Book The Russian View of U S Strategy

Download or read book The Russian View of U S Strategy written by Jonathan Samuel Lockwood and published by Routledge. This book was released on 2017-09-04 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: Soviet perceptions of U.S. strategy remained remarkably consistent from the post-Stalin period through the collapse of communism in Eastern Europe and the Soviet Union itself. The consistency of the Soviet tendency to engage in the 'mirror-image' fallacy in their analyses of U.S. doctrine and strategic intentions has profound implications for the future relationship of the U.S. and the now-independent republics. This authoritative volume analyzes the Soviet/Russian perspectives of U.S. strategic evolution from the declaration of the 'massive retaliation' doctrine of 1954 through the Soviet collapse of 1991.The Soviets considered the growth of their strategic nuclear arsenal as the main factor giving them political leverage over U.S. foreign policy and predicted that a defense policy based on strategic defense would be the most effective deterrent from a Soviet perspective. Now the Russian military and political leadership places a high value on strategic nuclear forces in terms of political leverage and prestige.Building upon a wide variety of international sources, the Lockwoods offer a penetrating assessment of how the present Russian perspective will affect political relationships, not only with the U.S. and the West, but also among the independent republics. This factor will become ever more critical as they vie for decentralized versus unified control of what was the Soviet nuclear arsenal under the shadow of the collapsing economies. The authors also introduce a new theory concerning the future impact of ballistic missile defense on operational warfare in light of the U.S. experience in Operation Desert Storm. The Russian View of U.S. Strategy provides a comprehensive historical context and an up-to-date appraisal of an uncertain and potentially volatile development in U.S.-Russian relations. It will be of interest to historians, policymakers, and military analysts.

Book Recalibrating U S Strategy toward Russia

Download or read book Recalibrating U S Strategy toward Russia written by Kathleen H. Hicks and published by Rowman & Littlefield. This book was released on 2017-04-12 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: These are turbulent times for American foreign policy. Nowhere are the challenges facing the United States more evident than in U.S. policy toward Russia. Drawing on scholars across several disciplines and perspectives, CSIS conducted a year-long study that sought to achieve two goals. First, to provide policymakers with a clearer understanding of Russia’s strategic motivations and objectives, along with the tools it uses to advance its goals. Second, to lay out a comprehensive strategy to secure U.S. and transatlantic interests in the face of the complex Russia challenge set.

Book Russian Security Strategy Under Putin

Download or read book Russian Security Strategy Under Putin written by R. Craig Nation and published by Strategic Studies Institute U. S. Army War College. This book was released on 2007 with total page 49 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Increasingly, the armed forces and a vision of security as emphasizing hard rather than soft security have come to the fore in Moscow's national security policy process. Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly. Therefore, the key point that readers should take as they read these papers together is that Russian and American perspectives and policies are mutually interactive. They do not take place in a strategic vacuum devoid of all context, and develop to a considerable degree in response to the other side's activities and rhetoric. Neither we nor Russia can act in disregard of the fact that our actions have consequences and that other state actors in Eurasia, as elsewhere, also have a vote in shaping the context of international affairs and in the day-to-day conduct of U.S. and Russian national security policy" -- p. v.

Book Russia and America

Download or read book Russia and America written by Andrei P. Tsygankov and published by John Wiley & Sons. This book was released on 2019-10-22 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent times, US-Russia relations have deteriorated to what both sides acknowledge is an “all time low.” Russian interference in the 2016 US presidential election and Putin’s continued support for the Assad regime in Syria have placed enormous strain on this historically tense and complex relationship. In one of the first analyses of the evolving Trump-Putin relationship, leading scholar of Russian foreign policy Andrei P. Tsygankov challenges the dominant view that US-Russia relations have entered a new Cold War phase. Russia’s US strategy, he argues, can only be understood in the context of a changing international order. While America strives to preserve its global dominance, Russia—the weaker power—exploits its asymmetric capabilities and relations with non-Western allies to defend and promote its interests, and to avoid yielding to US pressures. Focusing on key areas of conflict and mutual convergence—from European security to China and the Middle East, as well as cyber, nuclear, and energy issues—Tsygankov paints a nuanced and unsentimental picture of two countries whose ties are likely to remain marked by suspicion and conflict for years to come.

Book Power and Purpose

Download or read book Power and Purpose written by James M. Goldgeier and published by Rowman & Littlefield. This book was released on 2003-10-29 with total page 480 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia, once seen as America's greatest adversary, is now viewed by the United States as a potential partner. This book traces the evolution of American foreign policy toward the Soviet Union, and later Russia, during the tumultuous and uncertain period following the end of the cold war. It examines how American policymakers—particularly in the executive branch—coped with the opportunities and challenges presented by the new Russia. Drawing on extensive interviews with senior U.S. and Russian officials, the authors explain George H. W. Bush's response to the dramatic coup of August 1991 and the Soviet breakup several months later, examine Bill Clinton's efforts to assist Russia's transformation and integration, and analyze George W. Bush's policy toward Russia as September 11 and the war in Iraq transformed international politics. Throughout, the book focuses on the benefits and perils of America's efforts to promote democracy and markets in Russia as well as reorient Russia from security threat to security ally. Understanding how three U.S. administrations dealt with these critical policy questions is vital in assessing not only America's Russia policy, but also efforts that might help to transform and integrate other former adversaries in the future.

Book The Rise of Russia The Turning Point for Russian Foreign Policy

Download or read book The Rise of Russia The Turning Point for Russian Foreign Policy written by Federal Bureau of Investigation and published by DigiCat. This book was released on 2023-12-13 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book gives a detailed and precise analysis of the rise of Russian foreign policy in this decade. Russia's military interventions in Ukraine from 2014, and Syria from 2015, caused widespread surprise among Western policy communities including the United States. However, these interventions represented the culmination of two well-established trends that had been clearly identified by Russia-watchers over preceding years. These were first, a mounting perception of direct threat against Russia from the West, and second, Russia's own greatly increased capability for military or other action to respond to this perceived threat. In addition to the examination of Russia's use of military force in Ukraine and Syria, this book gives a complete insight into Russian diplomacy by analyzing the interference into the U.S. presidential elections, engagement with Latin America and interests in Sub-Saharan Africa. Contents: The Rise of Russia's Strength Prehistory Threat Perception Instability Before Libya The Arab Spring Libya Information Warfare Exclusion of Russia The Near Abroad Syria—2013 Syria—2015 Russia Is Back Outlook and Implications Summary of Policy Recommendations The Muscovite Mindset Russian Interference Into the U.S. Presidential Elections Description Technical Details Injection Flaws Cross-Site Scripting (XSS) Vulnerabilities Server Vulnerabilities Recommended Mitigations Detailed Mitigation Strategies Russian Engagement With Latin America Country-by-Country Impacts on the Region and on the United States Recommendations for U.S. Leadership Russian Interests in Sub-Saharan Africa History Russia's Presence Today — Political Priorities Economic Aims Resource Interests — Minerals Resource Interests - Energy Trade Arms Trade Brazil, Russia, India, China, and South Africa Implications for U.S. Policy Outlook

Book Russian Strategic Modernization

Download or read book Russian Strategic Modernization written by N. N. Sokov and published by Rowman & Littlefield. This book was released on 2000 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This unique analysis of Soviet and Russian defense affairs provides an authoritative and thoroughly documented assessment from a former Soviet foreign policy insider. As an active and informed participant, Sokov's discussion of the evolution of the Soviet and Russian strategic posture offers fascinating and illuminating firsthand insights into Soviet weapons systems, elite decisionmaking, and bureaucratic politics during both the Soviet and Russian periods. The book thus casts light not merely on the development of the Soviet ICBM and SLBM programs, but on a much broader spectrum of issues linked to Soviet and Russian security policy formulation. With its combination of informed analysis and use of new documentation, this work will be invaluable for all concerned with U.S.-Russian strategic relations.

Book Russian Grand Strategy in the Era of Global Power Competition

This book was released on 2022-04-26 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers a nuanced and detailed examination of two of the most important current debates about contemporary Russia's international activity: is Moscow acting strategically or opportunistically, and should this be understood in regional or global terms? The book addresses core themes of Russian activity - military, energy and economic - but it offers an unusual multi-disciplinary analysis to these themes. Monaghan incorporates both regional and thematic specialist expertise to give a fresh perspective to each of these core themes. Underpinned by detailed analyses of the revolution in Russian geospatial capabilities and the establishment of a strategic planning foundation, the book includes chapters on military and maritime strategies, energy security and economic diversification and influence. Available in PDF, EPUB and Kindle. Book excerpt: The strategic calculus changed in Europe with the 2014 Russian seizure of Crimea and its ongoing war against Ukraine. Compounding the dilemma of an aggressive Russia, is the application of ambiguity to create a clock of uncertainty that prevents a decisive response to counter its destabilizing activities. However, this application of ambiguity is easily defeated, if nations are willing to take concerted efforts now to preempt and deter further Russian aggression. Project 1704 provides an honest assessment of the tenuous strategic environment that now envelopes Eastern Europe and offers specific recommendations on how to continue the 70 years of unparalleled peace that most of Europe has enjoyed. Historians, and international relations professionals will find this work riveting as it recounts Russia's strategic influence under President Vladimir Putin's leadership. It covers the seizures of Crimea, Ukraine, Georgia, and some historical reforms and movements from Putin's predecessors, such as Mikhail Gorbachev, and Boris Yeltsin. This resource could also be an essential text in a Security Policies Studies program, International Affairs, Historical Analysis of U.S. Foreign Policy, and International and Comparative Politics courses at the undergraduate or graduate education levels. Download or read book Project 1704 A U S Army War College Analysis of Russian Strategy in Eastern Europe an Appropriate U S Response and the Implicat written by The United States Army War College and published by Lulu.com. This book was released on 2015-12-23 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the summer of 2014, Russia forcibly annexed Crimea from Ukraine and then actively supported ethnic Russian separatists in an on-going irredentist bid in Eastern Ukraine. This aggressive policy threatens to challenge NATO and the United States in its support of Ukraine and other nations of Eastern Europe. From this changing strategic environment, three central questions emerge: (1) What is the Russian strategy in their periphery? (2) What is the appropriate U.S. response? (3) What are the implications for U.S. landpower? Vladimir Putin's grand strategy relies on a complex mix of diplomatic, informational, military, and economic factors to preserve and expand Russian global power. Putin's strategy hinges on maintaining internal legitimacy, advancing a narrative of Russian greatness, manipulating nationalism, and protecting sources of revenue. He seizes opportunities to improve his position by controlling the media and the wealth of the elite class.

Book Countering the U S Third Offset Strategy

Download or read book Countering the U S Third Offset Strategy written by Vasily Kashin and published by . This book was released on 2017 with total page 22 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. defence community is currently debating a range of capability requirements and top priority investments that will shape U.S. strategy and the use of force in the 21st century. Embedded in a broader conceptual umbrella of the Third Offset Strategy, the U.S. Department of Defence (DOD) seeks to develop technologically enabled novel operational and organisational constructs. Accordingly, this report aims to ascertain the evolving contours of the Russian strategic thought and responses toward the Third Offset strategy. It argues that while the U.S. Third Offset is a recent development, its core technological initiatives have been a signi cant causeof concern for Russia for a long time. In this context, Russian responses to counter these initiatives consist of two major elements: The rst one is ‘countering the Third Offset Strategy with the First Offset Strategy’, which means prioritising the development of a wide array of both strategic and tactical nuclear weapons systems. For Russia, maintaining a sophisticated arsenal of nuclear weapons can effectively offset conventional military innovations of the U.S., NATO, and China. The second element of the response strategy is more ambitious, and carries greater technological risks. Russia began to counter many U.S. technological initiatives via similar indigenous programs, although more narrowly focused and smaller in scale. Although in some programmes, Russian military research and development are at initial stages relative to the U.S., in other areas such as directed energy weapons, rail gun, hypersonic vehicle; unmanned underwater vehicle programmes are progressing into advanced stages. The key challenge for Russia, however, is a sustained resource allocation to translate these disruptive innovations into actual military capabilities.

Book excerpt: This vital report by the U.S. Army carefully examines the threat posed by the aggressive Russian strategy in Europe pursued by President Vladimir Putin. In the summer of 2014, Russia forcibly annexed Crimea from Ukraine and then actively supported ethnic Russian separatists in an on-going irredentist bid in Eastern Ukraine. This aggressive policy threatens to challenge NATO and the United States in its support of Ukraine and other nations of Eastern Europe. Putin's strategy hinges on maintaining internal legitimacy, advancing a narrative of Russian greatness, manipulating nationalism, and protecting sources of revenue. He seizes opportunities to improve his position by controlling the media and the wealth of the elite class. Additionally, he maintains government control of large sectors of the Russian economy and industry, while engaging in energy politics abroad to advance its national interests. Finally, Putin is determined to keep former Soviet bloc countries oriented politically and economically toward Russia. In this, he espouses distinctly anti-Western rhetoric, casting NATO and the United States as Russian adversaries. Chapter 1: The Russian Strategic Environment * I. Book Threats to Russian Security

Download or read book Threats to Russian Security written by Stephen Blank and published by Strategic Studies Institute. This book was released on 2000 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The documented threat assessments addressed here are clearly the culmination to date of a long-standing process by which the Russian military and government have forsaken the optimistic Westernizing postures and visions of the initial post-Soviet years and returned in many respects to assessments and demands for specific policies that evoke the Soviet mentality and period. The armed forces and the government have adopted a viewpoint that magnifies both the internal and external threats to Russia that they perceive and regard those threats as growing in number and saliency. This viewpoint is fundamentally at odds with both the post-1985 Soviet and Russian perspective and with Western perspectives on international security. The future course of Russian security policy is one of the most important and difficult questions in contemporary international affairs. This monograph addresses basic issues pertaining to Russia s future options for policymakers' consideration and reflection as the global debate over Russia s future direction under Vladimir Putin takes shape.
