Book excerpt: Russian Federation consists of 89 Federated units, namely republics, provinces (in Russian - krai), regions (in Russian - oblast), two federal cities (Moscow and Saint-Petersburg), autonomous region and autonomous districts. Federated units are divided in municipalities. Along with the Federal Constitution there are fundamental laws in Federated units (republics have constitutions, all other units have charters). Municipalities (the level of local government) have charters. Each level has its own system of government. And at each level a referendum might be held. Local government approved their regulations on local referenda. Regional laws on referendum and local government regulations on referendum should be consistent with these requirements of the federal law, and local regulation should not contradict both Federal and regional legislation. Therefore, if regional laws were adopted before the mentioned Federal Law entering into force, their parts contradicting with the Federal Law should be amended. In any case, only those provisions of regional laws and local regulations can be used and enforced that conforms to the Federal legislation.

The Soviet system, however, was grossly overcentralized, inefficient, and lacking in accountability. In the last decade, attempted rapid decentralization has not been well designed, since there has been no commensurate transfer of resources and levels of responsibility have remained unclear. Unless corrected soon, the harmful impact on educational quality and equity could be very serious. The purposes of this report are to analyze the nature of the current problems and to discuss policy options open to the Russian Government in its efforts to improve educational efficiency, preserving and even improving equitable access, without sacrificing traditions of academic excellence. This report is based on analysis of trends across the 89 Russian regions and case studies. In its conclusions, the report draws on this regional experience to suggest reform options. Among other proposals, efficiency could be increased by giving schools increased financial autonomy, using of per capita financing formulae, and beginning to rationalize the teaching force and improve its quality. A national system of student assessment might help both to raise quality and improve the equity of access to highly selective institutions. Reforms are required to improve the market responsiveness of first-level vocational education, and especially to avoid excessive and premature specialization. Education practitioners and policy makers will find this publication of interest.

With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

Book excerpt: The first English-language monograph that describes seasonal and permanent Late Bronze Age settlements in the Russian steppes, this is the final report of the Samara Valley Project, a US-Russian archaeological investigation conducted between 1995 and 2002. It explores the changing organization and subsistence resources of pastoral steppe economies from the Eneolithic (4500 BC) through the Late Bronze Age (1900-1200 BC) across a steppe-and-river valley landscape in the middle Volga region, with particular attention to the role of agriculture during the unusual episode of sedentary, settled pastoralism that spread across the Eurasian steppes with the Srubnaya and Andronovo cultures (1900-1200 BC). Three astonishing discoveries were made by the SVP archaeologists: agriculture played no role in the LBA diet across the region, a surprise given the settled residential pattern; a unique winter ritual was practiced at Krasnosamarskoe involving dog and wolf sacrifices, possibly related to male initiation ceremonies; and overlapping spheres of obligation, cooperation, and affiliation operated at different scales to integrate groups defined by politics, economics, and ritual behaviors.
