Book excerpt: As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.

Deterrence, after being largely absent from debates among academics and policy-makers for almost a quarter of a century, has made a comeback in Europe. Since Russia's annexation of Crimea and the start of the military conflict in Ukraine's Donbass region, eastern and northern European states have revised their assessments of Russia's policies and intentions. The approach used by Russia in Ukraine has rendered lessons learned from the Cold War deterrence only partially applicable due to the changing security situation in Europe. The emergence of the cyber realm, a smaller emphasis on nuclear deterrence, and the ideological conflict between Russia and the West, are among the key differences between the Cold War and the current security environment. Structured into two parts, the first part discusses conceptual aspects of deterrence, while the second discusses ten country case studies, which include both NATO and non-NATO countries. This allows for an in-depth analysis of the changing character of deterrence and its practical application by Russia's European neighbours. This volume will be of much interest to students of strategic studies, European politics, Russian foreign policy, security studies and international relations in general.

At the same time the Finnish perception of Russia as a source of security challenges is acute. Finland is engaged in a debate over whether it would be desirable to seek membership of NATO in order to mitigate these challenges. A full and frank debate has been difficult because it is constrained by a range of political and societal taboos; nevertheless there are indicators that a move toward NATO is not impossible in the foreseeable future. If Finland were to opt for joining NATO, this would register in Russian defence and security thinking as a serious concern. Unlike the Baltic accession in 2004, the response from the newly assertive Russia could potentially be swift and damaging. This would also have implications for Russian relations with the EU, of which Finland has been a member since 1995. Many in Finland see the EU as a security provider, and there is confusion in the national debate between EU or Nordic security policy cooperation and an actual defensive alliance. Finland's NATO argument is a complex and multi-faceted one, made even more so by regional and cultural specifics; but it needs to be understood because its result could have a major impact on Russia's relationships with both NATO and the EU."--Page i.
