Book Is Russia Restructuring

Download or read book Is Russia Restructuring written by Harry G. Broadman and published by World Bank Publications. This book was released on 2001 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors explore the labor dynamics of Russian enterprise restructuring, empirically assessing how patterns of job creation and destruction are related to various aspects of enterprise restructuring across firms in different sectors and regions, and to different forms, sizes, vintages, and performance characteristics of ownership. Evidence from case studies - based on more than 50 site visits in 2000 - suggests that jobs have been destroyed, but only to a limited degree in some sectors and regions, largely because of institutional and incentive constraints and a still-widespread "socialist" corporate culture. Jobs have been created - particularly in sectors where devaluation had the most pronounced effect on important substitution and export promotion - but only slowly, mostly for lack of skilled workers and because regional mobility is limited. Labor turnover appears higher within regions than across regions. Newly available data for 1996 - 99 (provided by Goskomstat) for about 128,000 enterprises in 24 industrial sectors in Russia's 89 regions indicates that the typical firm has experienced only modest downsizing - about 12 percent - in number of employees. Smaller firms have entered, and larger, mature businesses have exited some sectors. Except for a lull in 1998, the rate of job creation has steadily increased and the rate of job destruction has declined, dropping substantially in 1998 - 99. "Voluntary" worker separations remain the main - and growing - form of layoff, and the proportion of layoffs through redundancies is shrinking (now about 4 percent of total separations). Firm size and net employment growth are not statistically related, but form of ownership seems to matter. Firm size is also statistically correlated (positively) with profitability, but restructuring through changes in net employment growth appears not to be. It seems Russian restructuring needs to become more efficient.

Book Human Resource Development in the Russian Federation

Download or read book Human Resource Development in the Russian Federation written by Alexandre Ardichvili and published by Routledge. This book was released on 2015-05-08 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unlike Brazil, India, or China, prior to the beginning of market-oriented reforms in early 1990s, Russia maintained a high level of human capital and possessed a highly developed system of vocational education, continuous education, and management development institutions sponsored by the government. However, after the beginning of the market reforms many state-sponsored programs were disbanded and individual enterprises and newly emerging private educational institutions found themselves in a position of having to provide training and professional development services for future and current employees. Both government-level policies in support of HRD and enterprise-level HRD systems have emerged fairly recently in the Russian Federation, and are still in a stage of change and development. This book provides an in-depth analysis of the current state of HRD in the Russian Federation. It covers country-level policies, organizational-level programs and strategies, and individual-level educational and training efforts. While the study is focused on Russia, its conclusions will be of value to scholars, students, and practitioners examining similar issues surrounding the emergence and development of HRD systems in emerging countries. Furthermore, the authors’ framework for analyzing HRD on multiple levels and across various parts of the adult and vocational education and development systems offers a unique and important contribution to the theoretical debate on comparative educational systems outside the HRD and HRM communities.

Book Eastern Partnership A New Opportunity for the Neighbours

Download or read book Eastern Partnership A New Opportunity for the Neighbours written by Elena Korosteleva and published by Routledge. This book was released on 2014-01-02 with total page 155 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume offers a collective assessment of the development and impact of the European Neighbourhood Policy and the Eastern Partnership Initiative on its eastern neighbours - Belarus, Ukraine and Moldova in particular, with Russia’s added perspective. Founded on extensive empirical and conceptual research, the volume uniquely bridges the perspectives of all parties across the EU’s eastern border, in an attempt to understand advantages and problems related to the effective implementation of the EU policies in the eastern region. The undertaken research points to the prevalence of the top-down and conditional governance approach in EU treatment of the outsiders, which is not only Eurocentric and prescriptive in nature, but also falls short of the declared partnership principles. Without the understanding of partners’ internal dilemmas and needs, which could only be achieved through the equivalence and reciprocity of partnership, the EU would struggle to make the policy effective and legitimate in the region, and to buttress its reputation as a ‘credible force for good’ on the international arena. This book was published as a special issue of the Journal of Communist Studies and Transition Politics.

Book Russia s Invasion of Ukraine

Download or read book Russia s Invasion of Ukraine written by Paul J. J. Welfens and published by Springer Nature. This book was released on 2023-01-01 with total page 401 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a cutting-edge analysis of the economic effects and challenges of Russia’s invasion of Ukraine, with a special focus on EU sanctions on Russian energy and Ukraine’s political relationship with the European Union in a global context. Welfens outlines key macroeconomic perspectives on the ongoing conflict between Russia and Ukraine, highlighting in particular how sanctions posed by the international community will have a wider economic impact than what has so far been envisaged. The book discusses the effects of Russian gas supply boycotts against Western countries as well as global effects of an EU energy import boycott on Russia, especially for China and the Asian continent. An innovative proposal to cut electricity prices is presented. It also explores the challenges to relations between the EU, China and Russia caused by the invasion, the effects of the unfolding refugee crisis (within a post-Brexit EU), military and humanitarian aid pledges to Ukraine, and the risks of reduced multilateralism within the world economy as a direct result of the war. The book also analyses the risks and benefits of potential enlargement of the EU to integrate Ukraine as a member state. The topics covered by the book are all set within a long-run view of diplomatic and economic relations between the West, Russia and Ukraine. The factors analysed here provide a new, broader picture of the international effects of the conflict, as well as its potential implications for policy design as we enter a new global order marked by the Russo-Ukrainian war. The book will be of interest to researchers and policy-makers working in international economics, new political economy, European politics and integration, and macroeconomics more broadly.

Book Aviation System Risks and Safety

Download or read book Aviation System Risks and Safety written by Kuklev E.A. and published by Springer. This book was released on 2019-07-09 with total page 186 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a solution to “rare event” problems without using the classical theory of reliability and theory of probability. This solution is based on the methodology of risk assessment as “measure of danger” (in keeping with the ICS RAS) and an expert approach to determining systems’ safety indications using Fuzzy Sets methods. Further, the book puts forward a new concept: “Reliability, Risks, and Safety” (RRS). The book’s main goal is to generalize present results and underscore the need to develop an alternative approach to safety level assessment and risk management for technical (aviation) systems in terms of Fuzzy Sets objects, in addition to traditional probabilistic safety analysis (PSA). The concept it proposes incorporates ICAO recommendations regarding proactive system control and the system’s responses to various internal and external disturbances.
