchant Marine. Chapter 10 systemically applies modern heuristics to solving MCDM problems in the fields of operation optimisation in container terminals. Arguing that bunkering port selection is typically a multi-criteria group decision problem, and in many practical situations, decision makers cannot form proper judgments using incomplete and uncertain information in an environment with exact and crisp values, in Chapter 11, the authors propose a hybrid Fuzzy-Delphi-TOPSIS based methodology with a sensitivity analysis. Finally, Chapter 12deals with a new conceptual port performance indicators (PPIs) interdependency model using a hybrid approach of a fuzzy logic based evidential reasoning (FER) and a decision making trial and evaluation laboratory (DEMATEL).
