Book excerpt: Focusing on the role of the landowning gentry in the First Russian Revolution of 1905-1907, Roberta Manning explores the complex relationship between this traditional social and political elite and the imperial Russian government in the period between the abolition of serfdom and the February Revolution of 1917. In contrast to the commonly accepted view that the 1905 Revolution significantly expanded the circle of people involved in government, Professor Manning argues that the gentry became Russia's dominant political force after the 1907 coup d'etat. Overwhelmed after Emancipation by economic crisis and a devastating erosion of their role in government service, the gentry utilized the revitalized assemblies of the nobility and the newly founded zemstvos first to agitate for and then to dominate the representative institutions created by the 1905 Revolution. Through a vast array of primary sources, Professor Manning considers the acquisitions and consequences of the gentry's augmented political role and presents an updated account of the peasant rebellions of 1905-1907 and their impact on the gentry. Included is a brilliant portrayal of P.A. Book excerpt: Disorder erupted in Ukraine in 2014, involving the overthrow of a sitting government, the Russian annexation of the Crimean peninsula, and a violent insurrection, supported by Moscow, in the east of the country. This Adelphi book argues that the crisis has yielded a ruinous outcome, in which all the parties are worse off and international security has deteriorated. This negative-sum scenario resulted from years of zero-sum behaviour on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyse. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognise that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.

So, too, does the character of Russia's relationship with the West. Though the intense U.S.-Soviet rivalry of the Cold War is over, Russia has not become the consistent partner that many on the outside hoped would emerge after the Cold War's end. The United States and Europe have taken issue with many elements of Russia's domestic trajectory and regional and international posture, including its democratic practices, energy-related activities in Europe, stance on Iran's nuclear program, and actions in the 2008 Russia-Georgia conflict. At the same time, many Russians are also disappointed with Western policies and actions, including sympathy for Georgia, U.S. plans for missile defense, and, above all, the enlargement of NATO. This has made for a mix of resentment and assertiveness in Moscow. A principal factor enabling this assertiveness in recent years has been Russia's strong economic growth. Since 2008, though, Russia, like many other countries, has experienced a deep economic crisis. The question is how this crisis might affect Russia's domestic politics and foreign policy and, consequently, whether any change is warranted in U.S. policy toward Moscow.

In this original and dynamic analysis of the fundamental processes shaping contemporary Russian politics, Richard Sakwa applies a new model based on the concept of Russia as a dual state. Russia's constitutional state is challenged by an administrative regime that subverts the rule of law and genuine electoral competitiveness. This has created a situation of permanent stalemate: the country is unable to move towards genuine pluralist democracy but, equally, its shift towards full-scale authoritarianism is inhibited. Sakwa argues that the dual state could be transcended either by strengthening the democratic state or by the consolidation of the arbitrary power of the administrative system. The future of the country remains open.
