Book excerpt: This book explores regionalism in the Southern African Development Community (SADC) and highlights the influence of the European Union (EU) as an extra-regional actor on the organization and integration process. The analysis is guided by theory and explains the emergence, institutional design and performance of SADC’s major integration projects in the issue areas of the economy, security and infrastructure. It provides in this way a profound assessment of the organization as a whole. The study shows that South Africa plays a regional key role as driver for integration while external influence of the EU is ambivalent in character because it unfolds a supportive or obstructive impact. The author argues that the EU gains influence over regional integration processes in the SADC on the basis of patterns of asymmetric interdependence and becomes a ‘game-changer’ insofar as it facilitates or impedes solutions to regional cooperation problems.

However, the very concept of civil society is deeply rooted in European traditions and values. In pursuing civil society reform in non-Western countries, many scholars along with well-meaning international agencies and donor organisations fail to account for non-Western values and historical experiences. Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in Western values, for instance in cases where numerous political, racial and ethnic sub-groups are ‘fighting’ for autonomy. By disentangling local contexts of countries from across the global South, this book demonstrates that it is important to view civil society through the lens of local conditions, rather than viewing it as something that needs to be ‘discovered’ or ‘manufactured’ in non-Western societies. Civil Society in the Global South will be particularly useful to high-level students and scholars within development studies, sociology, anthropology, social policy, politics, international relations and human geography.

The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. Book excerpt: This book focuses on southern Africa by engaging with ‘norms’ from various perspectives and how they have proliferated within a neo-liberalising context since the 1990s. It particularly examines gender norms in relation to agency, influence and their impact. Despite growing transnational activities, regional studies analyses have so far maintained a primarily linear logic not incorporative of the increasing interface between state and non-state regionalism in a transnational context since the advent of liberalisation and democratisation. Increasing non-state activities, and their connection to state processes involved in norm creation, adaptation, diffusion and implementation around broad questions of security (including gender security), amount to regional thickening. The book’s analytical approach is informed by alternatives to mainstream approaches, emphasising processes rather than linearity inherent in regional international relations studies. The research reveals that transnational activities and regionalisation of gender and women-focused civil society actors are critical for advocacy and diverse representation within intergovernmental policymaking structures at the regional scale.
