In the 1990s and much of the 2000s, troop readiness, training, morale, and discipline suffered, and most arms industries became antiquated. As a resourceful minister and politician, he also profited from his proximity to the Kremlin elite, strengthening regional and national ties and developing sharp survival skills to ensure his official longevity.Clearly, the rebuilding of Russian military strength is a high priority of President Vladimir Putin, and one to which he and his subordinates have devoted considerable time and resources. Therefore, inattention to Russian defense policy is unwise and even dangerous because it causes us to overlook potentially major changes not only in Russian policy, but in international affairs more generally. Dr. Irina Isakova's monograph represents an effort to overcome our neglect and provide readers a comprehensive account of the defense reform, or what Moscow calls optimization. They possess the world's largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

In the 21st century, three forces threaten to undo or weaken the long nuclear peace and fast-forward states into a new and more dangerous situation: the existence of large US and Russian nuclear weapons arsenals; the potential for new technologies, including missile defenses and long-range, precision conventional weapons, and a collapse or atrophy of the nuclear nonproliferation regime, and the opening of the door for nuclear weapons to spread among more than the currently acknowledged nuclear states. In this strategy document, the Defense Department outlines the new focus of U.S. efforts on threats emanating primarily from South Asia and the Middle East, spelling out the U.S. commitment to address them by working with allies and partners, acknowledging Europe as the "home to some of America's most stalwart allies and partners." It clearly states that the United States "has enduring interests in supporting peace and prosperity in Europe as well as bolstering the strength and vitality of NATO [North Atlantic Treaty Organization], which is critical to the security of Europe and beyond." Moreover, the document characterizes engagement with Russia as important and reiterates U.S. commitment to continue efforts toward building a closer relationship in areas of mutual interest, encouraging Russia to be a contributor across a broad range of issues. The strategic environment will therefore remain one of partnership with Europe and Russia as nations work out the consequences of a rebalancing of forces in the near future. In addition, the United States will be hosting the next NATO summit in Chicago on May 20-21, 2012. This will be an opportunity to send a strong message of Alliance solidarity in the face of budgetary restraints and will provide a concrete commitment to "smart defense" through pooling and sharing limited resources. The NATO summit might also provide an opportunity to consider what this means for NATO-Russia cooperation in an age of austerity. Immediately following Russian elections, there may be a case for reviewing the state of play between NATO and Russia, should the new Russian president seize the opportunity to refine his approach toward security cooperation with the West. This paper, completed in February 2012, provides concrete ideas for the United States, Russia, and Europe to take account of the 2012 agenda, and refine their relationships toward the goal of partnership and the ultimate emergence of an inclusive European security community. The paper first provides an honest assessment of the NATO-Russia cooperation of the past 20 years and concludes that this relationship has yet to deliver a truly "strategic partnership" in line with the current rhetoric, many documents, and political declarations. It attempts to shed light on the Russian outlook and reviews the limits of the current partnership. It points to a significant level of "unfinished business" from the post-Cold War, which will have to be addressed if there is any hope of building a whole Europe that is free, undivided, and at peace. The second part reviews the current challenges facing NATO Allies and Russia in three main areas: the reduction of nonstrategic nuclear weapons in Europe, stalemate regarding conventional forces in Europe, and limits of cooperation in missile defense. In reviewing the debate in these three areas, the paper offers options to move forward in each case but, in all three areas, concludes with the need for a broad political-military dialogue, reaching beyond the confines of the NATO-Russia relationship to broadly address Russian concerns. In each area, the paper points to fundamental disagreements that reach well beyond the issue at hand to a basic difference of views on the European security construct and on threat perceptions that ultimately reflect a fundamental lack of trust, paralyzing the strategic community. The third and last part of the paper spells out a confidence-building program to reassure Russia regarding Western intentions and to develop trust through operational cooperation, transparency in contingency planning and exercising, dialogue about deterrence and transparency on safety measures regarding tactical nuclear weapons, smart defense approaches and projects, and possible joint installations and co-ownership as cooperation develops. In conclusion, the paper argues for renewed bilateral and multilateral efforts toward a strategic partnership with Russia. It stresses, however, the requirement for a "confidence-building detour" on the road to an inclusive European security community. Key arms control achievements are in jeopardy, and Russia claims to be facing an array of growing threats, most prominently from America. In fact, Russia demands more respect from and equality with Washington and a free hand in world politics. In key respects, Moscow's new foreign policy grows out of the logic of its ever more autocratic and neo-imperial political structure. As analysed in the book, this structure reinforces the long-standing Russian tendency to view other states as being inherently adversarial, i.e., it has a disposition to see world politics in terms of a presupposition of a priori enemies. Thus it views arms control issues from the standpoint of deterring enemies not working with strategic partners. The danger of a foreign policy that relies on truculent rhetoric, inflated and aggressive threat assessments, and an autocratic and neo-imperial political structure based on the ideology of Russia's desire for a free hand in world politics and ingrained belief that others are inherently the same is that it will stimulate precisely the adversarial behaviour in Washington that it claims to see. There are already growing signs that certain sectors of the policymaking community are increasingly inclined to view Russia as a question mark, if not a rival of American policy.
