Book excerpt: Having suffered military defeat at the hands of advanced Western powers in the 1850s, Russia and Japan embarked upon a program of catch-up and modernization in the late-19th Century. While the two states sought in the main to replicate the successes of the advanced great powers of the West, the discourse on national identity among Russian and Japanese elite in this period evinced a considerable degree of ambivalence about Western dominance. With the onset of the crisis of power and legitimacy in the international order ushered in by the First World War, this ambivalence shifted towards more open revolt against Western dominance. The rise of communism in Russia and militarism in Japan were significantly shaped by their search for national distinctiveness and international status. This book is a comparative historical study of how the two "non-Western" great powers emerged as challengers to the prevailing international order in the interwar period, each seeking to establish an alternative order. Specifically, Anno examines the parallels and contrasts in the ways in which the Russian and Japanese elites sought to define the two countries’ national identities, and how those definitions influenced the two countries’ attitudes toward the prevailing order. At the intersection of international relations theory, comparative politics, and of historical sociology, this book offers an integrated perspective on the rise of challengers to the liberal international order in the early-twentieth century.

Book excerpt: Instrumentalization of the wartime past for political gain is the subject of this study of eleven World War II commemorations. Using a comparative, conceptually original approach, Yoder identifies the actors who manipulate memory surrounding wartime anniversaries, such as the bombing of Dresden and ceremonies to honor fallen soldiers and fascist collaborators. The cases of memory contestation span three geographic regions, Western Europe, Eastern Europe, and Russia, recognizing that each developed distinctive interpretations of the war and different patterns of memory politics. This empirically rich study reveals the grievances that motivate memory challengers and their strategies for shaping the commemoration discourses and rituals. The memory challengers' toolkit includes varieties of emotional manipulation, subtle distortion, revisionism and full-scale denial. The study finds that, while there are differences in context and strategy across cases and regions, there are also areas of convergence. Moreover, a memory challenge in one country can spill over into others with serious consequences for foreign relations. While World War II Memory and Contested Commemorations in Europe and Russia deals with debates and narratives about events in the last century, its focus is on power, persuasion, and identity in the present.

Using hundreds of interviews she conducted with officials, dissidents, and liberal intellectuals, she describes the various groups, forces, and individuals that worked to liberalize the totalitarian Soviet Union and its fellow nations behind the Iron Curtain, and which ultimately brought about the dissolution of those repressive governments. Spencer identifies four political orientations to describe Soviet society: 'Sheep,' ordinary citizens who accepted the undemocratic regime they lived in without challenging it; 'Dinosaurs,' hard-line Communist officials; 'Termites,' including Mikhail Gorbachev and his advisers and government; and 'Barking Dogs,' a few hundred dissidents who made 'a lot of noise' protesting, hoping to awaken a grass-roots demand for democracy. The strange rivalry between the Termites and Barking Dogs would ultimately doom perestroika. Spencer's research dispels the widely-held perception that US President Ronald Reagan 'won' the Cold War by standing firm until the Soviet Union 'blinked first.' There are vitally important lessons to be learned from the Soviet period, about how to assist citizens of totalitarian and authoritarian regimes around the world. The irony is that transnational civil society organizations, major sources of the progress in Soviet Russia, are still needed today in authoritarian Russia, under Vladimir Putin and Dmitry Medvedev, for totalitarianism remains a potential social trap. In The Russian Quest for Peace and Democracy, Metta Spencer suggests new ways of building urgently-needed social capital in today's Russia, where democracy has yet to flourish.

Formally, who exercises the power of government is decided, as in Western democracies, by competitive elections that are held at regular intervals. But there have increasingly been doubts about the extent to which Russian parliamentary and presidential elections can be considered ‘free and fair’, and it is the argument of this coauthored study that they are better defined as ‘authoritarian elections’, with a number of distinct characteristics. Using a wide range of sources, including surveys, election statistics, interviews, focus groups and the printed press, the contributors to this important collection analyse Russia’s authoritarian elections in a variety of ways: how they are conducted, what citizens think about them, and how the Russian experience relates to a wider international context. Elections are the central mechanism by which citizens can seek to hold their government to account; this collection shows the ways in which that mechanism can be manipulated from above such it becomes more of an extension of central authority than a means by which the public at large can impose their own priorities. A group of leading young scholars answer this question by offering assessments of five crucial political arenas during the Yeltsin era: elections, executive-legislative relations, interactions between the central state and the regions, economic reforms, and civil-military relations. All of the contributors recognize that adverse historical legacies have complicated Russian democratization. They challenge structural explanations that emphasize constraints of the pre-existing system, however, and concentrate instead on the importance of elite decisions and institution-building. The authors agree that elites' failure to develop robust political institutions has been a central problem of Russia's post-communist transition. The weakness of the state and its institutions has contributed to a number of serious problems threatening democratic consolidation. These include the tensions between the executive and the legislature, the frail infrastructure for successful market reform, and the absence of proper civilian control over the armed forces.
