The economic advantages gained from the development of oil and gas are the basis for the economic and social development of the riparian states, but also cause significant transboundary harm to the ecosystem of the Caspian Sea. The book contends that, if the local environment grows more heavily contaminated through the extraction of mineral resources, it could lead to environmentally induced violence. It describes the ongoing conflicts, which are primarily due to various riparian states’ territorial claims concerning the extraction of oil and gas resources, and argues that the current legal framework on the use and protection of the Caspian Sea is obsolete. Its drainage area is approximately 3. 5 million square kilometers, extending 2500 km in length, 35°N to 600N, and on average 1000 km wide, 400E 0 to 60E (Fig. 1). Located in a large continental depression about 27 m below sea level and with no surface outlets, the Caspian Sea is particularly sensitive to climatic variations. As with other closed-basin lakes, its level depends on the balance between precipitation and evaporation, which is directly linked to atmospheric circulation. Because of its large area and volume of water, the Caspian Sea effectively. filters climatic noise, and as such may serve as a good indicator of climatic changes through observed changes in its water level. Recently, the Caspian Sea has come under increased attention from physical and social scientists owing to its unique natural characteristics as well as the' very important role it plays in the ecoriomil:!s of such countries as Azerbaijan" Russia, Kazakhstan, Turkmenistan and Iran. Dissolution of the Soviet Union and creation of new independent states resulted in difficult negotiations to divide the wealth of the Caspian Sea and to establish new economic zones. According to one assessment (Ratkovich, 1988), the Caspian Sea basin accounted for about one-third of the total economic output, one-fifth of the agricultural production, and one-third of the hydroelectric production of the former Soviet Union.

Many scholars argue that Russia is a coercive power in the region that forces states to act in only its own interests. While acknowledging Russia’s power this author argues that it is not able to merely force states to behave as it wants them to. Instead, Russia must use bilateral and multilateral cooperation to develop a security architecture that provides order, stability and predictable behavior for both Russia as the hegemon and the weaker powers in the region. By building this security architecture, Russia and the other states in the post-Soviet space are better able to achieve their strategic goals and provide for their own security. To achieve this, weaker states are able to press for certain concessions from Russia regarding how to structure bilateral relations as well as multilateral organizations. While Western politicians have argued that Russia has tried to reestablish the Soviet Union through coercive means, the reality is much more of a nuanced interaction among all of the states in the region, which ensures state sovereignty while allowing the weaker states to pursue their own interests. Using network analysis, this author shows how the regional structural architecture of cooperation was built and indicate how Russia is able to achieve order. This book also shows that there is a lack of order where states have refused to cooperate in building the structural architecture, which has led to conflict and territorial disputes.

The knowledge of the re gional heat flow pattern is thus very important in geophysics and provides a useful tool for studying crustal and litho spheric structure and understanding the nature of their evo lution. In order to use the results of heat flow measurements for regional studies and/or to correlate the observed surface geothermal activity with other geophysical or geological fea tures, a map showing the surface distribution of heat flow is necessary. Since 1963, when the first comprehensive listing of all available heat flow data appeared (Lee, 1963), several at tempts have been made to up-date the list, to classify all the data and to interpret them with respect to tectonics, deep structure and to use them for constructing surface heat flow maps. The first listing was subsequently revised by Lee and Uyeda (1965); numerous new data which were published there after were included in successive catalogs compiled by Simmons and Horai (1968) and then again by Jessop et al. (1976). The map showing the surface heat flow pattern may also be of great value for practical purposes, in view of the recent world-wide search for applicable sources of geothermal energy.
