During this period, military systems have progressed through a family of increasingly more capable satellites and have arrived at a very mature state. The article begins with a historical overview of military communications by satellite and a detailed description of current systems. Next, the capabilities of present systems are reviewed in relation to user requirements and threats. The author contends that use of satellite communications by a large number of small-terminal users (e.g., aircraft, ships, submarines, and land mobiles) still requires major technological innovations to meet the need for a substantial increase in system capacity and performance improvement in a jamming environment. High-gain satellite antennas with many simultaneous spot beams and onboard signal processing are the two important areas of technology for alleviating the shortcomings of present systems. While it is possible to implement these features at ultrahigh frequencies and superhigh frequencies, the desire to support communications in a stressed environment strongly favors the use of even higher frequencies. The next-generation systems of the 1990s are reviewed with an emphasis on extremely high frequency systems and architectural trends for the post-2000 era. Alternative directions for future systems development, such as the use of highly proliferated satellite constellations, also are explored. (11 figures, 8 refs.).

One chapter is devoted to the rapidly growing use of communications satellites for various domestic systems, focusing on the systems developed by the Hughes Aircraft Company for Canada, Indonesia, and the United States. The next section considers the economics of communications satellite systems using the INTELSAT and COMSAT experience. The concluding section presents a compilation in tabular and graphical form of the physical characteristics of the satellites discussed in the text. This monograph will be a useful resource for satellite communications engineers as well as policymakers concerned with communications satellites and space exploration more generally.

Book excerpt: Among the space activities of the last three decades satellite communications (SATCOM) has found the widest application in meeting both civil and military communications requirements. Several international, regional and national SATCOM systems of increasing capacity, capability and complexity have been and are being implemented over the years. The latest versions are utilizing such concepts as spot beams, processing transponders in SS-TDMA and operations in different frequency bands including the EHF band. On the military side, the United States of America, the United Kingdom, France and NATO (the North Atlantic Treaty Organisation) have been the only owners and operators of military SATCOM systems in the West. The systems in being and under development use satellites and ground terminals with characteristics which differ from the civilian ones with respect to frequency bands utilised and survivability and interoperability. The SATCOM has given the military users the potential of having much-needed mobility, flexibility and survivability in strategic and tactical communications for land, sea and air operations. It must, however, be said particularly for the military SATCOM systems that they have been evolved in big jumps, both in time and capability, each jump involving the deployment of two or three often specially designed large satellites, large expenses and rather traumatic transition between jumps. Despite these undesirable features these systems did not have the required degree of suevivability and flexibility.

In the near term, there are not enough military systems to satisfy projected communications demand and commercial systems will have to be used. In the future, budgetary pressures will make it difficult for the services to satisfy the projected communications demand with dedicated military assets. This report seeks to answer several questions: 1) How much of the projected demand can be met with programmed and planned military assets?; 2) Can commercial technologies, systems, or services meet the remaining needs? How do commercial communication assets compare with military assets in their ability to meet criteria important to DoD? What steps might be taken to mitigate shortfalls?; 3) What is the expected cost of providing the projected communications demand?; and, 4) What investment strategies should DoD employ to minimize the expected cost? The many categories of military communications include everything from battlefield communications between mobile users to communications between fixed sites in rear areas. Some of these communications must be survivable in a nuclear war, and others need high levels of protection from detection, interception, or jamming. Some require verv high data rates, whereas others need only low data rates. Some communications can be by wire or fiber optic cable, whereas others must use wireless means. We have examined a specific category of communications-high bandwidth, minimally protected satellite communications. This category of military demand represents roughly half of the projected military satellite capacity needs. To the extent that use of commercial systems can satisfy this need, military systems can be used for more specialized communications needing a greater level of control over their operation.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) plans for military communications satellites, focusing on: (1) alternatives contained in its 1991 military satellite communications architecture study; (2) development of low-cost technologies for future satellite systems; and (3) plans to implement follow-on satellite acquisitions. GAO found that: (1) the DOD study identified 12 alternatives for its communications satellite needs; (2) DOD chose the second-highest-cost alternative because of high mission supportability and the low to moderate program and system transition risk; (3) other alternatives, specifically the common bus designs, could satisfy DOD communications requirements at a significantly lower cost; (4) DOD lacks a coordinated process to implement modern satellite technology; (5) DOD development of the dual common bus technology is at a more advanced stage than single common bus technology development; (6) DOD could introduce modern technology into its defense satellite communications system plans by including a dual common bus capability and revising launch schedules to avoid an excessive number of satellites in orbit at any one time; and (7) DOD could replace its Milstar satellites with the dual common bus design and reduce the costs of the other satellite systems by inserting modern technology into its existing communications systems.
