Book excerpt: As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.

Before the completion of the Trans-Siberian railway in 1916, the only rail route from the Imperial Russian capital of St. Petersburg to the Pacific port of Vladivostok transited Manchuria. A spur line from the Manchurian city of Harbin led south to ice-free Port Arthur. Control of these two rail lines gave Imperial Russia military, economic, and political advantages that excited rivalry on the part of Japan and unease on the part of weak and divided China. Meanwhile, the effort to defend and retain that strategic hold against rising Japanese power strained distant Moscow. Control of the Manchurian railways was contested in the Russo-Japanese War of 1904-5; Japan's 1931 invasion and establishment of the puppet state of Manchukuo; the second Sino-Japanese War and World War II in Asia; and, the Chinese civil war that culminated in the Communist victory over the Nationalists. Globalizing Chinese Migration is the first volume to deal comprehensively with the most recent wave of the migration from the People's Republic of China to Europe and Asia. By analyzing the Chinese state’s role in this migration, the authors dismiss as fiction the theory (sometimes advanced by hostile and racist foreign observers) that Chinese authorities are intent on using mass emigration as an expansionist tool. They go on to explain that migrants who might, in earlier times, have been reviled as traitors and absconders are today more likely to be viewed by sections of the Chinese state bureaucracy as patriots who remain part of China’s polity and economy and contribute to its standing overseas. Some senior officials, however, particularly diplomats, stress the harm done by new migrants, both to China’s economy (which loses assets as a result of the migrants’ entrepreneurial activities) and to its reputation in the world.
