The content is based on lectures delivered during an international course on transportation planning and traffic safety, sponsored annually by the Transportation Research and Injury Prevention Programme (TRIPP) at the Indian Institute of Technology, Delhi. Book excerpt: Road space is shared by multiple vehicles (i.e. cars, taxis, buses, trucks, motorcycles, and mopeds), pedestrians, animals and many other categories of travellers. Easy availability of motor vehicles and advancements in their technology has made road travel easy; on the other hand, this has also resulted in a significant increase in the number of motor vehicle related injuries. Road traffic related injuries remain an important public health problem globally. It has been estimated that approximately 1.25 million people succumb to road traffic injuries annually worldwide, and between 20 and 50 million people sustain non-fatal injuries. It is a cause of great concern that 59% of the severely injured population is young adults aged between the age of 15 and 44 years. At present, globally road traffic injuries are ranked as the eighth leading cause of mortality, and if the current trends continues, it is expected to be the seventh leading cause of mortality at the global level by 2030. Road traffic safety is one of the most significant concerns of the United Nations and a 5-tiered approach has been proposed to combat traffic accidents and fatalities. This includes improvements in health care services focusing on injury care, road safety management, road network safety, vehicular safety, and implementation of road safety legislation. Changes in practices like speed control, use of seatbelts and helmets, respecting traffic signals and signs, avoiding drunken driving (or use of drugs), following traffic rules (lane driving) and avoiding mobile phones while driving are some of the behavioural changes that can bring about a significant reduction in the number of road traffic related injuries. The present book consists of fifteen chapters related to various aspects concerning road traffic and safety, including epidemiology of road traffic injuries, occupant protection and safety devices, risk factors, a manual of safety measures, road safety in hilly terrain and conflict zones, prevention of head injuries, the role of alcohol and bicycle related injuries. The authors hope that the book shall help the readers to get an overview of various aspects related to global road traffic and safety.

Book excerpt: This report presents the status of road safety in the WHO European Region and provides a baseline assessment of how far 49 countries have come in implementing the recommendations of the World Report on Road Traffic Injury Prevention. In the Region, road crashes result annually in 120,000 deaths, 2.4 million injuries and a great economic burden, which may be up to 3% of a country's gross domestic product. Road traffic injuries are the leading cause of death among people 5-29 years old. Vulnerable road users such as pedestrians, cyclists and users of motorized two-wheelers constitute 39% of all road traffic injury fatalities, with pedestrians being more at risk in the eastern part of the Region. Countries differ greatly in mortality rates for road traffic injuries; the average in low- and middle-income countries is twice that in high-income countries. Countries policy responses in providing road safety for their citizens have differed. This report proposes the following areas of action: narrow the gap between countries with the lowest and highest mortality rates; provide better protection for vulnerable road users; develop a well-resourced multisectoral road safety strategy in each country; design and enforce comprehensive legislation; and develop and implement healthier transport policies. In addition, country profiles on the current status of road safety are presented for the 49 participating countries.

The report shows that efforts to improve road safety are having an impact, and that significant reductions in road traffic deaths can be made if proven measures are applied. Despite this, the price paid for mobility remains too high. Road traffic injuries remain the leading killer of children and young people aged 5-29 years. More than half of fatalities occur among pedestrians, cyclists and motorcyclists, in particular those living in low and middle-income countries. Urgent action is needed if the global goal of at least halving road traffic deaths and injuries by the year 2030 is to be achieved.

Book excerpt: This document provides recommendations of safety message minimum performance requirements between a Vulnerable Road User (VRU) and a vehicle. It addresses the transmission of Personal Safety Messages (PSM) from road user devices carried by pedestrians, bicycle riders and public safety personnel, to provide driver and vehicle system awareness and potentially offer safety alerts to VRUs.This document includes the recommendation of standards profiles, function descriptions and minimum performance requirements for transmitting the SAE J2735-defined PSM [1] over a Dedicated Short Range Communications (DSRC) Wireless communication link as defined in the Institute of Electrical and Electronics Engineers (IEEE) 1609 and the IEEE 802.11 Standards [[1]]-[5]]. While other wireless media may be used to deliver the PSM, DSRC is explicitly assumed in this document, because of anticipated regulatory ruling in the United States and other countries requiring vehicles to be equipped with a DSRC-based safety system using V2V communication.This recommended practice is limited at this time to communications between the VRU device carried by walking pedestrians and DSRC equipped vehicles. Later versions may incorporate improvements based on field experience with this recommended practice and may include other provisions for communicating with other DSRC equipped devices, and with other VRUs. According to NHTSA, in 2012 traffic crashes in the United States claimed 4743 pedestrian fatalities and resulted in 76000 pedestrian injuries. NHTSA reports that 726 pedalcyclists were killed and 49000 were injured in traffic crashes. In addition, in 2012,106 road workers were killed by traffic crashes in the United States. Vehicle-to-Vehicle (V2V) safety systems using Dedicated Short Range Communications (DSRC) have been researched and have been undergoing standardization for more than a decade. In the near future deployments are likely. Leveraging these developments and prospective deployment, research has been conducted using DSRC portable devices to extend the potential safety benefit to Vulnerable Road Users (VRU) such as pedestrians, bicyclists and road workers. In order to achieve interoperability between vehicle-based and portable DSRC safety devices for experimental use, there is a need to establish a VRU safety message minimum performance recommendations to support VRU safety applications.
