Book Russia and the Kyoto Protocol

Download or read book Russia and the Kyoto Protocol written by Anna Korppoo and published by Chatham House (Formerly Riia). This book was released on 2006 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia's ratification of the Kyoto Protocol brought the pact into force and established an international market in greenhouse gases. As other participants seek to meet their Kyoto commitments to reduce harmful emissions, Russian climate politics is dominated by the supply of surplus emission allowances and credits that could provide other countries with cheaper compliance. Russia and the Kyoto Protocol assesses the prospects for international emissions trading and joint implementation with Russia in the light of economic, political, and institutional factors. The book provides an understanding of the interplay with developments in the energy sector and Russia's economic ambitions and capacity to comply with Kyoto requirements. Potential future political and administrative developments are also considered. This detailed insight into the dynamics of Russian Kyoto politics and implementation will be of value to policymakers, businesses, and analysts engaging with Russia through the Kyoto mechanisms, and those interested in developments in the international climate regime.

Book Will the Kyoto Protocol Affect Growth in Russia

Download or read book Will the Kyoto Protocol Affect Growth in Russia written by Franck Lecocq and published by . This book was released on 2004 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In light of the recent argument that rapid economic growth in Russia over the next decade might result in emissions higher than the Kyoto target, thereby putting much-needed growth at risk, Lecocq and Shalizi revisit the discussion on the costs and benefits of ratification of the Kyoto Protocol by Russia. They conclude that even under a very high economic growth assumption, and even under very conservative assumptions about the decoupling between carbon dioxide emissions and economic growth, Russia still benefits from a net surplus of emissions allowances, and thus will not see its growth adversely affected by the Kyoto target. In addition, a review of the possible costs and benefits of the Kyoto Protocol suggests that the potential sale of excess allowances far outweighs the other costs"--Abstract.

Book Climate Change Discourse in Russia

Download or read book Climate Change Discourse in Russia written by Marianna Poberezhskaya and published by Routledge. This book was released on 2018-08-06 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the development of climate change discourses in Russia. It contributes to the study of climate change as a cultural idea by developing the extensive Anglophone literature on environmental science, politics and policy pertaining to climate change in the West to consider how Russian discourses of climate change have developed. Drawing on contributors specialising in numerous periods, regions, disciplines and topics of study, the central thread of this book is the shared attempt to understand how environmental issues, particularly climate change, have been understood, investigated and conceptualised in Soviet and post-Soviet Russia. The chapters aim to complement work on the history of the discursive political construction of climate change in the West by examining a highly contrasting (but intimately related) cultural context. Russia remains one of the world’s largest greenhouse gas emitters with one of the most carbon-intensive economies. As the world begins to suffer the extreme consequences of anthropogenic climate change, finding adequate solutions to global environmental problems necessitates the participation of all countries. Russia is a central actor in this global process and it, therefore, becomes increasingly important to understand climate change discourse in this region. Insights gained in this area may also be illuminating for examining environmental discourses in other resource rich regions of the world with alternative economic and political experiences to that of the West (e.g. China, Middle East). This book will be of great interest to students and scholars of Russian environmental policy and politics, climate change discourses, environmental communication and environment and sustainability in general.

Book Russia and the North

Download or read book Russia and the North written by Elana Wilson Rowe and published by University of Ottawa Press. This book was released on 2010-07-01 with total page 233 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia holds more Arctic territory than any other state, yet unlike other Arctic states it does not have a unified strategy identifying economic and political aims for the North. Russia's policies on the North are dispersed across a variety of fields from domestic migration politics to oil and gas development. This volume engages the disparate elements of Russian northern policy and illustrates how the centralized, relatively economically strong and politically assertive Russia of today defines and addresses northern spaces, opportunities, and challenges. As energy markets continue looking northward and climate change renders the Arctic increasingly accessible, the geopolitical interests of Arctic states will be brought more frequently to the forefront. These circumstances will make the disputed borders and overlapping sovereignty claims of the North an important topic in international politics. Given its geographic size and political influence, Russia is and will continue to be a key regional and global actor in the international politics of the North.

Book Communicating Climate Change in Russia

Download or read book Communicating Climate Change in Russia written by Marianna Poberezhskaya and published by Routledge. This book was released on 2015-06-19 with total page 182 pages. Available in PDF, EPUB and Kindle. Book excerpt: The attitude of Russia towards climate change is extremely important for the success of climate change control policies worldwide, as Russia, with its cold climate and vast resources of carbon fuels, is one of the world’s biggest polluters. Moreover, Russia frequently comes across as not being very interested in containing environmental pollution. This book explores how issues to do with climate change are handled by the Russian media. It discusses how the state and economic elites have influenced Russia’s environmental communication, with the state’s control of the media strengthening since Putin came to power, and with control being exercised in some cases by ignoring or silencing the key issues. However, the book also shows how, recently, elites and the state in Russia have begun to realise that it is in the state’s best interest to pursue more climate-oriented policies. The book concludes by examining how the communication of climate change issues in Russia could be improved and by assessing the extent to which a recent change in state climate policy could mean that media coverage of climate change in Russia will keep increasing.

Book Russia s Role in the Kyoto Protocol

Download or read book Russia s Role in the Kyoto Protocol written by Alain L. Bernard and published by . This book was released on 2003 with total page 20 pages. Available in PDF, EPUB and Kindle. Book excerpt: We develop this problem as a simple dynamic optimization problem and calibrate the model to the results of two CGE models (EPPA and GEMINI-E3) that fully capture interactions of energy trade, permit trade, and permit and energy prices. We show that carbon prices are relatively insensitive to Russia's behaviors when the U.S. is assumed to participate. It also shows that, in the absence of U.S. participation, the impact of market power by Russia and Ukraine is largely dependent on the elasticity of demand for permits. Finally, we focus on the uncertainty about the supply of CDM by developing countries. It is shown that permit prices are relatively insensitive to CDM supply in the short run but not in the long run.

Book excerpt: The Russian Federation played a crucial role in the ratification of the Kyoto Protocol. Indeed, after the US decision not to comply with the treaty, its ratification turned out to be indispensable for the Protocol to become legally binding. In early 2002, the Russian government decided to initiate the ratification process. However, notwithstanding this initial commitment, the country long hesitated to fulfill its promises, and for the last two years it sent numerous contradictory signals with respect to its position on climate policy. As a consequence, the factors that shape Russia's behaviour in the context of climate negotiations received increasing attention. The main focus has been on the economic and international aspects motivating the Russian strategy. This paper attempts to complete this analysis by concentrating on a further feature that significantly contributed to Russia's final decision, namely domestic forces. These factors have often been overlooked in the discussion of the Russian strategy. In order to fill this gap, this paper reconstructs the Russian ratification process, trying to identify the main domestic players and their role. Our findings provide various indications on the reasons of the recent developments in Russia, confirming the key role of the Russian President.

Book Global Commons Domestic Decisions

Download or read book Global Commons Domestic Decisions written by Kathryn Harrison and published by MIT Press. This book was released on 2010-07-23 with total page 325 pages. Available in PDF, EPUB and Kindle. Book excerpt: Comparative case studies and analyses of the influence of domestic politics on countries' climate change policies and Kyoto ratification decisions. Climate change represents a “tragedy of the commons” on a global scale, requiring the cooperation of nations that do not necessarily put the Earth's well-being above their own national interests. And yet international efforts to address global warming have met with some success; the Kyoto Protocol, in which industrialized countries committed to reducing their collective emissions, took effect in 2005 (although without the participation of the United States). Reversing the lens used by previous scholarship on the topic, Global Commons, Domestic Decisions explains international action on climate change from the perspective of countries' domestic politics. In an effort to understand both what progress has been made and why it has been so limited, experts in comparative politics look at the experience of seven jurisdictions in deciding whether or not to ratify the Kyoto Protocol and to pursue national climate change mitigation policies. By analyzing the domestic politics and international positions of the United States, Australia, Russia, China, the European Union, Japan, and Canada, the authors demonstrate clearly that decisions about global policies are often made locally, in the context of electoral and political incentives, the normative commitments of policymakers, and domestic political institutions. Using a common analytical framework throughout, the book offers a unique comparison of the domestic political forces within each nation that affect climate change policy and provides insights into why some countries have been able to adopt innovative and aggressive positions on climate change both domestically and internationally.
