Book excerpt: As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.

Book excerpt: Sovereignty Experiments tells the story of how authorities in Korea, Russia, China, and Japan—through diplomatic negotiations, border regulations, legal categorization of subjects and aliens, and cultural policies—competed to control Korean migrants as they suddenly moved abroad by the thousands in the late nineteenth century. Alyssa M. Park argues that Korean migrants were essential to the process of establishing sovereignty across four states because they tested the limits of state power over territory and people in a borderland where authority had been long asserted but not necessarily enforced. Traveling from place to place, Koreans compelled statesmen to take notice of their movement and to experiment with various policies to govern it. Ultimately, states' efforts culminated in drastic measures, including the complete removal of Koreans on the Soviet side. As Park demonstrates, what resulted was the stark border regime that still stands between North Korea, Russia, and China today. Skillfully employing a rich base of archival sources from across the region, Sovereignty Experiments sets forth a new approach to the transnational history of Northeast Asia. By focusing on mobility and governance, Park illuminates why this critical intersection of Asia was contested, divided, and later reimagined as parts of distinct nations and empires. Book excerpt: This book explores the progress in and the obstacles surrounding developing comprehensive security cooperation between Russia and South Korea since diplomatic relations were established in 1991 within the framework of economic security. The book focuses on oil and natural gas projects, linking the Trans-Siberian and Trans-Korean Railroads, industrial development in the Nakhodka Free Economic Zone, fishery cooperation, and the arms trade, and examines whether these five aspects of cooperation serve to contribute to building Russian-South Korean bilateral and regional economic security. The author argues that these five aspects of cooperation all have the potential to enhance comprehensive bilateral security and further regional economic security in Northeast Asia. However, Russian-South Korean economic cooperation has been hampered by a number of obstacles, including domestic factors as well as external factors, and prevented Russia and South Korea from fulfilling their potential for creating a cooperative comprehensive security relationship. The author concludes with an assessment on the utility of the concept of multi-dimensional security cooperation as a framework for studying and improving the prospects for Russian-South Korean bilateral relations.
