Book excerpt: Excerpt from Russian Political Institutions: The Growth and Development of These Institutions From the Beginnings of Russian History to the Present Time Some time ago, meeting occasionally with Professor Bryce, author of "The American Commonwealth," I heard him say he was astonished not to see the appearance of a book on the history and present state of political institutions in Russia. Of course Englishmen have the excellent work of Mackenzie Wallace, rich in personal information collected by that author during a long stay in Russia; and the French, the profound and pleasantly written treatise of A. Leroy-Beaulieu, "The Empire of the Czars." But neither of these authors has seen fit to call the attention of the public to the special question of the evolution of the Russian political regime. I was obliged, therefore, to share in Professor Bryce's astonishment, and even to take his remark as an indirect hint for me to supply the lack in sources of information for Europeans on this subject, by a short sketch of Russia's institutional development. There are, of course, in the Russian language several excellent treatises written to serve this purpose, but even the best of them - the works of Professor Gradovsky and of Professor Korkounov - are quite too voluminous to be translated into a foreign tongue, and if they were translated, too technical to be well understood by the general reader. Furthermore, these books fail to cover the whole field of investigation into the origin of Russian institutions. And though Russian legal historians have treated this last subject at length in many valuable and suggestive monographs, these are too highly specialized for the foreign reader. A group of leading young scholars answer this question by offering assessments of five crucial political arenas during the Yeltsin era: elections, executive-legislative relations, interactions between the central state and the regions, economic reforms, and civil-military relations. All of the contributors recognize that adverse historical legacies have complicated Russian democratization. They challenge structural explanations that emphasize constraints of the pre-existing system, however, and concentrate instead on the importance of elite decisions and institution-building. The authors agree that elites' failure to develop robust political institutions has been a central problem of Russia's post-communist transition. The weakness of the state and its institutions has contributed to a number of serious problems threatening democratic consolidation. These include the tensions between the executive and the legislature, the frail infrastructure for successful market reform, and the absence of proper civilian control over the armed forces.

In the post-Cold War period, many previously democratizing countries experienced authoritarian reversals whereby incumbent leaders took over and gravitated towards personalist rule. Scholars have predominantly focused on the authoritarian turn, as opposed to the type of authoritarian rule emerging from it. In a departure from accounts centred on the failure of democratization in Russia, this book's argument begins from the assumption that the political regime of Vladimir Putin is a personalist regime in the making. Focusing on the politics within the Russian ruling coalition since 1999, The New Kremlinology describes the process of regime personalization, that is, the acquisition of personal power by a leader. Drawing from comparative evidence and theories of personalist rule, the investigation is based on four components of regime personalization: patronage networks, deinstitutionalization, media personalization, and establishing permanency in office. The fact that Russia has gradually acquired many, but not all of, the characteristics associated with a personalist regime, underscores the complexity of political change and the need to unpack the concept of personalism. The lessons of the book extend beyond Russia and illuminate how other personalist and personalizing regimes emerge and develop.
