Abstract: Intangible cultural heritage (henceforth ICH), a living expression of indigenous culture and traditions, have been orally transmitted through generations. As the heritage bearers are usually aged and have mere opportunities to pass on their knowledge to young practitioners, ICH are disappearing at a rapid pace. Safeguarding ICH is a battle against time. Since the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage (henceforth the Convention) was adopted in 2003, China has been proactive in participating in the Convention and safeguarding its ICH. Ratified the Convention on 2 December 2004, China was the sixth out of the 143 State Members deposited the Convention1. China's prompt response to the Convention could show how determined she was in safeguarding its ICH. Hong Kong agreed to apply the Convention in December 2004 but the early adoption of the Convention did not help Hong Kong to keep its pace on safeguarding ICH. During the 6 years practice of safeguarding ICH since 2006, China had already built its ICH inventory through announcing 3 batches of National ICH List and inscribing 2500 plus elements, established a ICH Transmitters List with 1400 plus transmitters, and most importantly, adopted the Safeguarding of the Intangible Cultural Heritage Law (henceforth the China ICH Law). In contrast, Hong Kong has not even completed its territory-wide survey until now for its first batch of inventory, not to mention setting up a safeguarding ICH policy. Hong Kong's achievement in safeguarding ICH so far is inscribing Cantonese Opera onto The Representative List of the Intangible Cultural Heritage of Humanity (henceforth the UNESCO Representative List) with joint effort from Macao and Guangdong in 2009; inscribing Cantonese Opera and Chinese Herbal Tea onto the National Intangible Cultural Heritage List (henceforth the National ICH List) with joint effort from Macao and Guangdong in 2006. However, the first time Hong Kong successfully inscribe ICH elements onto the National ICH List with its own effort was in 2011, five years after its ICH safeguarding ICH work kicked off. Meanwhile, Hong Kong has paid a lot more effort in safeguarding Cantonese Opera. There have been research to preserve scripts and masterpieces; there is an advisory committee and a fund set up to dedicatedly support Cantonese Opera; new Cantonese Opera venues are developing by the Government; a programme developing young troupe for inheriting the skills from Cantonese Opera masters is set up. In this dissertation, I will study the safeguarding ICH progress made in UNESCO, China, Hong Kong and safeguarding Cantonese Opera progress in Hong Kong in terms of different safeguarding measures as defined by UNESCO. From the comparison between the safeguarding progress of Hong Kong on ICH and Cantonese Opera respectively, answers can be found to improve the safeguarding ICH situation in Hong Kong. It introduces general readers, practitioners and students to the issues facing built heritage protection and how such protection usually develops in a modern city. In particular, it considers the problems and disputes that provided the focus for development of law and policy in Hong Kong, especially the legacy of 150 years as a British colony and the consequent identification as a “borrowed” and “temporary” place. The Brief considers how effective law and policy has been in protecting built heritage under the colonial and post-colonial administrations- their successes and failures. These include the Kowloon-Canton Railway Station, the Antiquities and Monuments Ordinance, reclamation of Victoria Harbour, violent protests at Queen’s Pier, and the introduction of mandatory heritage impact assessments for government projects. The text concludes noting recent successes, which may indicate a brighter future for the protection of Hong Kong’s built heritage.

It offers new insights on the identity-building potential of heritage practices as ‘enabler’ of development and their capacity to generate social and economic profits as ‘driver’ of development. Based on Pierre Bourdieu’s ‘Theory of Practice’, a model for the valorisation of ICH is presented, which may serve as a tool to stimulate the developmental potentials of heritage on a practical level. The functioning of the valorisation model is exemplified with a case study on a German choral tradition, which has not been officially nominated as ICH. Therewith, it is shown how the model can be applied to utilise the developmental potentials of ICH - as promoted in the Convention for the Safeguarding of the Intangible Cultural Heritage (2003) – even beyond UNESCO’s scope. This book is of interest to cultural heritage scholars.

Abstract: At the famous Lan Kwai Fong area in Central, there exists a small red shrine that does not fit into the surrounding environment. Owing to its intimacy and convenience, people are fond of worshipping at this communal street shrine and it becomes one of the interesting street scenes in Hong Kong. This unique type of communal street shrines is commonly found in old urban districts of Hong Kong. Many of them have existed more than hundred years and have a specific group of worshippers. The worshippers voluntarily manage the daily operation of these shrines. For some larger shines, the voluntary managers organize different celebrations and ceremonies at the shrines every year. Due to the influence of globalization on the new generations and redevelopment at old urban districts, the voluntary support for these shrines in communities is gradually diminishing. The existence of these street shrines is much related to old communities that are being rapidly phased out by urban redevelopment. In UNESCO terms, these shrines can be considered as an "Intangible Cultural Heritage in Need of Urgent Safeguarding." This dissertation is only a starting point that may lead to ways to safeguard these endangered shrines. It does so by making an inventory of communal street shrines located in old urban districts on Hong Kong Island. Further studies are needed to thoroughly understand the heritage significance of these communal street shrines to the worshippers and nearby neighborhood as well as the social influence upon them. This dissertation emphasizes on the first step of the conservation process - documentation. Equally important to understanding a culture, however, are the intangible elements that become part of its heritage. In 2003, UNESCO adopted a convention specifically to protect intangible heritage, including the following: oral traditions and expressions, including language; performing arts (such as traditional music, dance, and theater); social practices, rituals, and festive events; knowledge and practices concerning nature and the universe; and traditional craftsmanship. Since this convention was adopted, scholars and preservationists have struggled with how to best approach intangible heritage. This volume specifically focuses on embodied intangible heritage, or the human body as a vehicle for memory, movement, and sound. The contributors to this work examine ritual and artistic movement, theater, music, oral literature, as well as the role of the internet in cultural transmission. Globalization and particularly the internet, has a complex effect on the transmission of intangible heritage: while music, dance, and other expressions are now shared easily, the performances often lack context and may be shared with a group that does not fully understand what they are seeing or hearing. This volume draws on case studies from around the world to examine the problems and possibilities of implementing the new UNESCO convention. The findings in this volume will be vital to both professionals and academics in anthropology, archaeology, history, museum studies, architecture, and anyone else who deals with issues of cultural heritage and preservation.
