It covers the motivation and scope of Moscow's intentions regarding US elections and Moscow's use of cyber tools and media campaigns to influence US public opinion. The assessment focuses on activities aimed at the 2016 US presidential election and draws on our understanding of previous Russian influence operations. When we use the term "we" it refers to an assessment by all three agencies. * This report is a declassified version of a highly classified assessment. This document's conclusions are identical to the highly classified assessment, but this document does not include the full supporting information, including specific intelligence on key elements of the influence campaign. To construct these scenarios, the paper first identifies key predetermined factors in Russia's domestic and foreign policy domains. The paper then outlines and analyses key factors of uncertainty, which the authors define as events that could be "game changers", having the potential to lead to a significant change in the course of Russia's development over the coming twelve months. The paper then outlines three scenarios, based on three different interpretations of key areas of uncertainty and their interaction with predetermined factors. The paper concludes which scenarios are more probable and which are more favourable for Russia and by extension for its partners, and primarily the European Union.

Book excerpt: The 2012 Russian presidential election and the future of the Medvedev-Putin tandem have started to dominate political debate inside and outside the country. Several developments in Russia's domestic politics have made predictions on the future president particularly arduous. These include Russia's so-called modernization initiative; Mikhail Prokhorov's debut on the Russian political scene, and the new presidential decree on the "Security Council Questions". Yet, analysing these developments suggests that whether Putin will return to the presidency or whether he will remain the de facto leader is unlikely to have major repercussions on Russian domestic policy. For Russia, the priority today is the need to maintain internal stability and formal democracy, necessary to attract foreign technologies and thus advance the modernization initiative as well as to guarantee elite continuity through an internal balance between the siloviki faction and the liberals. Both a renewed Medvedev-Putin tandem and a return of Putin to the presidency fulfil these goals. While much debated, the personality of the future Russian president is unlikely to represent a major game changer in Russia today.

Excerpt: Vladimir Vladimirovich Putin (Russian: IPA: ( listen); born 7 October 1952) is a Russian politician who has been the President of Russia since 7 May 2012. Putin previously served as President from 2000 to 2008, and as Prime Minister of Russia from 1999 to 2000 and again from 2008 to 2012. Putin was also previously the Chairman of United Russia. For sixteen years Putin was an officer in the KGB, rising to the rank of Lieutenant Colonel, before he retired to enter politics in his native Saint Petersburg in 1991. He moved to Moscow in 1996 and joined President Boris Yeltsin's administration where he rose quickly, becoming Acting President on 31 December 1999 when Yeltsin resigned unexpectedly. Putin won the subsequent 2000 presidential election and was re-elected in 2004. Because of constitutionally mandated term limits, Putin was ineligible to run for a third consecutive presidential term in 2008. Dmitry Medvedev won the 2008 presidential election and appointed Putin as Prime Minister, beginning a period of so-called "tandemocracy." In September 2011, following a change in the law, Putin announced that he would seek a third, non-consecutive term as President in the 2012 presidential election, an announcement which led to large-scale protests in many Russian cities. He won the election in March 2012 and will serve an increased, six-year term. Yet today’s Russia appears to be retreating from democracy, not progressing toward it. Ruling Russia is the only book of its kind to trace the history of modern Russian politics from the Bolshevik Revolution to the presidency of Vladimir Putin. It examines the complex evolution of communist and post-Soviet leadership in light of the latest research in political science, explaining why the democratization of Russia has all but failed. William Zimmerman argues that in the 1930s the USSR was totalitarian but gradually evolved into a normal authoritarian system, while the post-Soviet Russian Federation evolved from a competitive authoritarian to a normal authoritarian system in the first decade of the twenty-first century. He traces how the selectorate—those empowered to choose the decision makers—has changed across different regimes since the end of tsarist rule. The selectorate was limited in the period after the revolution, and contracted still further during Joseph Stalin’s dictatorship, only to expand somewhat after his death. Zimmerman also assesses Russia’s political prospects in future elections. He predicts that while a return to totalitarianism in the coming decade is unlikely, so too is democracy. Rich in historical detail, Ruling Russia is the first book to cover the entire period of the regime changes from the Bolsheviks to Putin, and is essential reading for anyone seeking to understand why Russia still struggles to implement lasting democratic reforms.

This book is the first detailed inquiry into what has been a neglected but critically important trend: the growing links between Russian actors and Western far right activists, publicists, ideologues, and politicians. The author uses a range of sources including interviews, video footage, leaked communications, official statements and press coverage in order to discuss both historical and contemporary Russia in terms of its relationship with the Western far right. Initial contacts between Russian political actors and Western far right activists were established in the early 1990s, but these contacts were low profile. As Moscow has become more anti-Western, these contacts have become more intense and have operated at a higher level. The book shows that the Russian establishment was first interested in using the Western far right to legitimise Moscow’s politics and actions both domestically and internationally, but more recently Moscow has begun to support particular far right political forces to gain leverage on European politics and undermine the liberal-democratic consensus in the West.
