Melanie Manion examines Hong Kong as the best example of the possibility of reform. Within a few years it achieved a spectacularly successful conversion to clean government. Mainland China illustrates the difficulty of reform. Despite more than two decades of anticorruption reform, corruption in China continues to spread essentially unabated. The book argues that where corruption is already commonplace, the context in which officials and ordinary citizens make choices to transact corruptly (or not) is crucially different from that in which corrupt practices are uncommon. A central feature of this difference is the role of beliefs about the prevalence of corruption and the reliability of government as an enforcer of rules ostensibly constraining official venality. Anticorruption reform in a setting of widespread corruption is a problem not only of reducing corrupt payoffs, but also of changing broadly shared expectations of venality. Historically such a process has taken place gradually, as political development has proceeded and the base of participation broadens. But today's high-corruption societies cannot wait for several generations to see such developments take place. Johnston and Kpundeh argue that social action coalitions, linking public and private actors, are a way to mobilize these sorts of participation and advocacy. Such coalitions are neither a new idea nor a guarantee of successful reforms. In many instances they win out by default as an anti-corruption strategy. But they contend that if sustained by careful planning and a diverse set of incentives, they can reinforce political will and enhance the strength of civil society. Coalition-building efforts are underway in many societies. But too often they have focused only on anti-corruption tactics and pursuing their own growth, rather than looking at the coalition-building process in more general terms. In Part I, the authors employ Wilson's (1973) analysis of the incentives that motivate and reward participation in organizations. This approach helps them identify ways in which the anti-corruption goals can be augmented by other kinds of appeals, even when material incentives are scarce. The authors also identify four stages of the coalition-building process"formation, credibility, expansion, and transformation"in which differing combinations of incentives will be necessary to address the group's most important problems and opportunities. In Part II the authors examine two important coalition-building efforts in light of the discussions thus far"Ghana's Anti-Corruption Coalition, and the Bangalore Agenda Task Force in Bangalore, Karnataka State, India. In Part III the authors link those cases to a broader analysis, suggesting that while purposive incentives are common in the early phases of all coalitions, other varieties must be added to the mix. Wilson's scheme points to ways in which the imaginative use of incentives can aid the transition from one phase of coalition development to the next. Grafters and Goo Goos: Corruption and Reform in Chicago, 1833–2003 unfolds the city’s notorious history of corruption and the countervailing reform struggles that largely failed to clean it up. More than a regional history of crime in politics, this wide-ranging account of governmental malfeasances traces ongoing public corruption and reform to its nineteenth-century democratic roots. Former Chicago journalist James L. Merriner reveals the battles between corrupt politicos and ardent reformers to be expressions of conflicting class, ethnic, and religious values. From Chicago’s earliest years in the 1830s, the city welcomed dollar-chasing businessmen and politicians, swiftly followed by reformers who strived to clean up the attendant corruption. Reformers in Chicago were called “goo goos,” a derisive epithet short for “good-government types.” Grafters and Goo Goos contends a certain synergy defined the relationship between corruption and reform. Politicians and reformers often behaved similarly, their separate ambitions merging into a conjoined politics of interdependency wherein the line between heroes and villains grew increasingly faint. The real story, asserts Merriner, has less to do with right against wrong than it does with the ways the cultural backgrounds of politicians and reformers steered their own agendas, animating and defining each other by their opposition. Drawing on original and archival research, Merriner identifies constants in the struggle between corruption and reform amid a welter of changing social circumstances and customs—decades of alternating war and peace, hardships and prosperity. Three areas of reform and resistance are identified: structural reform of the political system to promote honesty and efficiency, social reform to provide justice to the lower classes, and moral reform to combat vice. “In the matter of corruption and reform, the constants might be stronger than the variables,” writes Merriner in the Preface. “The players, rules, and scorekeepers change, but not the essential game.” Complemented by eighteen illustrations, Grafters and Goo Goos is rife with shocking and amusing anecdotes and peppered with the personalities of famous muckrakers, bootleggers, mayors, and mobsters. While other studies have profiled infamous Chicago corruption cases and figures such as Al Capone and Richard J. Focusing on the persistent problem of filth and the frustration of generations of reformers unable to clean their cities, Patricia Strach and Kathleen S. Sullivan tell a story of dirty politics and administrative innovation that made rapidly expanding American cities livable. The solutions professionals recommended to rid cities of overflowing waste cans, litter-filled privies, and animal carcasses were largely ignored by city governments. Where the efforts of sanitarians, engineers, and reformers failed, public officials turned to the habits and tools of corruption as well as gender and racial hierarchies. Corruption often provided the political will to public officials to erect garbage collection programs. Effective waste collection involves translating municipal imperatives into private habits and new arrangements in homes and other private spaces. To change domestic habits, officials relied on gender hierarchy to make the woman of the white, middle-class household in charge of sanitation. When public and private trashcans overflowed, racial and ethnic prejudice singled out scavengers, garbage collectors, and neighborhoods by race. These early informal efforts were slowly incorporated into formal administrative processes that created the public-private sanitation systems that prevail in most American cities today. The Politics of Trash locates these hidden resources of governments to challenge presumptions about the formal mechanisms of governing, and recovers the presence of residents at the margins, whose experiences can be as overlooked as garbage collection itself. This consideration of municipal garbage collection reveals how political development relies on undemocratic means with long-term implications for further inequality. The resources that cleaned American cities also show the tenuous connection between political development and modernization.

Political corruption is only a symptom of a condition far too prevalent in all branches of our national life. The author aims to analyze the nature of these conditions and to show the far-reaching character of the task which thorough-going reformers must set themselves. The first two chapters of the work. Apologies for Political Corruption and the Nature of Political Corruption have already become known to those interested in political science through magazine publication. After the definition of the field of the work in these two preliminary studies there follows an analysis of the reasons why corruption is so persistent a by-product of political and social life. A brief review of the history of corruption from the Greeks to Pepys, Tweed and our present-day offenders shows that, though the evil is still with us, its forms have become less and less dangerous. In spite of the fact that the methods of the modern corruptionist often show skill little short of genius, Mr. Brooks believes that the evil is gradually being driven into fields less profitable to exploit. Not even Chris. Magee, former boss of Pittsburgh, could now declare that a "ring could be made as safe as a bank," and it cannot be said that "the people will never kick on a ten per cent rake-off." National, state and municipal governments represent decreasing grades of success in the fight for clean government, but in every branch conditions are, on the average, far better than a generation ago. A chapter on corruption in the professions brings out strong contrasts, especially in the opinions as to the effect of money influence on the press and on educational institutions through acceptance of "tainted money." Mr. Brooks concludes that no great danger threatens from this quarter since the improper use of money in the professions must destroy the people's confidence in those influenced and hence bring the defeat of its own ends. The most insidious forms of corruptions, and those which do most to debauch public opinion are those which appear in the world of business. Such abuses tend to leave the economic field and become a menace to the state itself. Government regulation, though its mistakes be frequent, must be our reliance here to an ever greater extent, and the government servants must be kept from forsaking the service for that of the great business organizations by adequate salaries and a general recognition of their service to the public. Finally, how shall political corruption itself be kept down? Here, too, the machinery of the state must be called upon to regulate who may make contribution for political purposes, how much may be contributed and how the money may be spent. Other forms of corrupt reward, such as those connected with the patronage must be uprooted by an efficient civil service system supplemented by civil pensions. A detailed exposition of the subject treated cannot be expected in a book of this size. In fact that is the greatest criticism of the discussion — that there is not more of it, but no one will read its pages without getting a clearer idea of what clean government means.
