Available in PDF, EPUB and Kindle. Book excerpt: What kind of relationship should the state have with the sangha, or Buddhist monastic order, and who has the authority to decide? This dissertation examines these questions through the case of the monastic reform in Thailand after the 2014 coup. Based on field research carried out between 2014 and 2018, the study employs methods of participant-observation, interviewing, documentary research and internet-based data collection to explore how the state, sangha and lay reformists competed to control the meaning of what the monastic order could or could not do. In the first part, the dissertation traces the development of contemporary lay Buddhist intellectuals from their role as passive adherents to passionate activists, prior to their assumption of positions within the military government when they were able to a monastic reform agenda in motion. I argue that underlying the impetus to discipline the sangha emerged both from a desire to realize the positive potentialities that Buddhism could offer as a source of social change and from the state's emerging recognition of the sangha's political salience. The second part attends to the growth of the sangha as a powerful economic and political institution following geopolitical and national security shifts of the 1970s. As a semi-autonomous field, the sangha was governed not only by the sangha law instituted by the Thai state, but also the vinaya, or the framework of monastic disciplinary code, which allowed the sangha to maintain its relative autonomy. The affinity between the sangha and increasingly active civilian political groups in the last few decades turned the sangha into a liability in the eyes of the state, who employed a set of increasingly coercive measures to contain the monastic establishment. The dissertation concludes that as the political establishment seeks to consolidate its power, increasing efforts at monastic regulation will be inevitable, even if a complete control of the sangha remains an elusive goal.

Taxes on gambling became a major source of state revenue, with the government establishing state-run lotteries and casinos in the first half of the twentieth century. Nevertheless, over the same period, a strong anti-gambling discourse emerged within the Thai elite, which sought to regulate gambling through a series of increasingly restrictive and punitive laws. By the mid-twentieth century, most forms of gambling had been made illegal, a situation that persists until today. This historical study, based on a wide variety of Thai- and English-language archival sources including government reports, legal cases and newspapers, places the criminalization of gambling in Thailand in the broader context of the country’s socio-economic transformation and the modernization of the Thai state. Particular attention is paid to how state institutions, such as the police and judiciary, and different sections of Thai society shaped and subverted the law to advance their own interests. Finally, the book compares the Thai government’s policies on gambling with those on opium use and prostitution, placing the latter in the context of an international clampdown on vice in the early twentieth century.

Modern Buddhist Conjunctures in Myanmar examines those moments in the modern history of this Southeast Asian country when religion, culture, and politics converge to chart new directions. Arguing against Max Weber’s characterization of Buddhism as other-worldly and divorced from politics, this study shows that Buddhist practice necessitates public validation within an economy of merit in which moral action earns future rewards. The intervention of colonial modernity in traditional Burmese Buddhist worldviews has created conjunctures at which public concerns critical to the nation’s future are reinterpreted in light of a Buddhist paradigm of power. Author Juliane Schober begins by focusing on the public role of Buddhist practice and the ways in which precolonial Buddhist hegemonies were negotiated. Her discussion then traces the emergence of modern Buddhist communities through the colonial experience: the disruption of traditional paradigms of hegemony and governance, the introduction of new and secular venues to power, modern concerns like nationalism, education, the public place of religion, the power of the state, and Buddhist resistance to the center. The continuing discourse and cultural negotiation of these themes draw Buddhist communities into political arenas, either to legitimate political power or to resist it on moral grounds. The book concludes with an examination of the way in which Buddhist resistance in 2007, known in the West as the Saffron Revolution, was subjugated by military secularism and the transnational pressures of a global economy.
