As its subtitle makes clear, this new study suggests that political parties in the province have crowded closer and closer to the ideological centre. Without the fulcrum of ideological division, politics in the province appears to be more and more about personal and administrative clashes and less and less about substantive differences as to how the economy and society should be organized. [...] However, the number of jobs created in the petroleum industry by forgoing royalty revenues will be limited by the fact that its operations employ very few people relative to the capital invested, and are largely headquartered outside the province. [...] The annual cost of reduced royalties is similarly in the hundreds of millions of dollars.20 Saskatchewan's half-billion-dollar deficit is thus attributable to tax cuts costing a quarter of a billion dollars and royalty reductions costing at least a quarter of a billion more. [...] In the 1999 and 2003 elections, the NDP warned that the Saskatchewan Party would probably do the same thing if handed the reins of power.

Book excerpt: Often remembered for its humanitarian platform and its pioneering social programs, Saskatchewan’s Cooperative Commonwealth Federation (CCF) wrought a much less scrutinized legacy in the northern regions of the province during the twenty years it governed. Until the 1940s churches, fur traders, and other wealthy outsiders held uncontested control over Saskatchewan’s northern region. Following its rise to power in 1944, the CCF undertook aggressive efforts to unseat these traditional powers and to install a new socialist economy and society in largely Aboriginal northern communities. The next two decades brought major changes to the region as well-meaning government planners grossly misjudged the challenges that confronted the north and failed to implement programs that would meet northern needs. As the CCF’s efforts to modernize and assimilate northern people met with frustration, it was the northern people themselves that inevitably suffered from the fallout of this failure. In an elegantly written history that documents the colonial relationship between the CCF and the Saskatchewan north, David M. Quiring draws on extensive archival research and oral history to offer a fresh look at the CCF era. A closer look reveals that the provinces – responsible for delivering essential public and social services such as education and healthcare – shouldered the burden. The Public Sector in an Age of Austerity examines public-sector austerity in the provinces and territories, specifically addressing how austerity was implemented, what forms austerity agendas took (from regressive taxes and new user fees to public-sector layoffs and privatization schemes), and what, if any, political responses resulted. Contributors focus on the period from 2007 to 2015, the global financial crisis and the period of fiscal consolidation that followed, while also providing a longer historical context – austerity is not a new phenomenon. Book excerpt: Since the expansion of democracy, and the election of the CCF Government in 1944, the people of Saskatchewan have consistently felt that natural resources should be developed for the benefit of all. [...] In Canada today, and in many other countries, economic rent from resource extraction and use is considered to be the difference between the basic international price of a commodity less all the costs of production - including exploration, development of the extraction process, operating the system, the capital invested and the transportation costs. [...] Economic rent under this definition would include the excess profits captured by the corporations, as well as the special taxes, fees and royalties, which are used by governments to try to appropriate a share of the rent for the general public - the legal owners of the natural resources. [...] The theory is that the private company responsible for the extraction owes royalties to the owners of the resource, the general public, and this should be considered a basic cost of production. [...] For example, in 2004-5 there was a major increase in the price of oil and natural gas unrelated to the cost of extraction, and the monopoly rent was captured by the private corporations and their owners.

Dream No Little Dreams is the biography of that government, led by the great Tommy Douglas of the Cooperative Commonwealth Federation (CCF, later the New Democratic Party). It is a history of the life of the CCF and a case study in the art and practice of governing; partly a study in the policy decisions of the government, and partly an insider's view. A.W. Johnson – a senior public servant in Saskatchewan during most of the Douglas years – begins by introducing the government's central mission – the transformation of the role of the state – and describes how it achieved this goal over some seventeen years. Johnson analyses the roots of the CCF in Saskatchewan history and prairie politics, and its philosophy as it prepared to govern. He describes the policies and programs introduced by the Douglas government, the changes to the machinery of government and the processes of governing, and the creation of a professional public service. Medicare is viewed by many as the greatest achievement of the Douglas government. Dream No Little Dreams offers rich insight into the initial planning stages of Medicare and details the protracted struggle with the medical profession that followed as Douglas fought to implement it. Johnson also addresses the question of how socialists were going to pay for all their ambitions, and situates the answer in the context of developments in national policy and in federal-provincial fiscal arrangements from the war years through to the 1960s.
