Book excerpt: Moscow has progressively replaced geopolitics with geoeconomics as power is recognised to derive from the state’s ability to establish a privileged position in strategic markets and transportation corridors. The objective is to bridge the vast Eurasian continent to reposition Russia from the periphery of Europe and Asia to the centre of a new constellation. Moscow’s ‘Greater Europe’ ambition of the previous decades produced a failed Western-centric foreign policy culminating in excessive dependence on the West. Instead of constructing Gorbachev’s ‘Common European Home’, the ‘leaning-to-one-side’ approach deprived Russia of the market value and leverage needed to negotiate a more favourable and inclusive Europe. Eurasian integration offers Russia the opportunity to address this ‘overreliance’ on the West by using the Russia’s position as a Eurasian state to advance its influence in Europe. Offering an account steeped in Russian economic statecraft and power politics, this book offers a rare glimpse into the dominant narratives of Russian strategic culture. The collapse of communism in Eastern Europe and the Soviet Union discredited the idea of socialism for generations to come. It was seen as representing the final and irreversible victory of capitalism. This triumphal dominance was barely challenged until the 2008 financial crisis threw the Western world into a state of turmoil. Through analysis of post-socialist Russia and Central and Eastern Europe, as well as of the United Kingdom, China and the United States, Socialism, Capitalism and Alternatives confronts the difficulty we face in articulating alternatives to capitalism, socialism and threatening populist regimes. Beginning with accounts of the impact of capitalism on countries left behind by the planned economies, the volume moves on to consider how China has become a beacon of dynamic economic growth, aggressively expanding its global influence. The final section of the volume poses alternatives to the ideological dominance of neoliberalism in the West. Since the 2008 financial crisis, demands for social change have erupted across the world. It adopts a comprehensive approach, analysing Russia’s policies towards the FSS across a broad range of areas: energy, trade and investment; military assistance, security provision and peacekeeping; conflict management, political support, and alliance formation. While not denying the Kremlin’s assertive role in the FSS, this book challenges the assumption that Russia has always intended to restore a sphere of influence over its ‘Near Abroad’. Rather, it argues that Russia’s policies are much more complex, multi-faceted, and often more incoherent than is often assumed. In essence, Russia's actions generally reflect a combination of legitimate state interests, enduring Soviet legacies, and genuine concerns over events unfolding along Russia’s borders.
