The Council stressed that when applying the principles, there should be emphasis on local participation and local stakeholders, specific conditions in-country should be taken into consideration, and public involvements should be consistent with the provision of the instrument for the establishment of the restructured GEF. This document builds upon previous papers and incorporates comments from consultations; part 1, provides the rationale and definition of public involvement. The basic principles of public involvement are presented in part 2, together with an identification of how the principles will be applied by the Secretariat, implementing agencies, project executing agencies, and other participating in GEF-financed projects.

European history has usually focussed on the urban life elite and the middle classes, but before World War II more than half of the entire population of the continent was composed of rural peasants occupying a territory stretching from the Black Seas to the Baltic forming a natural barrier between East and West. These people- Poles, Ukrainians, Czechs, Slovaks, Hungarians, Southern Slavs and others- are the focus of this book. First published in the 1930s, Tiltman's Peasant Europe strays from the normal look at Europe during this time period. While much of the continent is concerned with problems of international relations, industry and the future of armaments, Tiltman goes a step further than most writers and speaks with the common peasant to uncover their day-to-day concerns. He finds that most simply want consideration and a reasonable standard of living for themselves and their children. Accompanying the text are full page photographs, most of which are taken by the author himself, which offer a candid look at peasant life.

The workshop assembled experts from engineering, planning, economics, law, hydrology, aquatic ecology, geom- phology, and other disciplines to present research ?ndings and identify key new ideas on the urban water environment. At a lunch discussion near the end of the workshop, several of us came to the recognition that despite having considerable expertise in a narrow discipline, none of us had a vision of the “urban water en- ronment” as a whole. We were, as in the parable, blind men at opposite ends of the elephant, knowinga great deal about the parts, but notunderstandingthe whole. We quickly recognized the need to develop a book that would integrate this knowledge to create this vision.
