In the preparation of this book I have made large use of them and have embodied numerous extracts from them in the narrative. It is a distinguishing feature of Mr. McCall's speeches in Congress that for the most part they deal with subjects of permanent importance and continuing interest. No public man of the present generation has been more earnest in his defense of the principle of our system of distributed power.
