It was established as a Spanish military garrison in 1718, the home of Mission San Antonio de Valero, later renamed the Alamo. During the Mexican War of Independence, Americans fought alongside Mexicans, and at the war's end Texas became a Mexican state. With more than 3,000 American settlers moving into the area, peace didn't last for long. The Texan settlers fought their own war of independence between 1835 and 1836, culminating in the historic last stand at the Alamo. By 1879, Fort Sam Houston was established by the U.S. Army. Throughout the last century San Antonio vied with Galveston, Dallas, and Houston as the largest city in Texas. Today the city is known for its medical and biotechnology industries and is the hub for many multinational companies. Its reputation as a center for business was enhanced when San Antonio hosted the World's Fair in 1968; however, the tourist trade will always be a significant employer thanks to the enduring appeal of that last stand by a small, determined force at the Alamo. Book excerpt: Several visionaries shaped the character that defines present-day Mission Hills. First, there was Sarah Miller, stepdaughter of Captain Johnston of the SS Orizaba. She inherited land from him and built a dream home overlooking Old Town and the Pacific Ocean. There was also Kate Sessions, the mother of Balboa Park, whose nursery growing grounds just outside the original Mission Hills subdivision proved difficult for her clientele to traverse, leading her to convince transportation mogul John D. Spreckles to expand the streetcar route to accommodate her business. In 1905, George Marston, a San Diego civic leader, commissioned landscape architect and urban planner John Nolan to implement a development plan for the city. Nolan's plan, however, was never adopted. In 1908, as if to prove what was possible, Marston's syndicate formed the restricted subdivision of Mission Hills. Then, in 1909, the city announced plans to celebrate the opening of the Panama Canal. The fuse was lit, and the boom that followed brought builders and skilled artisans to San Diego. As a result, Mission Hills became architecturally magnificent.

But the Golden State's governance flaws reflect worrisome national trends with origins in the 1970s and 1980s. Growing voter distrust with government, a demand for services but not taxes to pay for them, a sharp decline in enlightened leadership and effective civic watchdogs, and dysfunctional political institutions have all contributed to the current governance malaise. Until recently, San Diego, California—America's 8th largest city—seemed immune to such systematic governance disorders. This sunny beach town entered the 1990s proclaiming to be "America's Finest City," but in a few short years its reputation went from "Futureville" to "Enron-by-the-Sea." In this eye-opening and telling narrative, Steven P. Erie, Vladimir Kogan, and Scott A. MacKenzie mix policy analysis, political theory, and history to explore and explain the unintended but largely predictable failures of governance in San Diego. Book excerpt: The Plan of San Diego, a rebellion proposed in 1915 to overthrow the U.S. government in the Southwest and establish a Hispanic republic in its stead, remains one of the most tantalizing documents of the Mexican Revolution. The plan called for an insurrection of Mexicans, Mexican Americans, and African Americans in support of the Mexican Revolution and the waging of a genocidal war against Anglos. The resulting violence approached a race war and has usually been portrayed as a Hispanic struggle for liberation brutally crushed by the Texas Rangers, among others. The Plan de San Diego: Tejano Rebellion, Mexican Intrigue, based on newly available archival documents, is a revisionist interpretation focusing on both south Texas and Mexico. Charles H. Harris III and Louis R. Sadler argue convincingly that the insurrection in Texas was made possible by support from Mexico when it suited the regime of President Venustiano Carranza, who co-opted and manipulated the plan and its supporters for his own political and diplomatic purposes in support of the Mexican Revolution. The study examines the papers of Augustine Garza, a leading promoter of the plan, as well as recently released and hitherto unexamined archival material from the Federal Bureau of Investigation documenting the day-to-day events of the conflict.

The unaccustomed echoes thus set flying had scarcely died away when we rushed into the arms of those who had arrived before us; and all congratulated themselves that the expeditions were thus happily joined and at their wished-for destination. On the third day after his arrival Serra wrote to his friend Palou, who had been left at a new mission in Lower California, dating the letter from the truly magnificent and with-rea- son-famous port of San Diego. He said: the tract through which we passed is generally very good land, with plenty of water, and there as well as here, the country is neither rocky nor overgrown with brushwood. There are many hills but they are generally composed of earth. About half way here the valleys and banks of rivulets begin to be delightful. We have found vines of a large size and in some cases loaded with grapes: we also find an abundance of roses, which appear to be like those of Castile. In fine it is a good country and very different from old (Baja) California. The first detachment that landed at San Diego fixed upon a nook near the bay and river for the site of a permanent town. It was a place called Cosoy by the Indians but it in, now known as Old Town?an ideal point in the early days for defense, shelter, fresh water, embarkation and farming. Here was built a few huts, a corral and an entrenched camp.
