The Federal Security Service (FSB) - (formerly the KGB) The Federal Security Service is responsible for counter-intelligence, state security and anti-terrorist operations. The GRU first predecessor in post-tsarist Russia was created on October 21, 1918 under the sponsorship of Leon Trotsky, who was then the civilian leader of the Red Army. It was originally known as the Registration Directorate (RU). The GRU is the foreign military intelligence main directorate of the General Staff of the Armed Forces of the Russian Federation (formerly the Soviet Army General Staff of the Soviet Union). The official full name is Main Intelligence Directorate of the General Staff of the Armed Forces of the Russian Federation. The GRU is Russia's largest foreign intelligence agency. In 1997 it deployed six times as many agents in foreign countries as the SVR, the successor of the KGB's foreign operations directorate. It also commanded 25,000 Spetsnaz troops in 1997. Although it might take some time before we really understand the impact on the 2016 elections, these two brief reports are fascinating reading for political observers, journalists, and readers concerned about what really happened in 2016.

From the seventeenth to the nineteenth century, the Russian Empire made concerted efforts to collect information about China. It bribed Chinese porcelain-makers to give up trade secrets, sent Buddhist monks to Mongolia on intelligence-gathering missions, and trained students at its Orthodox mission in Beijing to spy on their hosts. From diplomatic offices to guard posts on the Chinese frontier, Russians were producing knowledge everywhere, not only at elite institutions like the Academy of Sciences in St. Petersburg. But that information was secret, not destined for wide circulation. Gregory Afinogenov distinguishes between the kinds of knowledge Russia sought over the years and argues that they changed with the shifting aims of the state and its perceived place in the world. In the seventeenth century, Russian bureaucrats were focused on China and the forbidding Siberian frontier. They relied more on spies, including Jesuit scholars stationed in China. In the early nineteenth century, the geopolitical challenge shifted to Europe: rivalry with Britain drove the Russians to stake their prestige on public-facing intellectual work, and knowledge of the East was embedded in the academy. None of these institutional configurations was especially effective in delivering strategic or commercial advantages. But various knowledge regimes did have their consequences. Knowledge filtered through Russian espionage and publication found its way to Europe, informing the encounter between China and Western empires. Based on extensive archival research in Russia and beyond, Spies and Scholars breaks down long-accepted assumptions about the connection between knowledge regimes and imperial power and excavates an intellectual legacy largely neglected by historians.

And yet, in part because of its inherently secretive nature, intelligence has received very little scholarly study. Into this void comes Reforming Intelligence, a timely collection of case studies written by intelligence experts, and sponsored by the Center for Civil-Military Relations (CCMR) at the Naval Postgraduate School, that collectively outline the best practices for intelligence services in the United States and other democratic states. Reforming Intelligence suggests that intelligence is best conceptualized as a subfield of civil-military relations, and is best compared through institutions. The authors examine intelligence practices in the United States, United Kingdom, and France, as well as such developing democracies as Brazil, Taiwan, Argentina, and Russia. While there is much more data related to established democracies, there are lessons to be learned from states that have created (or re-created) intelligence institutions in the contemporary political climate. In the end, reading about the successes of Brazil and Taiwan, the failures of Argentina and Russia, and the ongoing reforms in the United States yields a handful of hard truths. In the murky world of intelligence, that's an unqualified achievement.
