Book excerpt: Abstract: Public aircraft" are aircraft operated for the purpose of fulfilling a government function that meet certain conditions specified under Title 49 United States Code, Section 40102(a)(37). The Safety Board identified 341 public aircraft accidents that occurred during the years 1993-2000. Using activity data from the Federal Aviation Administration (FAA) (for the period 1996-1999), the Board calculated an accident rate of 3.66 accidents per 100,000 flight hours for nonmilitary, nonintelligence public aircraft. Using activity data from the General Services Administration (also for the period 1996-1999%), the Board calculated an accident rate of 4.58 per 100,000 flight hours for nonmilitary, nonintelligence Federal aircraft. Both rates were lower than the general aviation accident rate (7.2 accidents per 100,000 flight hours), but higher than the accident rate for air taxis (3.47), scheduled Part 14 CFR 135 operations (1.06), or 14 CFR Part 121 operations (0.30). Comparisons between public and general aviation accidents revealed similar proportions of broad causal factors. However, accidents in these two sectors differed in other ways. A higher proportion of public aircraft crashed during local flights, at off-airport locations, and during maneuvering phases of flight. Also, accident-involved public aircraft pilots were more likely than accident-involved general aviation pilots to hold advanced ratings.

Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO provided information concerning the use, maintenance, and safety of public aircraft in Alaska, and the extent to which Federal Aviation Administration (FAA) safety regulations apply to these aircraft. Public aircraft are those that federal, state, or local governments use exclusively. GAO found that: (1) public aircraft throughout the United States are subject to substantially fewer FAA safety regulations than civil aircraft; (2) during fiscal year (FY) 1985, the federal government operated 99 of the 140 government-owned aircraft in Alaska, the state operated 46, and local governments operated 9; (3) more than one-half of the governmental units hired aircraft in FY 1985; and (4) public aircraft functions include transportation of personnel and cargo, search and rescue, fire fighting, and wildlife surveys. GAO noted that: (1) federal law does not require an independent party to report or investigate public aircraft accidents; (2) FAA has no responsibility for inspecting or otherwise overseeing public aircraft maintenance or operation; and (3) there was no historical database from which to make an informed assessment of public aircraft safety. GAO also found that: (1) all government units owning aircraft and nearly all hired-aircraft operators said that since they voluntarily met or exceeded FAA aircraft maintenance and crew regulations, required compliance would cause no adverse effects; and (2) in 1985, there were five accidents involving government-owned aircraft and four involving government-hired aircraft.

Book Patterns In Safety Thinking

Download or read book Patterns In Safety Thinking written by Geoffrey R. McIntyre and published by Routledge. This book was released on 2017-03-02 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: Safety is more than the absence of accidents. Safety has the goal of transforming the levels of risk that are inherent in all human activity, while its interdisciplinary nature extends its influence far into most corporate management and government regulatory actions. Yet few engineers have attended a safety course, conference or even a lecture in the area, suggesting that those responsible for the safe construction and operation of complex high-risk socio-technical systems are inadequately prepared. This book is designed to meet the expressed needs of aviation safety management trainees for a practical and concise education supplement to the safety literature. Written in a highly readable and accessible style, its features include: ¢ detailed analysis of the forward-looking System Safety approach, with its focus on accident prevention; ¢ classification of transportation safety literature into distinct schools of thought (Tort Law, Reliability Engineering, System Safety Engineering); ¢ real world, practical, illustrations of the theory; ¢ the history, theory and practice of safety management ; ¢ inter-disciplinary thinking about safety . The flying public is faced with a bewildering array of aviation safety data from a diverse and ever increasing number of sources. This book is an essential guide to the available information, and a major contribution to the international public debate on aviation safety.

Book Safety Last

Download or read book Safety Last written by Brian Power-Waters and published by iUniverse. This book was released on 2001 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: *THIS IS THE REPUBLISHED VERSION. THE ORIGINAL VERSION WAS PUBLISHED IN 1972. THIS VERSION DOES NOT CONTAIN ADDITIONAL OR NEW INFORMATION. The author of this eye-opening expose is a scheduled jet airline captain, as well as a fighter pilot in the Air Force Reserve, with twenty years of professional flying experience. Writing from the standpoint of a view of a pilot, he covers every aspect of commercial aviation and brings the reader to the conclusion that it is a much more perilous means of transportation than generally suspected. You will learn how poorly equipped most of our airports are; how the airlines write their own safety regulations and then succeed in evading even those requirements. You will find out what goes on on the flight deck and the dangers inherent in even the most routine shuttle flights. The author examines crash investigations, he take you on spine-tingling reconstructions of disasters you probably read about, and he reveals the often shocking truth of what really went wrong as opposed to what you may have read in the papers. ********** "Safety Last by Captain Brian Power-Waters courageously describes real life in the airline industry and sounds the alarm for urgently needed reforms. It documents the abysmal performance of the Federal Aviation Administration in enforcing air safety standards and the shocking insensitivity of many airline officials. This book should be read by any airline passenger, executive, regulator or legislator who is concerned about protecting human life and safety in air travel." Reuben Robertson III, Director of the Aviation Consumer Action Project and Aide to Ralph Nader ********** "Captain Power-Waters unloads his list of complaints against commercial aviation without hedging and draws a frightening picture of chaos, carelessness and petty internecine warfare within the industry. The literate air traveler who gets his hands on this book may want to swear off forever. . . . Captain Power-Waters hits with authority." Publishers Weekly ********** "Fortunately, most of the flying public is unaware that many in airline management place a greater emphasis on making profits than on adhering to safety regulations. I compliment you on providing us with a damn fine insight into many of the problems which have been either overlooked or purposely evaded. I strongly concur in your book's closing observation that the real key to airline safety must be through a better utilization of the expertise of the pilot and the controller, who know flying best. These men are indebted to you for your daring to buck the tide, and call it as you see it." From a letter to Captain Power-Waters from John F. Leyden, President, Professional Air Traffic Controllers Organization ********** "Safety Last is a fascinating and sobering journey into the realities of commercial aviation. It vividly describes the hazards of non-professionalism in our industry. The reader will also see the critical importance of professional aircraft maintenance along with the need for a more imaginative and aggressive FAA establishment. . . . Captain Power-Waters has courageously assailed the FAA-approved Minimum Equipment List and exposed it for what it is . . . a killer of airline passengers." James Douglas Sparling, Director, Safety and Standards, Aircraft Mechanics Fraternal Association Safety Last was originally published in 1972, there are no new updates in this version.

Download or read book Why Airplanes Crash written by Clinton V. Oster and published by New York : Oxford University Press. This book was released on 1992 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the deregulation of commercial airlines in 1978, the United States airline industry has changed dramatically. Route entry and exit flexibility, as well as fare setting have stimulated competition, forcing airlines to emphasize cost control, increased productivity, and effective marketing. How have these changes in both public and private policies influenced airline safety? Do airplanes have more accidents now than ever before? This work examines the causes of airplane accidents and what private and public policies are needed to improve aviation safety. It begins by examining the safety record of the United States commuter airline industry in the post-deregulation era characterized by increased emphasis by airlines on cost control and growing pressures on the air traffic control and airport system. The authors go beyond the safety of the scheduled airlines to examine the reasons for accidents in the nonscheduled and general aviation segments of the United States industry, where the bulk of fatalities occur and where airline pilots increasingly receive most of their training and experience. They then turn to an examination of aviation safety throughout the world, first with a detailed comparison of Canadian and American aviation safety, and then with a look at air safety in all regions of the world and the safety performances of all the world's major airlines. Three emerging issues are then examined in greater detail: assessing the margin of safety, worldwide aging of all airline fleets, and terrorism. Clearly written, this careful and systematic analysis of well over 15,000 individual aviation accidents will provide greater insight for government officials, aviation industrymanagers, and researchers, as well as laypeople and other frequent flyers.
