Book excerpt: "Recent events in Eastern Europe have raised serious concerns over the security situation on the North Atlantic Treaty Organization’s (NATO) eastern flank. Russia’s activities which shaped and enabled a successful annexation of Crimea with barely a shot being fired in 2014 were actually quite remarkable and forced NATO, and certainly non-NATO members in the region, to take notice. Russian influence activities should be regarded as a primary threat to the peace, security, and stability of Eastern European nations as these activities seek to manipulate information in a manner that distorts facts and confuses audiences, which then leads to decisions and actions taken that are often not rational; NATO’s strategic communication (StratCom) should be seen as a comprehensive tool for meeting this security challenge and shaping a future security environment. Enhanced capabilities within the areas of social sciences to define and assess target audiences and promulgate messaging through media outlets, as well as enhanced development of the StratCom Center of Excellence (StratCom CoE) are critical to NATO’s StratCom campaign as it seeks to leverage soft power on the European continent and further afield. This paper asks what are the implications for NATO’s StratCom given Russia’s current actions with regards to influence activities in former Soviet Republics? Influence activities that make use of social sciences to identify and assess target audiences for multiple media outlet messaging is a facet of the hybrid tactics Russia uses to shape environments, and must be given high importance for NATO’s success in the battle of the narratives. If NATO wants to “keep the moral high ground” through a strategic communication policy that is open and transparent, then additional personnel with extensive backgrounds in psychology, sociology, and anthropology are important elements. The Western democratic model is under attack, not only in the countries of Eastern and Central Europe, but also in the core countries of the EU, and even in the United States. The messages and methods of dissemination used by anti-Western propaganda may differ with each national context, but the effect is the same – the slow, but progressive erosion of trust in democratic values and the institutions which embody them. This book presents papers from the NATO Advanced Research Workshop “Challenges in strategic communication and fighting propaganda in Eastern Europe. Solutions for a future common project” held in Chisinau, Moldova, on 25-27 April 2018. The workshop brought together institutional, academic and civic experts from the social sciences, journalism, computer science, and international relations to share insights into security and strategic communication, as well as research results and expertise on the impact of social media and technological innovation, with the aim of shaping a new project with a common methodology to monitor, collect, process and interpret data on strategic communication and devise efficient tools to counteract anti-Western propaganda. With contributions about Romania, Moldova, Ukraine, the Western Balkans and the USA highlighting challenges such as detecting propaganda, identifying the groups most vulnerable to its influence and building mechanisms to strengthen trust, the book will be of value to all those with an interest in defending the Western democratic model.

It was based on a literature review and key informant semi-structured interviews carried out at NATO, in France and in the US between March and June 2010. The report has two contributions. First, it explains that the concept developed as a result of NATO's difficulty in gaining the support of the Afghan population, including due to the information technology revolution's effect on communications. The study then clarifies the concept's definition, its objectives, enabling conditions, scope and terminology; its resources; and its implications for NATO's command structure. Second, the study assesses the concept's relevance for France. It found that the President's office, the Elysée, already carries out a strategy for communications. Nonetheless various French officers, civil servants and experts believe France could improve the strategic impact of its communications in crisis situations. The research therefore argues the concept is indeed relevant to France, but in crisis situations. It then explores the way in which the concept could be implemented in France and appropriately resourced. It also discusses some of the limitations to the concept and the issues that reside around its terminology.

Book excerpt: Description The project analyses the information activities of the Russian Federation performed against Ukraine from 1 April until 31 December 2014. Firstly, it examines and systematises the phenomenology of image building in the Russian media about Ukraine, its authorities, and its armed forces during the anti-terrorist operation in Eastern Ukraine. Then it gives an overview of the Russian information activities and their impact in Ukraine. Justification From December 2014 the Russian military has adopted a new doctrine that explicitly states that information superiority is essential to achieving victory on the physical battleground in the modern war.1 Therefore the Ukrainian case offers lessons that can potentially be applied to other NATO member states. For example, in many cases Russia actively accuses the Baltic States of the same matters as it accuses Ukraine in order to deliberately discredit these countries in the international arena (e.g. accusations of rehabilitation of Nazism etc). It is crucial for NATO to draw appropriate conclusions from the on-going conflict in Europe in order to further strengthen the unity of the alliance and avoid such conflict scenarios between Russia and NATO in the future. Objectives The objective of this research is to identify how the Russian media portrays the Ukrainian military and security structures, including the policies of the Kyiv government and their 'collaboration' with the West. The research group looks at how messages disseminated in the media attempt to construct attitudes and advocate behaviours in parallel to political and military events on the ground in Ukraine. Methods The study combines standardised content analysis (online news and social media) with interviews. During the course of two field trips to Ukraine (Kyiv and Eastern Ukraine) interviews were carried out with different media representatives, political and military experts, officials and politicians, as well as soldiers and officers of the Ukrainian defence forces that have actually been involved in the conflict in Donbass. Outcomes The media analysis executed for this report maps the various communicative strategies used in Russian information campaigns against the Ukrainian defence forces, and the interviews help to provide an assessment of their possible impact. Understanding the nature of Russian information warfare provides NATO, the Baltic States, and Europe in general with input that can improve the level of preparedness to respond to the challenges of 21st century warfare.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.
