Book excerpt: " In 2011, 5.3 million vehicle crashes in the United States resulted in more than 2.2 million injuries and about 32,000 fatalities. While improvements in automobile safety have reduced the number of fatalities in recent decades, DOT has worked with the automobile industry to develop V2V technologies, through which vehicles are capable of warning drivers of imminent collisions by sharing data, including information on speed and location, with nearby vehicles. GAO was asked to review the status of V2V technologies. GAO examined (1) the state of development of V2V technologies and their anticipated benefits; (2) the challenges, if any, that will affect the deployment of these technologies and what actions, if any, DOT is taking to address them; and (3) what is known about the potential costs associated with these technologies. GAO reviewed documentation on V2V technology-related efforts by DOT and automobile manufacturers, visited a pilot study of V2V technologies in Michigan, and interviewed DOT officials, automobile manufacturers, and 21 experts identified by the National Academies of Sciences. Experts were selected based on their level of knowledge and to represent a variety of subject areas related to V2V technology development. DOT and the Federal Communications Commission reviewed a draft of this report and provided technical comments which were incorporated"

Book excerpt: The National Highway Traffic Safety Administration (NHTSA) began in 1975 to evaluate the effectiveness of vehicle safety technologies associated with the Federal Motor Vehicle Safety Standards. By June 2014, NHTSA had evaluated the effectiveness of virtually all the life-saving technologies introduced in passenger cars, pickup trucks, SUVs, and vans from about 1960 up through about 2010. A statistical model estimates the number of lives saved from 1960 to 2012 by the combination of these life-saving technologies. Fatality Analysis Reporting System (FARS) data for 1975 to 2012 documents the actual crash fatalities in vehicles that, especially in recent years, include many safety technologies. This book focuses exclusively on the fatality reduction attributable to vehicle safety technologies introduced since 1956 (when factory-installed lap belts first became optionally available on some cars) and, from 1968 onwards, largely associated with the Federal Motor Vehicle Safety Standards and/or related programs such as safety ratings. It develops a vehicular fatality-risk index by calendar year that measures how much safer the average car or LTV on the road has become relative to a car or LTV on the road in 1955.

Common to all nine accidents was the rear following vehicle driver's degraded perception of traffic conditions ahead. As the Safety Board reported in 1995 and further discussed at its 1999 public hearing, existing technology in the form of intelligent Transportation Systems can prevent rear-end collisions. In the nine accidents investigated by the Board, one (and sometimes more) of the available technologies would have helped alert drivers to the vehicles ahead, so that they could slow their vehicles, and would have prevented or mitigated the circumstances of the collisions. The major issue addressed in this Safety Board special investigation report is the prevention of rear-end collisions through the use of Intelligent transportation systems. This report also discusses some of the challenges, including implementation, consumer acceptance, public perception, and training, associated with the deployment of vehicle-and infrastructure-based collision warning systems. As a result of its investigation, the Safety Board issues recommendations to the U.S. Department of Transportation; the Federal Highway Administration; the National Highway Traffic Safety Administration; truck, motorcoach, and automobile manufacturers; the Intelligent Transportation Society of America; the American Trucking Associations, Inc.; the Owner-Operator Independent Driver Association; and the National Private Truck Council.
