This volume incorporates wide-ranging international perspectives from those in the academy, together with practitioner insights from the armed forces and heritage professionals, to explore the safeguarding regime. Its contributors consider such questions as whether state parties have truly taken "all possible steps", as the Convention tasks them; what we can learn from past practice, and how the Convention is implemented today; the implications of new trends in heritage law and management - such as the rise of the World Heritage Convention, and in the increasing focus on safe havens rather than refuges; whether new methods of heritage management such as Risk Assessment theory can be applied; and, in a Convention specifically focussed on state parties, what of their opponents, armed non-state actors. Using a mix of case studies and theoretical explorations of new and existing methodologies, the contributions cover a broad timespan from World War II to today, with examples from Europe, the Middle East, and Africa. Overall, the volume's purpose is to promote wider understanding of the practical effectiveness of the Convention in the contemporary world, by investigating the perceived opportunities and constraints the Convention offers today to protect cultural property in armed conflict, and firmly establishing that such protection must begin in peace.

Book excerpt: Patchwork in times of plurality encompasses the multitude of actions as a revealing symbol of ethos, actors, organisms, and manifestations of preservation and dialogue frontiers. This plural metaphor, almost like a patchwork, aggregates and yet segregates, conforms, but disfigures, and boosts the meanings which represent this new field that international relations have been recently crossing. Just like the mirror metaphor - that reflects everything to all and, sometimes, intervenes in distortions - the patchwork analogy allowed the book to take responsibility for the disclosure of preservation actions on a global scale. The book has a pioneering role insofar since it is the only publication with such characteristics, concerns, and coverage. The work studies the interconnection between cultural properties and international relations by understanding them as a mosaic before the bridges that intertwine people and borders. The main goal of this work is to illustrate in what way intergovernmental relations have been privileging heritage and culture as acting fields for its broader needs. Therefore, the book addresses topics related to the international agenda, focusing on its less debated themes. Two examples of these undervalued matters are the link between actors, preservationist actions, and the universe of world cultural heritage. The book also pursuits a critical dialogue between interdisciplinary fields that narrow heritage frontiers in search to contribute with a spectrum of academic perspectives and (inter)national study cases. It argues that these five treaties have effectively prevented local communities, who bear the brunt of the costs associated with international heritage protection, from having a say in how their heritage is managed. The exclusion of local communities often alienates them not only from international decision-making processes but also from their cultural heritage itself, ultimately meaning that systems put in place for the protection of cultural heritage contribute to its disappearance in the long term. International Heritage Law for Communities adds to existing literature by looking at these UNESCO treaties not as isolated regimes, but rather as belonging to a discursive continuum on cultural heritage. In doing so, the book focuses on themes that cut across the relevant UNESCO regimes like the use of expert rule in international heritage law, economics, the relationship between heritage and the environment, among others, rather than the regimes themselves. It uses this mechanism to highlight the blind spots and unintended consequences of UNESCO treaties and how choices made in their drafting have continuing and potentially negative impacts on how we think about and safeguard heritage.
