Book excerpt: International observers have lauded Rwanda as an example of an African country taking control of its own development trajectory, and as a market-friendly destination for investment. A key component of this narrative has been an ambitious programme of agricultural reform, involving private firms, NGOs, and international charities. The Rwandan government claims these reforms have been a resounding success, tripling crop yields and helping to combat hunger. Chris Huggins argues, however, that Rwanda’s liberal, modernising image sits poorly with the regime’s continuing authoritarian tendencies. Featuring in-depth case studies of the effects of agricultural reform in three different regions, and drawing on hundreds of interviews, Huggins shows that the much-vaunted ‘liberalization’ of agriculture has in fact depended on the coercion of Rwandan farmers, and in many cases has had a detrimental impact on their livelihoods. With the Kagame regime now coming under increasing international scrutiny, this work provides a timely look at the impact of ‘market friendly authoritarianism’ in contemporary Africa, making essential reading for students and scholars of development in the fields of sociology, anthropology, political science, and economics.

It traverses ten countries in Africa, Burundi, the Democratic Republic of Congo (DRC), Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Tanzania, and Uganda, with South Sudan as the eleventh riparian state once it acquires its sovereignty. Of the more than 300 million inhabitants in the ten riparian states, the Nile River Basin is home to nearly 160 million people. The interlocking controversies surrounding the utilisation of the waters of the Nile River and the resources therein have centered on the 1929 Anglo-Egyptian and the 1959 Egypto-Sudanese treaties, which have largely ignored the interests of the upstream states. Through the initiative of the Nile Basin Initiative (NBI) established in 1999, the riparian states concluded, in 2010, the Agreement on the River Nile Basin Cooperative Framework (CFA) based on the principle of equitable and reasonable utilisation, the objective of which is to establish durable legal regime in the Nile River Basin. This book addresses the complexities inherent in the colonial and post-colonial treaties and agreements and their implications on the interests of the riparian states and the region in general. It is the first book of its kind that covers the ten riparian states in a single volume and deals comprehensively with politico-legal questions in the Nile River Basin as well as conventions on the international water courses and their relevance to the region.

The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The last ten years have been an encouraging time for one of the world’s poorest regions; this book offers an analysis of how recent, promising trends can be sustained into the future.

The assessment focused on three cases studies of innovation in the small livestock sub-sector: The Sasso dual breed chicken by Uzima Chicken Limited, with focus on small-scale farmers’ poultry production; piggery/artificial insemination by the Centre for Agriculture Enhancement (CPPA) in Kisaro, for genetic improvement in pigs for small-holder farming; and the animal feed industry by Gorilla Feed Co., Limited, a cross-cutting business for animal production in the country. The report makes nine concrete recommendations for strengthening the small livestock sub-sector regarding collaboration and coordination, capacity development and at the policy level. It identifies two national associations on which to focus the TAP-AIS projects’ capacity development phase: Rwanda Pig Farmers Association (RPFA) and Rwanda Poultry Industry Association (RPIA).
