Book Policy Coherence for Development in the EU Council

Download or read book Policy Coherence for Development in the EU Council written by Christian Egenhofer and published by CEPS. This book was released on 2006 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recognition of the fact that EU policies in non-development areas, such as trade, energy and migration, can also profoundly affect the poor in developing countries, the EU has affirmed?Policy Coherence for Development? as an important principle for achieving more effective development cooperation. This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

Book Optimisation of Disaster Forecasting and Prevention Measures in the Context of Human and Social Dynamics

Download or read book Optimisation of Disaster Forecasting and Prevention Measures in the Context of Human and Social Dynamics written by Ion Apostol and published by IOS Press. This book was released on 2009 with total page 312 pages. Available in PDF, EPUB and Kindle. Book excerpt: Optimisation of Disaster Forecasting and Prevention Measures in the Context of Human and Social Dynamics addresses a wide range of disaster-management regimes. The principal themes (for a series of typical disaster scenarios) focus on how these disasters can affect both the human and natural environments. Accordingly, the articles in this book cover the following areas of concern: natural disasters such as earthquakes, landslides and floods; man-made disasters such as accidents at mining and tailings dams; nuclear/radiological facilities; transport accidents involving hazardous materials; fires; and environmental contamination. Monitoring and the assessment of health and environmental pollution risks, as well as the communication of these risks to the public, are also discussed. The scientific content thus focuses on risk assessment as part of national policies regarding protection of man and environment; the need for strong cooperation at international and national levels; using a costbenefit approach; information sharing and networking; and vulnerability as a moderating factor in risk assessment. The contributions are very useful, especially to those partner countries that are developing their legal framework in civil emergency planning as well as in environmental protection.

Book Social Policy in the European Union

Download or read book Social Policy in the European Union written by Karen M. Anderson and published by Bloomsbury Publishing. This book was released on 2015-03-26 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: Social policy has become an increasingly prominent component of the European Union's policy-making responsibilities. Today, for example, a highly developed body of law regulates equal treatment in social security and co-ordinates national security schemes; national health services have opened up to patients and service providers from other states; and rules govern the translation of educational and vocational certificates across member states. This state of affairs is all the more remarkable given the relatively limited resources at the EU's disposal and the initial intentions of its founders. During negotiations for the Treaty of Rome in the 1950s, social policy was viewed as the exclusive provenance of the member states. There were to be provisions to facilitate labour mobility within the common market, but until the 1970s social policy making at the EU-level was modest. However, plans for the internal market moved social policy on the EU's decision-making agenda. The Social Chapter was adopted in 1989, and the Single European Act expanded EU competencies in social policy. The Treaties of Maastricht, Amsterdam and Nice all expanded competencies further, so that by the time the heads of government met in Lisbon in 2007 to sign the EU's latest treaty, the extent of supranational control over important aspects of social policy making was quite impressive. This important book provides a full account of the evolution of social policy in the EU and of its current reach. It examines the reasons for the increased role of the EU in the area, in spite of formidable obstacles, and details its effects in member states, where social provision is often the biggest item in government budgets and a crucial issue in national elections. Drawing on research done on welfare states around the world and on European integration, this book provides a distinctive and sophisticated account of social policy in Europe, showing how it must now be understood in the context of multi-level governance in which EU institutions play a pivotal role.
