Book excerpt: For far too long, the United States has acted timidly in the face of increased Russian aggression, unwilling to confront Putin for fear of provoking a confrontation. It isn't just the executive branch: Congress has played its role too. For years, administrations have been offering concessions to Russia, and Congress has allowed this to happen. The Bush administration presented a civilian nuclear cooperation agreement, a 123 agreement to Congress, despite concerns Russia was then providing Iran with nuclear technology and providing Syria with advanced conventional weapons in violation of the Iran, North Korea, and Syria Nonproliferation Act. President Bush withdrew the proposed nuclear accord, but only after Russia invaded Georgia. That didn't stop the Obama administration from falling into the same trap, officially submitting to the U.S.-Russia Nuclear Cooperation Agreement to Congress in 2010, despite overwhelming evidence of Russian involvement in Iran's nuclear and conventional weapons program and congressional efforts to strengthen sanctions against Iran. Russia is not a U.S. ally, not in Syria, not in Iran, not on human rights issues. Putin is a strong man, and tyrants like him only respond to strength, not just perceived strength, but actual strength. Russia is fragile, and this show of force is just that, a show by Putin. It is time for the U.S. to reclaim its leadership role on the global stage and, particularly, in the Middle East and with respect to Russia.

How does the Soviet Union view the Middle east conflict? Can the USSR play a constructive role in the peace process? In this volume, first published in 1990, these questions and others central to an understanding of Soviet strategy in the region are addressed. Previous analysts of Soviet-Middle Eastern relations have tended to emphasize either the cooperative or the competitive aspects of Soviet behaviour. Breslauer instead offers the multidimensional concept of 'collaborative competition' to describe the mixed motives, ambivalence, and sometimes conflicting perspectives that have informed Soviet strategy in the region. In such an unstable environment. this strategy of collaborative competition has in turn encouraged 'approach-avoidance' behaviour; for example, while the Soviets may seek to moderate their radical allies, they remain fearful that these allies, once moderated, might defect to US patronage. Under Gorbachev, the Kremlin continues to pursue this same strategy but with increased attention to improving collaboration, redefining the nature of the competition, and easing the approach-avoidance dilemma. Breslauer argues that these changes could lead to more flexible Soviet behaviour in the region. This volume combines new, in-depth research on Soviet policy with new interpretations, including insights drawn from relevant theories of international relations.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. This book will be of interest to students of Russian politics and foreign policy, strategic studies and international relations.
