Book excerpt: This excellent report is concerned with the direction Russia will take over the next 20 years, its growing influence on the world scene, and the particular challenges it will present to the United States by 2030. The determination that Russia will be an adversary is certainly not a foregone conclusion; however, neither is long-term Russo-American friendship a predetermined outcome. "What is certain is that whatever the intentions of Russia, the United States must be prepared to handle the challenges they may present. Further, the typical Department of Defense (DOD) myopia of focusing primarily on the war of the present may be blinding decision makers to the challenges of tomorrow. Handling these long-term threats will require forethought and planning. Preparing the US military will require innovative planning, which needs to include the introduction of emerging technologies, dynamic systems, and insightful strategies that can meet the full spectrum of challenges presented by a resurgent Russia. The purpose of this monograph is to provide the background information necessary to establish a priority listing of the types of systems and organizations needed to meet this kind of future threat. The results of this study will be combined with other alternate futures to optimize the mix of systems and strategies for the U.S. Air Force of 2030. Russia has had a turbulent history, and those experiences have had an indelible influence on the nation as it moved from its tsarist past, through the Soviet interregnum, to its brief flirtation with democracy. These traditions and cultural pressures have instilled in the Russian psyche a belief that strives for stability and seeks strong leadership. Furthermore, Russia tends to value stability and its proclivity for strong leadership even when these traits conflict with those democratic ideals that have become mainstays in the West since the time of the Renaissance and the Reformation. After each change in governance, Russia always returns to form, which is now easy to follow in the Putin era. There is a willing consolidation of power in an authoritarian-style government that is leading Russia back onto the world stage. This resurgent Russia will ultimately become a serious competitor to the United States and over the years could well become a threat.

Book excerpt: The Russian gas industry provides 50% of Russian domestic energy supplies, a substantial proportion of CIS gas supplies, and around 20% of European gas demand. Declines in production at existing fields mean that Gazprom will face increasingly difficult decisions about moving to higher cost fields on the Yamal Peninsula. The alternative will be increasing imports from Central Asian countries and allowing other Russian gas producers to increase their role in the industry. Russian exports to Europe will gradually increase and deliveries of Russian LNG will commence to Asia and the both coasts of North America. Pipeline gas deliveries to East Asian countries may have a longer time horizon. Export projects aimed at new markets will depend crucially on the maintenance of (oil and) gas prices at the levels of 2003-05. European exports will also depend on the pace of EU market liberalisation and Gazprom's ability to agree mutually acceptable terms for transit, principally with Ukraine and Belarus. Reform, liberalisation and restructuring of the Russian gas industry have been more substantial than has generally been recognised. Most important has been price reform which, in 2005, allowed Russian industrial customers to become profitable to serve at regulated prices. Price increases may significantly reduce future increases in domestic gas demand. The increasing need for production from companies other than Gazprom will ensure that liberalised access to networks expands considerably over the next decade. In the 2000s, Gazprom reclaimed its CIS gas business from intermediaries, while maintaining its de facto monopoly of exports to Europe and establishing a similar degree of authority over future exports to Asia. The merger of Gazprom and Rosneft will provide the potential to become a force in the domestic and international oil markets, particularly given the authority that the president has conferred on the company in terms of Russian energy policy.

In response to this interest displayed by individual business-men as well as by various trade-industrial organizations, I am issuing this pamphlet devoted to the possibilities for American-Russian commercial and financial cooperation. The pamphlet contains the essentials of my two pamphlets, "Commercial Russia" and "The Russian Market, its Possibilities and Problems," issued by the American-Russian Chamber of Commerce during 1916, and also of an article of mine published several months ago in the "Daily Standard Statistics Service." Although the prospect of peace has, as I have said before, revived interest in Russia among individual American business-men and various trade-industrial organizations, this interest is still insufficient considering the importance of the possible American-Russian trade and financial cooperation from the point of view of the benefit of both countries. Bolshevism, with its wild experiments in Russia's political, cultural and economic life, with all the misfortune and destruction it has brought Russia, naturally scares and disappoints many who were previously sincerely interested in Russia. This disappointment should not becloud the proper perspective necessary for an understanding of the Russian problem as it stands to-day. Great is the destruction brought upon Russia by the plague of Bolshevism, great and bloody are the sacrifices borne by the present Russian generation. But, from the point of view of Russia's national existence all her present misfortunes, inevitable in a period of transition to a higher form of State organization, are insignificant and will pass in a short time. Russia is not an old man dying from exhaustion; she is a child painfully hurt in an endeavor to walk independently for the first time in her life.
