Book excerpt: "China's maritime militia presents challenges for the United States in the South China Sea. As the only government-sanctioned maritime militia in the world, the People's Armed Forces Maritime Militia (PAFMM) employs thousands of civilian fishing vessels to protect China's territorial and maritime claims, provide logistics support to China's land reclamation projects, and carry out any other official missions as Beijing deems necessary. Many of the vessels are equipped with reinforced hulls, weapons systems, and advanced communication systems, allowing the militia to integrate with China's navy while conducting intelligence, surveillance, and reconnaissance, deception, jamming, sealift, ship repair, and search and rescue missions. The militia's strength and effectiveness continues to grow, and without a strategy taking into account the PAFMM the United States will soon experience challenges accessing the South China Sea in the event of armed conflict. Therefore, the United States must increase Indo-Pacific partner capacity and domestic production of autonomous military machines to combat the antiaccess/area denial (A2AD) threat posed by China's maritime militia, which will affect U.S. force projection and influence in the South China Sea in case of armed conflict with China. The first part of this paper discusses China's maritime militia and its A2AD threat in the South China Sea. China's defense strategy and grey-zone tactics are important in this discussion. Next, the theories of numerical preponderance and force employment are used to argue that China will exploit its population advantage and use civilians and civilian vessels as risk reduction measures in case of war. China will ignore international law and the principle of distinction to use civilians in the maritime grey zone of the South China Sea. Finally, this paper proposes two major policy recommendations: increase partner capacity in the Indo-Pacific and increase domestic production of autonomous military machines. Only by increasing capacity will America be able to combat the A2AD threat by China's maritime militia in the South China Sea."--Page 1.
