Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

These payments provide an important source of income that is mostly used to provide for a variety of basic needs of the non-migrating members of immigrant families and thus remittance payments can be considered as a tool to reduce the poverty level of the labor sending countries. However, remittances are also used for asset accumulation by some families and for some countries they constitute a good part of foreign funds coming into the country. In-spite of their increasing volume over the last few decades, a lot of things about remittances are not known and studies estimate that about half of these money transfers are not even recorded. Since these payments are shown to reduce poverty and help economic progress in the remittance receiving countries, a better knowledge about remittances would help the debates surrounding immigration, remittances and their relation to the global economy. This book provides an overview of remittances in different parts of the world over the last thirty years. It looks at the labor sending and labor receiving countries separately. The text examines the trends, uses, motivations behind sending remittances, cost of sending them and how they are affected by the nature and the development level of different institutional factors. The remittance flows are growing over time and they are used mostly for reducing the uncertainty of life in the less developed parts of the world. However, motivation for sending remittances could be improved and thus remittances could be more conducive to economic development if 1) the relation between the remittance decision and the migration decision is better understood and 2) the costs of international money transfers are reduced. More studies about those issues would benefit the international community. Efforts should be made in all fronts to encourage such international flow of funds not only to have a redistribution of income all over the world, but also to synchronize the efforts towards global economic development and a better integration of the world economy. A transformation could hardly be greater, yet judgments vary from failure to substantial achievement. This book clarifies that Russia has actually become a market economy. Anders Aslund provides the most detailed and insightful assessment to date of the Russian transformation from a socialist economy to a market economy. His account covers the period from the formation of the Russian reform government in November 1991 through the autumn of 1994. He discusses the preconditions of economic reform, the formation of a reform program, relations with other former Soviet republics, liberalization, macroeconomic stabilization, and privatization. The final chapter evaluates the transformation. As a longtime specialist on the Soviet economy and an economic adviser to the Russian government during most of this period, Aslund analyzes the original intentions of the government, what they were able to accomplish, and why they fell short. The book's general conclusion is that the greater the speed, consistency, and determination, the more impressive the results. The main threat to the reform process was the resistance from the state enterprise managers, who wanted to enrich themselves at the expense of the state. The reformers could only win if they acted swiftly and firmly. According to Aslund, the Russian transformation has not been too quick, as many maintain, but rather too slow.
