Book excerpt: In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.

Book excerpt: Using a threshold vector error correction model approach we find the wheat market of Russia segmented, with the primary grain export region poorly integrated into the domestic market. Results also indicate that trade costs are high, hindering spatial market efficiency of wheat markets in Russia. In addition, our study demonstrates that, by including the USA as benchmark country, a comparative approach enables a more comprehensive assessment of the spatial market efficiency of the wheat market in Russia. The study shows that the distinction between grain production and export potential, especially for markets located in peripheral regions of Russia, is essential to correctly identify Russia's future role for global food security. As a general conclusion, besides raising agricultural production potential it is also essential to strengthen spatial market efficiency in the agricultural sector to boost agricultural export potential and to increase global food security.

Global food security is a major societal concern in the light of an increasing population, which is projected to grow from around seven billion today to almost 10 billion in 2050. Two most likely ways to achieve the much needed food production growth are: expansion of land cultivation or increase in crop yields and total factor productivity. The only region with a significant amount of uncultivated arable land that is at the same time experiencing rising agricultural productivity is the “Eurasian wheat belt,” comprising of Russia, Ukraine, Kazakhstan, and the Central Asian countries (Uzbekistan, Tajikistan, Turkmenistan, and Kirgizstan). This makes the region a potential hotspot for driving the future growth of global agriculture. Such prospects require a detailed investigation of Eurasia’s future perspectives in terms of food production (with a focus on wheat) and its potential contribution to regional and global food security.

In recent yearn, relatively lower-priced competitor supplies,particularly from the European Union, Russia, and Ukraine, have made U.S. wheat lesscompetitive in the global market. Those exporters also have freight and logistical advantages inreaching the Middle East and Africa (N01ih and Sub-Saharan), the regions that are driving mostof the rise in global trade.U.S. market share is expected to increase slightly in 2015/16 from last year's record low,primarily on projected tighter supplies in Canada. However, gains are limited by supplies fromother competitors, a strong dollar, and relatively high U.S. wheat prices. While U.S. marketshare is expected to recover slightly, it will still be the second lowest on record. Until 2013/14,the United States was the world's largest exporter, but lost the position to the European Union.However, U.S. supplies are ample and can readily fill unexpected import demand surges orglobal production shortfalls.
