Book Scenarios and Strategies for Vocational Education and Lifelong Learning in Europe

Download or read book Scenarios and Strategies for Vocational Education and Lifelong Learning in Europe written by Burkart Sellin and published by . This book was released on 2002 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The scenarios project set out to develop a tool to improve understanding of vocational education and training (VET) systems in the linked contexts of economic and technological change; changes in society, work, and the labor market; and changing training/skills environment. Other key attempts at the European level to generate European scenarios were five scenarios that were the work of the "cellule prospective" and four scenarios developed in preparation for the French presidency of the European Union. Phase 1 of the project consisted of design of a questionnaire, its completion in a survey of 200-300 experts in each of 10 participating countries, and analysis of results. It established provisional scenarios and identified strategies for further examination. Phase 2 combined further analysis of Phase 1 results and trends, followed by a predominantly qualitative approach to exploring intersections between a range of scenarios and a set of strategies. Project findings indicated 4 areas may provide a focus for the next 10 years: the social dimension of VET and lifelong learning; public and private partnerships; compatible national and European structures of educational and VET qualifications and provision and promotion of European standards; and modernization of work. These three major scenarios were identified at the European level: Europe on the edge, protective and incremental Europe, and sustainable and competitive Europe. (Contains 21 references) (YLB).

Available in PDF, EPUB and Kindle. Book excerpt: The joint Cedefop/ETF research project has developed the scenario methodology and applied it to the fields of vocational training and lifelong learning. Projecting current trends into the future frequently produces contradictory or divergent results. Strategy development for education and training systems often involves a considerable degree of uncertainty about the future in the context of unprecedented global, economic, socio-cultural and technological change. The scenario method works within this grain of uncertainty. It can be applied at local, national, European and international level. The project involved a partnership of research institutes from ten countries, five from the EU and five from central and eastern Europe. The scientific and technical coordination was performed by the Max Goote Expert Centre at Amsterdam University. The survey helped to understand the vocational training systems in the linked contexts of economic and technological change, changes in society, work and the labour market and in the changing training/skills environment. Scenarios were developed for a time ten years hence. They built in an analysis of trends and uncertainties as well as of their importance and likelihood of occurrence. The purpose was to draw the attention of actors and stakeholders to strategically important factors for the future shaping of training and lifelong learning, whether on a national or European decision-making level. This report sets out project findings in a broader context. We hope that it will contribute to the task of promoting relevant and sustainable policies for VET and lifelong learning. The content of the brochure is being published for as wide distribution as possible. A full report on all details of the second phase will be made available by Cedefop and ETF later in 2002. The report on phase 1, national reports on both phases and conference reports can be consulted and downloaded via the respective window of Cedefop's website : www.trainingvillage.gr.

This book was released on 2013-03-09 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: The system of vocational and adult education and training in Europe offers young people and adults the opportunity to learn to play an effective part in the workplace and elsewhere in society. Vocational and adult education and training is increasingly seen as crucial to the maintenance of employment, economic growth and the social integration of disadvantaged groups. In an economy and a society which are increasingly based on knowledge and information, these tasks can only increase in importance. This book brings together contributors from different disciplines and the different countries in Europe to look at current developments and debates in the development of European education and training, including the relation between markets and institutions, learning and organisations, different programmes and sectors and the economics of education and training. The book will be of interest to students, researchers and policy makers concerned with the future of education and training in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: "This book analyses the challenges of globalisation and uncertainty impacting on working and learning at individual, organisational and societal levels. Each of the contributions addresses two overall questions: How is working and learning affected by uncertainty and globalisation? And, in what ways do individuals, organisations, political actors and education systems respond to these challenges?Part 1 focuses on the micro level of working and learning for understanding the learning processes from an individual point of view by reflecting on learners’ needs and situations at work and in school-work transitions. Part 2 addresses the meso level by discussing sector-specific and organisational approaches to working and learning in times of uncertainty. The chapters represent a broad range of branches including public services (police work), the automotive sector and the health sector (elderly care). Book The Role of Vocational Education and Training in Promoting Lifelong Learning in Germany and England

Download or read book The Role of Vocational Education and Training in Promoting Lifelong Learning in Germany and England written by Alexandra Dehmel and published by Symposium Books Ltd. This book was released on 2005-05-16 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the Introduction, the emergence of lifelong learning as the central strategy in the EU’s education and training policy is described in Chapter Two. Illustrated in a historical and international context, it reveals where the idea of lifelong learning has come from and how it has developed up to the present day. A particular focus is on EU policy after the mid-1990s as well as on the EU’s concept of lifelong learning and its objectives. Since lifelong learning is a complex concept, the provision of a broad perspective on VET in Germany and England seems inevitable in order to examine how VET fosters lifelong learning. Therefore, Deißinger’s concept of qualification styles, which explicitly aims at providing a multidimensional approach that reveals the complexities and singularities of VET systems, serves as the basis of Chapter Three to describe the main patterns of VET in Germany and England. The focus lies on initial training, though the whole system is taken into account. Chapter Four explicitly builds on Chapter Three. It examines the role of VET in promoting lifelong learning in Germany and England. The six Key Messages of the EU’s Memorandum on Lifelong Learning serve as the analytical framework for the investigation. Chapter Five summarises the findings and draws conclusions. It reveals that the approaches for promoting lifelong learning as well as the perceptions of lifelong learning differ. These findings are embedded in the wider context of EU education and training policy. The EU policy on lifelong learning is regarded critically, and attention is drawn to further research questions. Appendices provide additional information to illustrate specific aspects of some of the issues in the main text in greater detail.

Book Human Resource Development and Training Strategies

Download or read book Human Resource Development and Training Strategies written by European Commission. Directorate-General XXII, Education, Training, and Youth and published by . This book was released on 1995 with total page 80 pages. Available in PDF, EPUB and Kindle. Book excerpt: The EUROTECNET program has been refocused to concentrate more on continuing vocational education as the area of greatest need across the European Community. Four priority fields or domains of innovative activity have been defined for the final 2 years of EUROTECNET. Priority domain 1 is innovative training needs analysis with a special focus on core competencies. A Europe-wide proposed classification categorizes technical, methodological, social, and behavioristic core competencies. Priority domain 2 is transfer of innovative methodologies for the planning and management of training in the framework of human resources development. The company as a learning organization is proposed, with changing roles of managers and workers and an increased role of the social partners in supporting the learning organization. Priority domain 3 is training providers as innovative service centers for enterprises. Requirements are systematic continuing training of employees in small and medium-sized enterprises (SMEs) and a new "training consultancy" approach between training institutions and SMEs. Priority domain 4 is innovative pedagogical methodologies and approaches. Trends in this area are as follows: learning situations closely related to work situations; independence and responsibility of individuals; involvement of all actors in training; and a continuous learning process. Training systems must include partnerships with industry, paradigmatic changes, and a lifelong learning continuum. (Appendices list EUROTECNET national strategic conferences and 49 publications.) Book Patterns of Lifelong Learning

Download or read book Patterns of Lifelong Learning written by John Holford and published by LIT Verlag Münster. This book was released on 2008 with total page 157 pages. Available in PDF, EPUB and Kindle. Book excerpt: For the European Union, lifelong learning has become a means of achieving both competitiveness and social cohesion in an increasingly knowledge-based and globalised economy. Though the concept of lifelong learning is not new, it now coincides with a period of rapid EU expansion. The research project the book is based on examines how lifelong learning is understood and operationalised, especially in countries within the area of the EU's expansion. Europe, its policy-makers and peoples, need to know whether lifelong learning can contribute to the construction of a European identity - and if so, how. The research points to the importance of diverse national contexts, which suggests a single model of lifelong learning across the EU is unlikely to be achieved. While the EU may encourage a common policy, and this may generate significant national policy developments, these will be strongly influenced by national context: institutional, political, social, ideological. Many countries will continue - consciously or unconsciously - to "pick and choose" between different EU priorities.

Book A Clash of Transitions

Download or read book A Clash of Transitions written by Olga Strietska-Ilina and published by Peter Lang. This book was released on 2007 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: In March 2000, at the European Council meeting in Lisbon, the European Union heads of states set an ambitious goal «to become the most competitive and dynamic knowledge-based economy in the world.» Such a goal requires major reforms of the societies and economies of the EU member states. This book explores the effects of these reforms on the eight Central and Eastern European countries that entered the EU in May 2004. Since 1989, these countries have been going through a major transformation to the market economy and democratic society. A Clash of Transitions attempts to answer how the societies and people can cope with multiple transitions. This volume is useful for courses on education, Central and Eastern Europe and European studies.
