Book The Russians at Merv and Herat

Download or read book The Russians at Merv and Herat written by Charles Marvin and published by . This book was released on 1883 with total page 558 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Russians at Merv and Herat, and Their Power of Invading India is an account of Russian policy in Central Asia and of possible Russian intentions toward Afghanistan and India in the late 19th century, written from a British perspective. Topics covered include writings by Russian military officers on Central Asia and India; the analysis by the Russian general staff of the Second Anglo-Afghan War (1878-80); the journeys by Russian diplomat Pavel M. Lessar from Ashgabad (present-day Ashqabat, Turkmenistan) to Sarakhs (in present-day Iran) and from Sarakhs to Herat, Afghanistan; Russian railroad construction in Central Asia; Russia's buildup of naval power in the Caspian Sea; and the development of the oil industry in Baku (present-day Azerbaijan). The book predicts that in a future crisis with Great Britain, Russia, unlike in previous crises or during the Crimean War, almost certainly would strike at British India. The author, Charles Thomas Marvin (1854-90), was a writer and one-time Foreign Office staff member who had lived many years in Russia, initially with his father, who was employed in Saint Petersburg, and later as a correspondent for a British newspaper. The book draws on interviews that Marvin conducted in 1882 with leading Russian military and political leaders, and contains translations of long excerpts from relevant Russian books and reports. It includes drawings by Russian artists, which, the author asserts, "are the first illustrations of Merv and the Turcoman region that have yet appeared in this country." The book contains three appendices, including a long essay on the Russian navy that is only partly related to the main subject of the work.

Book Our Martens F F Martens International Lawyer and Architecht of Peace

Download or read book Our Martens F F Martens International Lawyer and Architecht of Peace written by Vladimir Vasil?evich Pustogarov and published by Kluwer Law International B.V.. This book was released on 2000-04-17 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: The rule of law, peace, disarmament, human rights: these are no longer empty words, but legal concepts steadily gaining force among nations. If the slow but sure codification of international law that began with the first Geneva Convention of 1864 has put down roots, against all odds, it is because of the passionate determination of a few visionary but practical actors on the world's stage. Pre-eminent among these `workers in the dawn' was the Russian jurist, diplomat and arbitrator F.F. Martens (1845-1909). Although Marten's reputation suffered during the Soviet era and on both sides of the Cold War, the lasting effect of his ideas and initiatives can be traced all the way from his early years as a Law Professor at Petersburg University (when his writing attracted the attention of the Czar), through his direct participation in the great Peace Conferences at Brussels and The Hague, to the legal underpinnings of the human rights regime embodied in today's international conventions and tribunals. His sense of community and the individual in a global context andndash; a difficult notion for lawyers to grasp in a world of competing nation-states andndash; has now become a widely-accepted norm with increasingly effective enforcement mechanisms. And even his contributions to procedural theory, in areas such as extradition of political criminals and transnational enforcement of administrative law, persist in coming to the forefront of today's international legal practice. This English translation of the first major biography of Martens is in fact the most complete text in any language, as the Russian author, at the translator's request, took the opportunity to revise his original work and even supplied two whole chapters missing from the original Russian edition of 1993 and subsequent editions and translations. Pustogarov was among the first scholars to gain access to the near-legendary Archive of the Foreign Policy of Russia, and his biography of Martens contains a wealth of hitherto unavailable information on the more-or-less secret political maneuvers of the `Great Powers' in Martens' time. This is an important book for all international lawyers to read and study, exposing as it does the deepest currents of the mainstream of international law in our time.

Available in PDF, EPUB and Kindle. Book excerpt: On Arid Ground focuses on the relationships between empire and environment in Central Asia, using environmental history to examine the practice of Russian imperialism in Turkestan at the end of empire, from the 1860s until 1916. It reveals for the first time a comprehensive assessment of the environmental imprint of Russian colonisation, and shows how local ecologies fitted into broader repertoires of imperial rule, accommodation, and resistance. Ranging widely above and below the surface in Turkestan, from the deserts of Transcaspia to the highlands and lowlands of rural Fergana and Semirech'e, Jennifer Keating explores infrastructure development, migrant settlement, land reclamation and dispossession, the commodification of nature, and environmental violence to reveal the ways in which ecological change was central to the building and breaking of empire. Attentive to connections, synchronicities and scale, On Arid Ground makes the case for looking beyond cotton and water in Central Asian context, for the powerful material role played by animals and plants, sand, silt, and salt in human histories, and for the less visible relationships between far-flung people and things within and beyond Turkestan's borders. Laying bare the political roots and repercussions of environmental change, the volume brings fresh perspectives both to the history of Central Asia and to that of the wider Russian empire across Eurasia.
