Book excerpt: The optimistic vision of a “Europe whole and free” after the fall of the Berlin Wall in 1989 has given way to disillusionment, bitterness, and renewed hostility between Russia and the West. In No Place for Russia, William H. Hill traces the development of the post–Cold War European security order to explain today’s tensions, showing how attempts to integrate Russia into a unified Euro-Atlantic security order were gradually overshadowed by the domination of NATO and the EU—at Russia’s expense. Hill argues that the redivision of Europe has been largely unintended and not the result of any single decision or action. Instead, the current situation is the cumulative result of many decisions—reasonably made at the time—that gradually produced the current security architecture and led to mutual mistrust. Hill analyzes the United States’ decision to remain in Europe after the Cold War, the emergence of Germany as a major power on the continent, and the transformation of Russia into a nation-state, placing major weight on NATO’s evolution from an alliance dedicated primarily to static collective territorial defense into a security organization with global ambitions and capabilities. They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

The work argues that, by conflating personalistic regime survival with national security, Putin ensures that contemporary Russian national interest, as expressed through strategic behavior, is the synthesis of a peculiar troika: a long-standing imperial strategic culture, rooted in a partially imagined past; the operational code of a counter-intelligence president and decision-making elite; and the realities of Russia as a hybrid state. The book first examines the role of structure and agency in shaping contemporary Russian strategic behavior. It then provides a conceptual understanding of strategic culture, and applies this to Tsarist and Soviet historical developments. The book’s analysis of the operational code, however, demonstrates that Putinism is more than the sum of the past. At the end, the book assesses Putin’s statecraft and stress-tests our assumptions about the exercise of contemporary power in Russia and the structure of Putin’s agency. Book excerpt: In recent years, relations between Russia and the West have entered a controversial phase, characterized by continued rapprochement and close cooperation but also by disagreements on a number of issues, signaling the emergence of a "new rivalry." The West has accused Moscow of pursuing a policy of "managed instability" in those areas of the Commonwealth of Independent States (CIS) where insurgents are active, including Georgia, Azerbaijan and Moldova. It has been alleged that Moscow uses this instability to prevent a consolidation of these states and any subsequent rejection of Russian influence, thus preserving Russia's military presence and demonstrating that ethnopolitical conflicts in the region cannot be settled without Russian intervention. Russia's relationship with the countries of the Caucasus is one of mutual interdependence and Georgia and Azerbaijan are major transit territories for the delivery of energy and Russian goods. Examples of this interdependence include Moscow's investment in the economies of the South Caucasian states and the supply of Russian energy resources to the region. This is of particular importance to Georgia, which has an acute shortage of energy and depends on foreign countries for its supply. The EU is continuing in its effort to build a strategic partnership with Russia in order to safeguard international security for which, in the European politicians' opinion, it is necessary for Moscow to pay greater attention to the obligation to protect the life and well-being of its citizens. Some Russian analysts contend that the period of the US dominated unipolar world is drawing to a close and that Russia has to decide who its main strategic ally is—Europe or America. However, on questions of strategic stability, combating transnational terrorism and the proliferation of WMD, the US is still Russia's principal partner. Russia's gradual rapprochement with the West is of crucial significance for global security, and differences on regional problems can hardly jeopardize progress on this issue.
