It examines the causes, processes, and consequences of Russia's recent political development. Drawing on, and criticizing the existing literature, the book also shows how the recent Russian experience casts light on general theories of revolution and comparative political developments. The transformation in Russia is usually compared with transformations in other post-communist countries. The authors argue that the Russian transformation should be explained in the logic of the great revolutions of the past such as the English Civil War, the French Revolution, and the Bolshevik Revolution. The difficulties and inconsistency of Russian reforms are usually explained as a result of mistakes made by reformers. This book argues, however, that these problems should be considered as a natural consequence of the 'weak state'. In revolution the weakness of state power is inevitable (resulting from social fragmentation, property rights transformation, changes in the interests of different social groups). Hence, the authors argue that most of the transitional problems in Russia were unavoidable. The authors go on to argue that revolutions are usually considered as rapid change made through violence. However, the spontaneous character of change in the situation of a weak state is a much more important feature of any revolution than violence. The book contains unique interviews with four leaders of the Russian transformation - Mikhail Gorbachev, Alexander Yakovlev, Yegor Gaidar, and Gennadii Burbulis - as well as the personal experience of the authors, who were deeply involved in the practical process of Russian transformation.

Vasily Maklakov, a lawyer, legislator and public intellectual, was among the most prominent of these, and the most articulate and sophisticated advocate of the rule of law, the linchpin of liberalism. This book tells the story of his efforts and his analysis of the reasons for their ultimate failure. It is thus, in part, an example for movements seeking to liberalize authoritarian countries today—both as a warning and a guide. Although never a cabinet member or the head of his political party—the Constitutional Democrats or “Kadets”—Maklakov was deeply involved in most of the political events of the period. He was defense counsel for individuals resisting the regime (or charged simply for being of the wrong ethnicity, such as Menahem Beilis, sometimes considered the Russian Dreyfus). He was continuously a member of the Kadets’ central committee and their most compelling orator. As a somewhat maverick (and moderate) Kadet, he stood not only between the country’s absolute extremes (the reactionary monarchists and the revolutionaries), but also between the two more or less liberal centrist parties, the Kadets on the center left, and the Octobrists on the center right. As a member of the Second, Third and Fourth Dumas (1907-1917), he advocated a wide range of reforms, especially in the realms of religious freedom, national minorities, judicial independence, citizens’ judicial remedies, and peasant rights.

Book excerpt: Beginning with a rather impressionistic but distinctly readable sketch of the rise and advance of Russia from the earliest times, Mr. Pares, with the emancipation of the serfs, enters into a detailed study which is really worthy of comparison with Mackenzie Wallace's great book. Like Wallace, Mr. Pares evidently knows his Russia thoroughly, and his Russian in every walk of life. The geographical and economic aspects of the country, the governmental system, the educational facilities, the home life of the noble and the peasant, the literature that has been produced and the men who have produced it -- all this and much more is expounded by him in a way that is equally interesting and authoritative. He gives a brief sketch of the history of Russian institutions up to the late 19th century and of the social conditions in the country generally from 1904 down to the assembling of the second Duma. He brings out more clearly than most writers have done the contrast between the ideals of the educated class and the great mass of the people. He is hopeful for the steady progress of reform, though he thinks it may be slow, and notes that the Government is missing many opportunities that will not recur, and that day by day the intelligence of the individual is outstripping more and more the measure of responsibility allowed to him by the authorities, whose prestige, he says, is being recklessly squandered.
