Book excerpt: The Sahel, where the southern edge of the Sahara meets the land in between it and the savannah, is alternatively ignored and misunderstood. In the 1970s it was synonymous with drought and famine, yet crops and herds flourish along its riverbanks and fears of 'desertification' have been debunked. After a century of colonialism and military rule the Sahelian nations of Mali and Niger built democracies fortified by long political traditions and Islam, though challenged by recurring violence, especially in Niger, which also witnessed a return of famine. Yet it was Mali that nearly collapsed, in 2012, and there was talk of it becoming an Al Qaeda safe haven, which precipitated French military intervention. Once again the Sahel is a political and environmental faultline, invoked as an 'arc of instability', yet while the portents seem gloomy, Niger has uranium, Mali is Africa's third largest gold producer and new partners, like China, are rushing in. In his entwined history of Mali and Niger, Thomas Miles contends that today's crises are neither inevitable nor permanent. The Sahel has long exchanged goods and ideas with the wider world and the presence there of French soldiers and American drones is only one moment in a long and distinguished trajectory.

Slow-onset environmental changes, such as increasing rainfall variability and rising temperature, are presumed to worsen the livelihood conditions and to increase the out-migration from the affected regions. Based on qualitative and quantitative data from study areas in Mali and Senegal, this book examines the relationship between population dynamics, livelihoods and environment in the Sahel region, focussing specifically on motives for migration. Critiquing the assumption that environmental stress is the dominating migration driver, the author demonstrates the important role of individual aspirations and social processes, such as educational opportunities and the pull of urban lifestyles. In doing so, the book provides a more nuanced picture of the environment-migration nexus, arguing that slow-onset environmental changes may actually be less important as drivers of migration in the Sahel than they are often depicted in the media and climate change literature. This is a valuable resource for academics and students of environmental sociology, migration and development studies.

These groups include Al-Qaeda in the Islamic Maghreb, Harakat Al Shabaab, Boko Haram, the Movement for Oneness and Jihad in West Africa, and Ansar Dine. This book explains why the Idea of Jihad is alive and well in sub-Saharan Africa, even after more than thirty years of Western and global efforts to curtail it, and how most important organisations are formed by the interaction between the often under-estimated local and global dynamics. Stig Jarle Hansen has been researching African radical violent Islamism for more than fifteen years and is well placed to explain how and why such groups emerged, whether they manifest any specific traits compared with other violent Islamists, and what is likely to be their impact beyond the African continent.
