Drawing on never-before-seen archival documents as well as scores of new interviews, Murphy shows how discriminatory public policy and personal prejudice combined to create the racially segregated education system that exists in the Rochester area today. Alongside this dismal history, Murphy recounts the courageous fight for integration and equality, from the advocacy of Frederick Douglass in the 1850s to a countywide student coalition inspired by the Black Lives Matter movement in the 2010s. This grinding antagonism, featuring numerous failed efforts to uphold the promise of Brown v. Board of Education, underlines that desegregation and integration offer the greatest opportunity to improve educational and economic outcomes for children of color in the United States. Incompatibilism holds that freedom and responsibility require causal and metaphysical independence from the impersonal forces of nature. According to compatibilism, people are free and responsible as long as their actions are governed by their desires. In Freedom Within Reason, Susan Wolf charts a path between these traditional positions: We are not free and responsible, she argues, for actions that are governed by desires that we cannot help having. But the wish to form our own desires from nothing is both futile and arbitrary. Some of the forces beyond our control are friends to freedom rather than enemies of it: they endow us with faculties of reason, perception, and imagination, and provide us with the data by which we come to see and appreciate the world for what it is. The independence we want, Wolf argues, is not independence from the world, but independence from forces that prevent or preclude us from choosing how to live in light of a sufficient appreciation of the world. The freedom we want is a freedom within reason and the world.

A thorough understanding of environmental variability greatly increases the likelihood of mission success. To ensure that naval forces have the most up-to-date capabilities, the Office of Naval Research (ONR) has an extensive environmental research program. This research, to be of greatest use to the warfighter, needs to be directed towards assisting and solving battlefield problems. To increase research community understanding of the operational demands placed on naval operators and to facilitate discussion between these two groups, the National Research Council's (NRC) Ocean Studies Board (OSB), working with ONR and the Office of the Oceanographer of the Navy, convened five previous symposia on tactical oceanography. Oceanography and Mine Warfare examines the following issues: (1) how environmental data are used in current mine warfare doctrine, (2) current procedures for in situ collection of data, (3) the present capabilities of the Navy's oceanographic community to provide supporting information for mine warfare operations, and (4) the ability of oceanographic research and technology developments to enhance current mine warfare capabilities. This report primarily concentrates on the importance of oceanographic data for mine countermeasures.
