However, it has a deep social, cultural and economic impact and may even contribute to define the very structures of the state. In Latin America, fear of crime has become an important stumbling block in the region’s process of democratization. After long spells of dictatorships and civil wars, violence in the region was supposed to be under control yet crime rates have continued to skyrocket and citizens remain fearful. This analytical puzzle has troubled researchers and to date there is no publication which explores this problem. Based on a wealth of cutting edge qualitative and quantitative research, Lucía Dammert proposes a unique theoretical perspective which includes a sociological, criminological and political analysis to understand fear of crime. She describes its linkages to issues such as urban segregation, social attitudes, institutional trust, public policies and authoritarian discourses in Chile’s recent past. Looking beyond Chile, Dammert also includes a regional comparative perspective allowing readers to understand the complex elements underpinning this situation. Fear and Crime in Latin America challenges many assumptions and opens an opportunity to discuss an issue that affects everyone with key societal and personal costs. As crime rates increase and states become even more fragile, fear of crime as a social problem will continue to have an important impact in Latin America.

Book excerpt: The 2015 edition of the Global Burden of Armed Violence provides a wealth of data relevant to security and the post-2015 sustainable development framework. It estimates that 508,000 people died violently - in both conflict and non-conflict settings - every year in 2007–12, down from 526,000 in 2004–09. This trend is visible in non-conflict settings, where the proportion of women and girls is also slightly reduced, from 17 to 16 per cent. Yet, the number of direct conflict deaths is on the rise: from 55,000 to 70,000 per year over the same periods. Firearms are used in close to half of all homicides committed and in almost one-third of direct conflict deaths. Nearly USD 2 trillion in global homicide-related economic losses could have been saved if the homicide rate in 2000–10 had been reduced to the lowest practically attainable levels - between 2 and 3 deaths per 100,000 population.

Perhaps the oldest of ethical principles is the rejection of violence, which includes the respect for life and for the physical and psychological integrity of others. But, in some circumstances, violence itself can be regarded as ethical – for example, when it is used by states claiming to act in self-defence. In these circumstances, the need to defend oneself against an enemy can transform war from an unacceptable act into a necessary, socially shared and morally sanctioned choice. And it is when violence becomes ethical that we must begin to fear for our future. In the wake of the pandemic, we are witnessing the growing prevalence of aggression and emotionality in social and political life. We find ourselves living in an increasingly impatient and insecure society, which is sceptical of scientific thought and which takes refuge in the irrational. The decline of rationality and the growing prevalence of violence are increasingly common features of a society that has lost touch with the great Enlightenment narrative. We need, argues Bordoni, to rediscover the rationality we have lost and recuperate the positive side of technology.
