Geographically, Russia controls half of the Arctic coastline, 40 percent of the land area beyond the Circumpolar North, and three quarters of the Arctic population. In total, the sea and land surface area of the Russian Arctic is about 6 million square kilometres. Economically, as much as 20 percent of Russia's GDP and its total exports is generated north of the Arctic Circle. In terms of resources, about 95 percent of its gas, 75 percent of its oil, 96 percent of its platinum, 90 percent of its nickel and cobalt, and 60 percent of its copper reserves are found in Arctic and Sub-Arctic regions. Add to this the riches of the continental shelf, seabed, and waters, ranging from rare earth minerals to fish stocks. After a spike of aggressive rhetoric when Russia planted its flag in the Arctic seabed in 2007, Moscow has attempted to strengthen its position as a key factor in developing an international consensus concerning a region where its relative advantages are manifest, despite its diminishing military, technological, and human capacities.

The general conclusion is that in the foreseeable future Moscow's strategy in the region will be predictable and pragmatic rather than aggressive or spontaneous. The authors argue that in order to consolidate the soft power pattern of Russia's behavior a proper international environment in the Arctic should be created by common efforts. Other regional players should demonstrate their responsibility and willingness to solve existing and potential problems on the basis of international law.

Heightened Russian activity has transitioned from Eastern Europe to the Levant, and with seemingly increasing intensity. The course of Russian international action must, therefore, be more closely monitored as the state's future strategies look towards the Arctic as the next significant frontier for its foreign policy. The Arctic Region is of primary interest to Russia, and the country's militarized approach towards acquiescing territory in the Arctic necessitates a strong response from the United States as well as the international community. Russia's hard power-oriented approach to the Arctic raises a number of questions for U.S. and global politics. What are the country's objectives in the north? How is it a concern for the United States? What should our response be in order to prevent Russian Arctic expansion from reaching a point at which it becomes a security threat? To answer these questions, it is necessary to analyze Russia's foreign policy, comprehend the country's economic, diplomatic, and military objectives in the Arctic, and look at the development of the state's economy and political culture since the fall of the Soviet Union. The intentional failures of the Russian Federation to reach pacific solutions has made it abundantly clear that stronger responses ought to be implemented in order to mitigate Russia's threat to the United States. The aggressive posture of Russia's foreign policy is instigated by a number of foreign and domestic elements. However, this thesis proposes that Russia's foreign policy towards the Arctic is a product of three key components: the state's political culture, Russia's economic ambitions, and the country's perception of its security interests. These three key aspects thus provide Russia with the necessary capabilities and motivations to achieve the state's ultimate objective: reestablish Russia as a global power in the international community. The comprehension of Russia's foreign policy is essential for international politics because without this knowledge, the current balance of global power could become ever-more jeopardized and, thus, debilitate the capabilities of other leading global powers. Only through such knowledge can an appropriate policy be created to bring the world back to greater peace, stability, and security.
