Though numerous small opposition groups had formed immediately after the German invasion in 1940, there was no concerted movement or over-arching organization. Gradually, though, as the Germans introduced harsher measures against certain groups, opposition grew, particularly in the urban areas. These met with very limited success due to poor security which was to plague the Dutch resistance movement in general. As is made clear in this official account, individuals were often members of more than one resistance group at the same time. This inevitably meant that when one cell was compromised others quickly met the same fate. Nevertheless, in 1941 the Netherlands, or N, Section of the Special Operations Executive under Major Seymour Bingham started sending trained agents to The Netherlands. These operatives were dropped by parachute or infiltrated into the country from France or Belgium. Unfortunately, poor discipline continued to hamper the resistance movement. Preparation was poor, security was lax, and codewords were forgotten or ignored. As a result, fifty-four of N Section’s agents were captured by the Germans; fifty of these were subsequently executed. Despite its egregious failings, SOE’s N Section, could count on some successes. Its agents were able to coordinate the various groups and help maintain communications with the UK. They also undertook valuable weapons training and gave instruction on demolition techniques. The people the agents assisted in active resistance were usually ordinary Dutch citizens, often working in respectable jobs under the very noses of the Germans, their only precaution being the adoption of a false name while operating undercover. The SOE agents themselves had to adopt the cover occupations of those professions which would not be subjected to conscription, such as teachers, medical personnel, or police. Usually, they would take the identity of brave individuals who had volunteered to have their information duplicated. In addition, the agents would be thoroughly briefed on their adopted personas so that they could provide convincing accounts of their movements if stopped and interrogated. This official account of the development and activities of SOE’s Dutch Section was written by a Staff Officer prior to SOE being disbanded in 1946. It was based on information, reports and documents provided by those involved in the campaign. It details how SOE agents were recruited and trained in the UK and gives information on safe houses, contact addresses, secret telephone exchanges, training premises and methods of communications in The Netherlands and externally to London. In essence, it provides all the apparatus and procedures used in the establishment of the underground movement which sought to obstruct and oppose the Germans at every turn.

Book excerpt: WALLFLOWERS is the codename given to one of the Security Service’s most treasured possessions, the daily journal dictated from August 1939 to June 1945 by MI5’s Director of Counter-Espionage, Guy Liddell, to his secretary, Margo Huggins. The document was considered so highly classified that it was retained in the safe of successive Directors-General, and special permission was required to read it. Liddell was one of three brothers who all won the Military Cross during the First World War and subsequently joined MI5. He initially first served in the Metropolitan Police Special Branch at Scotland Yard, dealing primarily with cases of Soviet espionage, until he was transferred to MI5 in 1931. His social connections proved important because in 1940 he employed Anthony Blunt as his personal assistant and became a close friend of both Guy Burgess and Victor Rothschild, and was acquainted with Kim Philby. Despite these links, when Liddell retired from the Security Service in 1952 he was appointed security adviser to the Atomic Energy Commission, an extremely sensitive post following the conviction of the physicist Klaus Fuchs two years earlier. No other member of the Security Service is known to have maintained a diary and the twelve volumes of this journal represents a unique record of the events and personalities of the period, a veritable tour d’horizon of the entire subject. As Director, B Division, Liddell supervised all the major pre-war and wartime espionage investigations, maintained a watch on suspected pro-Nazis and laid the foundations of the famous ‘double cross system’ of enemy double agents. The final years of the Abwehr were marked by the Abwehr’s efforts to undermine the regime, which came to a bloody conclusion following the Valkyrie assassination attempt of 20 July 1944. This saw the arrest of many Abwehr officials and the execution of Canaris and Oster. In this penetrating study of the final years of the Abwehr, Nigel West, a world-renowned specialist in the field, pieces together the gradual decline in the organization’s role and importance with Hitler and his acolytes paying little heed to reports that were increasingly cautionary. In addition, I was able to rely on experiences and impressions of the 1944-1946 period, when I was stationed in the Low Countries as a United States Army Military Intelligence Officer. In my description of Dutch purge measures I have attempte~ to be as unbiased a judge as possible; whenever I was unable to arrive at a definite conclusion I con tented myself with describing the opposing points of view. I am quite aware that this attitude of "neutrality" may be criticized, not only by many ex-Resistance men who have become dis gusted with the alleged softness of the purge, but also by many others who appear equally dismayed about its severity. For purposes of comparison, readers who are familiar with action against collaborators in other countries - such as France, Italy, or the Balkans - may note that the Dutch purge was not dominated by considerations of party politics. All Dutchme- employers and workers, Protestants and Catholics, Conservatives and Socialists - had been united in their resistance against the enemy. Consequently, disagreements about purge measures did not follow class, religious, or party lines. The few Dutch Commu nists had never been able to dominate the Resistance; neither were they able to exploit the purge for their purposes. Thus, in Holland problems of collaboration and purge could be studied in their purest form, without consideration of other factors.
