In particular, this book explores the principal threats now facing these peoples - as much environmental as political. Although communism has gone, the exploitation of natural resources threatens the region's ecology, while the new rulers in the Kremlin seem set to continue their predecessors' oppressive policies towards the Finno-Ugrians. The book is written with commitment to the threatened human and political rights of these endangered peoples.

Educated and skilled, American and Canadian Finns were regarded by Soviet authorities as agents of revolutionary transformations who would not only modernize the economy of Soviet Karelia, but also enlighten its society. The authors believe that this can be done by studying in depth the opinions, values, norms, beliefs, fears and hopes of young people living in two neighbouring but profoundly different societies: Russia and Finland. Young people are constructing these societies in the 20th century. The book is based on a comparative research project, financed by the Academy of Finland, which was carried out during 1995-1997 by an international, inter-disciplinary research group. The novelty of the book is based on the use of different research methods and theoretical starting points. One of the crucial questions raised by the book concerns the applicability of Western theories in research into Russian society and people. The analysis shows that many of the concepts applied frequently in Western social sciences do not apply in research relating to Russian specific culture. The book proposes that more attention should be paid to the challenges of comparative research.

Book excerpt: In their study of social practices deemed traditional, scholars tend to use the concept and idea of tradition as an element of meaning in the practices under investigation. But just whose meaning is it? Is it a meaning generated by those who study tradition or those whose traditions are being studied? In both cases, particular criteria for traditionality are employed, whether these are explicated or not. Individuals and groups will no doubt continue to uphold their traditional practices or refer to their practices as traditional. While they are in no way obliged to explicate in analytical terms their criteria for traditionality, the same cannot be said for those who make the study of traditions their profession. In scholarly analysis, traditions need to be explained instead of used as explanations for apparent repetitions and replications or symbolic linking in social practice, values, history, and heritage politics. This book takes a closer look at ‘tradition’ and ‘folklore’ in order to conceptualize them within discourses on modernity and modernism. The first section discusses ‘modern’ and ‘traditional’ as modern concepts and the study of folklore as a modern trajectory. The underlying tenet here is that non-modernity cannot be represented without modern mediation, which therefore makes the representations of non-modernity epistemologically modern. The second section focuses on the nation-state of Finland and the nationalistic use of folk traditions in the discursive production of Finnish modernity and its Others. The insights are applicable worldwide in discussions on cultural representation.

Today, there are various scales of interaction, which produce distinctive national, regional and local experiences of borders. In this book, the construction of new political, economic and mental borders is analysed by specialists from both sides of the former East-West divide. The future of European borders is discussed in various national and regional settings, from the Barents Region in the North to the Old Habsburgian lands in ‘Mitteleuropa’.

The driving forces include, amongst others, Western European economic and political integration, and Eastern European transition. We are also witnessing fundamental technological and organisational restructuring of industrial systems. Information technology and telecommunications are rapidly altering the requisites for comparative advantage. Peripherality is being determined more by access to networks than by geographical location. Economies of scale can be attained in distributed networks of production with good access to markets as well as in large agglomerations. Clearly, these changes also call for new perspectives in regional analysis. This book derives its impetus from an Advanced Summer institute in Regional Science which was arranged in Joensuu, Finland, in 1993 under the auspices of the European Regional Science Association. Some of the papers, which were discussed at the institute, were thoroughly revised for the present purpose. In addition, chapters on specific topics were specially written for the volume. In most contributions, the focus is on the Nordic countries and their internal peripheries.
