Book The Northern Dimension One Pillar of the Bridge Between Russia and the EU

Download or read book The Northern Dimension One Pillar of the Bridge Between Russia and the EU written by Urpo Kivikari and published by . This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although Russia is not an applicant for membership of the European Union, it is linked to European integration in many ways. The EU Tacis programme, started at the beginning of the 1990s, provided early assistance for Russia's transition to a market economy and market-oriented international integration. The Partnership and Cooperation Agreement (PCA) between the EU and Russia, which came into force in 1997, was a milestone, as were mutual cooperation strategies developed by each of the sides at the end of the 1990s. Naturally, Russia's internal reform progress and its preparation for WTO membership are also significant for EU-Russia relations. Current steps towards creation of the Common European Economic Space, uniting the EU and Russia, represent a new level of cooperation. In addition to EU programmes and projects, which are purely Russia-related, Russia also figures large in the so-called Northern Dimension (ND) policy of the EU. The role of the ND in the network of EU-Russia institutions and programmes, where the above-mentioned general elements are only small parts of the whole, needs further clarification. It so happens that the most promising opportunities and demanding challenges of the ND policy begin with the letter "e". Omitting some key areas, such as economy and education, sub-sections of this article will be devoted to energy, environment, eDimension, enterprises and EU enlargement.

Book Perspectives on EU Russia Relations

Download or read book Perspectives on EU Russia Relations written by Debra Johnson and published by Psychology Press. This book was released on 2005 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explains how the internal dynamics of transition have influenced the relationship between Russia and the EU. Taking an holistic approach, the authors present a balanced analysis exploring EU, Russian and US perspectives on the Russian-EU relationship and examine a range of political, economic, business and security issues including the Northern dimension of Russian-EU relations, the Chechen situation, Russian domestic economic policy, trade, the business environment, energy and EU technical assistance. They also address such questions as: * Will bilateral relations be achieved with a Western or Russian model? * Who is the main driver of Russian-EU relations? * Is Russia converging with the EU in terms of business, culture, legal environment and systems? * Does the Russian-EU link provide a new model for EU external relations?

Book The EU s Northern Dimension

Download or read book The EU s Northern Dimension written by Ralf Segeth and published by diplom.de. This book was released on 2003-01-15 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inhaltsangabe:Abstract: It has been maintained that the European Union can best be considered a political system. Following this argument, foreign policy making in the EU should also be approached from a systemic perspective. Roughly, three main sources of foreign policy can be identified: the Common Foreign and Security Policy under Pillar II, external relations of the EU under Pillar I, and national foreign policies of the member states. The Northern Dimension policy is an interesting case in point because in various ways it touches upon all three areas. Thus, officially, the Northern Dimension is an EU external relations policy and is therefore located within the responsibility of the Commission. However, it has been adopted as a response to an initiative of one member state, Finland, and it can safely be argued that essentially national foreign policy interests formed the base for this advance by Finland. Furthermore, it has also been suggested that the Northern Dimension can be considered a type of security policy, at least from the point of view of an extended, post-modernist, security policy agenda. Not only for this reason is the Northern Dimension innovative and challenging for the EU. It is also meant to work and achieve its goals without any new institutional arrangements or additional money being spent. Indeed, these two aspects have widely been considered the main reasons for the relatively quick adoption of the initiative as an EU policy. At the same time, however, they have been the cause for substantial criticism and allegations that the initiative offers little to the Union beyond its rhetoric. This paper will explore whether there is any basis to such claims. It will be argued that so far the Northern Dimension has indeed been rather poor in substance, at least when taking as a base for judgment the Action Plan it is guided by. Nevertheless, the initiative has considerable potential by virtue of how it is supposed to work. This is not to say that concrete outcomes won t have to be achieved as well, but the way they might be reached is what could make the Northern Dimension act as a model for the EU s external relations. Before looking at the propositions on its functioning, however, I will review the objectives of the Northern Dimension policy, thus summarizing the rhetoric about the initiative. In the main part of the work, I will first regard the most salient criticisms against the Northern Dimension, above all the alleged [...]

Book Russia s European Choice

Download or read book Russia s European Choice written by T. Hopf and published by Springer. This book was released on 2008-05-26 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: Russia has never been able to escape its relationship with Europe, or Europe with Russia. Geography and history have conspired to make them both neighbors and unavoidable factors in each other s daily lives. From the early 1700s until the collapse of the Soviet Union in 1991, Europe and Moscow both relied on material power to balance against any threats emerging from East and West. More recently, Europe and the EU have adopted a different strategy: make Russia non-threatening by making it European, like "us." Meanwhile, Russia s resistance to Europe s assimilationist mission is increasingly robust, fuelled by energy exports to Europe and the world. Contributors to this volume wrestle with the question of whether the European project is feasible, desirable, or even ethical.

Book Remaking Europe in the Margins

Download or read book Remaking Europe in the Margins written by Christopher S. Browning and published by Routledge. This book was released on 2019-06-04 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 2005. This comprehensive volume examines the issue of Europe-making related to the post EU/NATO enlargement and the post 9/11 situation. Dual enlargement and the War on Terrorism are raising important questions for various actors in Europe, in particular what these developments will mean for the future of regional cooperation and the development of a regional subjectivity. Such concerns have been further compounded by America's distinction between 'New Europe' and 'Old Europe'. The volume analyzes at both policy and conceptual levels how the dual enlargement and the War on Terrorism will impact on regional cooperation in northern Europe. It examines how events in northern Europe have helped shape the nature of European space, borders and governance, including how the EU, the US and Russia have each highlighted northern Europe as a special case to be utilized and learnt from in dealing with problems elsewhere in Europe and globally. Presenting original articles, the volume will appeal to scholars of regional politics as well as security, international relations theory and geopolitics.

Book National Perspectives on Russia

Download or read book National Perspectives on Russia written by Maxine David and published by Routledge. This book was released on 2013-06-03 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a ground-breaking comparative study of the bilateral relations of all 27 EU member states with Russia and an assessment of their impact on the EU’s efforts to conduct a coherent and effective policy towards its most important neighbour. While there has been a lot of research on European foreign policy, there has been much less on the role that national foreign policies play in it. Based on a common analytical framework, this book offers a detailed analysis of ‘national perspectives on Russia’ and how they interact with and affect policymaking at the EU-level. The authors provide deep insights into the relationship between individual states and Russia looking at a range of policy areas: economics, trade, energy, security, culture and education. They are not only interested in examining policy failure but also probing the possibilities of seeing national foreign policies and the bilateralism with third parties that they often entail as a potentially positive resource for the European Union. As Russia is an example of a particularly hard case for EU foreign policy, this book yields important insights concerning the possibilities as well as limits of developing a common EU policy in the future. It will be of interest to students and scholars of European politics, EU Studies, Russian politics, foreign policy studies and international politics.
