The Intelligence Committee will noy proceed. Senator Kerrey has a commitment, so I will yield to him for his opening statement at the outset. Vice Chairman Kerrey. Thank you very much, Mr. Chairman and the witnesses. My commitment requires me to go for about 5 minutes and I will be back, and I look forward to hearing your testimony. These hearings are, Mr. Chairman, I believe a very appropriate and important response to the bombing in Dhahran, and it is always appropriate for this committee to look into intelligence support to our deployed military forces. Much has been made of the defensive preparations undertaken by Air Force commanders in Dhahran, but those defensive decisions are understandable only in the context of the intelligence available to those commanders at the time. The safety of our troops today, and our ability to go on the offensive against the people who did this, are similarly dependent on intelligence. So our committee has a significant role in the investigation of this bombing and in the correction of the intelligence deficiencies that may be uncovered. As we proceed, I have several concerns. But first, I want to avoid a rush to judge or condemn without all the facts. I noted, for example, a story in Sundays New York Times that has been repeated, that was repeated twice as I watched it on this mornings news, that asserted that CIA misjudged, the bomb-making capabilities of militants in Saudi Arabia, concluding that they could not build a bomb larger than two hundred pounds. The capital of Lebanon, Beirut, was [once] known as the Paris of the Middle East. Tragically, a long civil war, sectarian strife, and proxy conflicts have changed its image. Lebanon remains an important country, though, and we should work to maintain the delicate power sharing that exists between Sunni Muslims, Shiite Muslims, and Maronite Christians, particular at a time when Lebanon has accepted more refugees per capita than any country in the world, due to the war in neighboring Syria. Iran has taken advantage of the chaos in Lebanon to exert its influence through its proxy, Shiite militia, Hezbollah. Over the past several years, Hezbollah has built up its military capacity and firmly entrenched itself in the Lebanese Government. In Hariri's resignation speech, he called Hezbollah the arm of Iran that has, "managed to impose a fait accompli in Lebanon using the force of its weapons." Hezbollah's capabilities now rival those of the national army, the Lebanese Armed Forces. A legitimate Lebanese Government cannot function effectively when it is in a constant power struggle to govern with a nonstate actor. Hezbollah is an Iranian-backed terrorist organization responsible for attacks around the globe and we should all be interested in marginalizing their influence. The second issue is Saudi stability. Our relationship with Saudi Arabia is vital to the Middle East as strategic partners who share common interests. But we have to be honest in assessing where those interests diverge. While the new crown prince has stated his commitment to reforms, progress on human rights has been slow and unacceptable practices against minority groups and women remain national policy. This administration's perceived carte blanche support for Saudi Arabia has empowered them to take additional steps like the public split from Qatar.

Most scholars blame the consociational structure of the bureaucratic system as the main culprit for the precarious state of the republic. It is an understatement to say that the delicate power-sharing balance divided between the Christian and Muslim sects has been one of the most detrimental elements to government stability and socioeconomic development. Underneath these sectarian affiliations, however, lie numerous patronage systems all vying for power and control over the Lebanese system. These systems not only act to support their Lebanese sectarian leader, but many have reached across the border and found the open hands of foreign powers. The actions of these foreign entities have also constituted a divisive role in undermining the unification of the nation into a cohesive and functioning state, particularly during the post-civil war time period. The end of the 15 year civil war through the passage of the National Reconciliation Accord heralded in a sense of promise for a future free of war and political mismanagement through the abolition of the consociational system. This promise, however, has yet to be fulfilled. This thesis is an examination into the role and impact of Syrian and Saudi Arabian patronage ties in the Lebanese system. By looking at the states through the actions of their clients we can come to a better understanding of both why and how the goals of Ta'if have yet to be achieved and potentially come to understand the needs facing Lebanon's future.

Book excerpt: When I began a survey of source material for this book in the early 1980s, I was somewhat surprised by the paucity of sources relating to socio-political dynamics in modem Saudi Arabia both in European languages and Arabic. Thus, William Rugh's article 'Emergence of a New Middle Class in Saudi Arabia' (1973), for instance, remains a classic to this day. In the field of social anthropology I found only a handful of serious studies of the Saudi population produced by western and Arab scholars (Katakura, Lancaster, Cole, Shamekh, and :tfamzah's outdated work). Other sources in Arabic largely dealt with the kingdom's geography and tribal division, past history to the twentieth century, the reign of Abd al-Aziz ibn Saud, and the rise of the Wahhabi movement and its impact on the Arabian Peninsula. The contribution of Saudi scholars of good standing to the subject was minimal, as the Saudi modem elites were beginning to emerge in the middle of the century and only lately have they begun to publish worthwhile scholarly studies of their society and government - studies inhibited, unfortunately, by the character of the regime and its strict censorship laws.
