This book was released on 2024-04-09 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the dynamics of women's claim-making within the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme in India, focusing on their participation in selecting durable assets for climate resilience. Despite legal entitlements and protections for women within the program, gender disparities persist in claiming public resources. Utilizing a mixed-methods approach including surveys and qualitative interviews, the study uncovers various pathways to women’s claim-making, influenced by factors such as gender norms around mobility and women’s voice and agency, internal barriers and constraints including comfort in public speaking, and knowledge of the program and its various procedures for selecting assets. While challenges to women’s effective participation remain, findings from our analysis suggest potential for interventions to reduce gender gaps and enhance inclusivity in planning processes. Moreover, the study underscores the importance of recognizing diverse claim-making pathways to promote inclusion effectively within the program.

Book Understanding the Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA A Scheme Supporting Economic Development

Download or read book Understanding the Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA A Scheme Supporting Economic Development written by Rajesh Pal and published by GRIN Verlag. This book was released on 2019-01-17 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: Academic Paper from the year 2018 in the subject Politics - Topic: Development Politics, , language: English, abstract: This paper investigates how the employment generating scheme MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) is different from other employment generating scheme and finds how MGNREGA is supporting economic development by creating community/productive assets at the level of villages. Since 2000, India has experienced rapid economic growth and a sharp decline in poverty. But employment has grown more slowly. Government intervened in the economy through the National Rural Employment Guarantee Act, which provides employment to unskilled workers in rural areas besides creating community/productive assets at the level of village such as wells, tanks, ponds, roads etc. This programme is designed to provide income protection against poverty in rural area. The choice of works under MGNREGA seeks to address the causes of chronic poverty such as drought, deforestation and soil erosion. MGNREGA is different from other employment and poverty alleviation programme in the sense that it is a legal framework and right to work based programme. This is a paradigm shift from its earlier programmes for it is a bottom-up, demand driven structure with built-in social audits.

Book Constraints in Participation of Women in Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA

Download or read book Constraints in Participation of Women in Mahatma Gandhi National Rural Employment Guarantee Act MGNREGA written by Shefali Goyal and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) was envisaged as a gender sensitive legislation to provide a fair opportunity to women from rural India to earn without any discrimination of gender. In terms of national averages the scheme under the act has achieved its target but there exist a wide variation among the state in the numbers for participation of women workers. This study is an attempt to identify the barriers that have restricted the participation of women. The paper identifies that lack of child care, nature of work, social norms, illegal presence of contractors, delay in payment and lack of involvement of women in the planning stage are the constraints that have limited the participation of women in the Scheme. The involvement of local initiatives likes Kudumbashree and Self Help Groups (SHGs), use of Information Communication Technology (ICT), involvement of NGOs have enabled some states to have a higher participation of women workers than others. The paper concludes with suggestions on policy and implementation measures that could be taken to enhance participation of women in the Scheme and thus, enable the benefits of the Scheme to reach many more rural women.

Book Employment Guarantee Programme and Dynamics of Rural Transformation in India

Download or read book Employment Guarantee Programme and Dynamics of Rural Transformation in India written by Madhusudan Bhattarai and published by Springer. This book was released on 2018-06-08 with total page 376 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book offers an assessment of the performance, impact, and welfare implications of the world’s largest employment guarantee programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Launched by the Indian government, the programme covers entire rural area of the country. The book presents various micro-level analyses of the programme and its heterogeneous impacts at different scales, almost a decade after its implementation. While there are some doubts over the future of the scheme as well as its magnitude, nature and content, the central government appears committed to it, as a ‘convergence scheme’ of various other welfare and rural development programmes being implemented at both national and state level. The book discusses the outcomes of the programme and offers critical insights into the lessons learnt, not only in the context of India, but also for similar schemes in countries in South and South-East Asia as well as in Africa, and Latin America. Adopting inter-disciplinary perspectives in analysing these issues, this unique book uses a judicious mix of methods---integrating quantitative and qualitative tools---and will be an invaluable resource for analysts, NGOs, policymakers and academics alike.

Book MGNREGA Paid Work and Women s Empowerment

Download or read book MGNREGA Paid Work and Women s Empowerment written by Fernanda Bárcia de Mattos and published by . This book was released on 2017 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the nexus between legislation, paid employment, women's empowerment and transformative gender equality in India. Using a sample of married women from the India Human Development Survey (IHDS), we find that the government legislated rural employment guarantee, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), has been instrumental in ensuring paid employment for women - for many married women it is the first opportunity for paid work. We also find paid employment and MGNREGA had positive and significant effects on women's control over household decisions. However, we do not find enough evidence to suggest a transformative impact in terms of breaking the cycle of disadvantage, proxied by the timethe older girl child spends in school.

Book Targeting and the impacts of India s MGNREGS

Download or read book Targeting and the impacts of India s MGNREGS written by Liu, Yanyan and published by Intl Food Policy Res Inst. This book was released on 2020-06-16 with total page 7 pages. Available in PDF, EPUB and Kindle. Book excerpt: MGNREGS has shown striking heterogeneity in pro-poor targeting across states. The declining demand for MGNREGS in recent years is due mainly to local imple-mentation failures that discourage workers. In Andhra Pradesh, MGNREGS significantly improved the welfare of participating households, especially the poor, scheduled castes and tribes, and casual laborers. It is desirable to provide MGNREGS work during the agricultural lean seasons - when work opportunities are scarce - rather than the peak seasons.

Book Welfare and Poverty Impacts of India s National Rural Employment Guarantee Scheme

Download or read book Welfare and Poverty Impacts of India s National Rural Employment Guarantee Scheme written by Klaus Deininger and published by . This book was released on 2017 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper uses a three-round 4,000-household panel from Andhra Pradesh together with administrative data to explore short and medium-term poverty and welfare effects of the National Rural Employment Guarantee Scheme. Triple difference estimates suggest that participants significantly increase consumption (protein and energy intake) in the short run and accumulate more nonfinancial assets in the medium term. Direct benefits exceed program-related transfers and are most pronounced for scheduled castes and tribes and households supplying casual labor. Asset creation via program-induced land improvements is consistent with a medium-term increase in assets by nonparticipants and increases in wage income in excess of program cost.

Book Women Empowerment Through National Rural Employment Guarantee Scheme

Download or read book Women Empowerment Through National Rural Employment Guarantee Scheme written by Arangi Venu and published by LAP Lambert Academic Publishing. This book was released on 2014-07-28 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Rural Employment Guarantee Act (NREGA) is one of the most progressive legislations enacted in India, since independence. It's a bold and unique experiment in the provision of rural employment in India and indeed in the world at large. Further, it is the first expression of the right to work as an enforceable legal entitlement. In a country where labour is the only economic asset for millions of people, gainful employment is a prerequisite for the fulfillment of other basic rights - the right to life, the right to food and the right to education. There is much that the NREGA promises from the perspective of women's empowerment as well. Most boldly, in a rural milieu marked by stark inequalities between men and women. In the opportunity for gainful employment afforded as well as wage rates - NREGA represents action on both these counts. The act stipulates that wage will be equal for men and women. It is also committed to ensuring that at least 33% the workers shall be women. By generating employment for women at fair wages in the village, NREGA can play a substantial role in economically empowering women and laying the basis for greater independence and self-esteem.

Book Right to Work

Download or read book Right to Work written by Puja Dutta and published by World Bank Publications. This book was released on 2014-02-27 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: India's ambitious National Rural Employment Guarantee Act creates a justiciable 'right to work' by promising up to 100 days of employment per year to all rural households whose adult members want unskilled manual work on public works projects at the stipulated minimum wage. Are the conditions stipulated by the Act met in practice, under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)? What impact on poverty do the earnings from the scheme have? Does the scheme meet its potential? How can it do better? Right to Work? Assessing India's Employment Guarantee Scheme in Bihar studies the MGNREGS's impact across India, then focuses on Bihar, the country's third largest and one of its poorest states. It shows that although the scheme has the potential to substantially reduce poverty through extra earnings for poor families, that potential is not realized in practice. Workers are not getting all the work they want, nor are they getting the full wages due. The intended recipients' awareness of how to obtain work is low. In a controlled experiment, a specially designed fictional movie was used to show how knowledge of rights and processes can be enhanced. Although the movie effectively raised awareness and improved public perceptions of the scheme, it had little effect on actions such as seeking employment when needed. Supplyside constraints in responding to demand for work must also be addressed. A number of specific constraints to work provision are identified, including poor implementation capacity, weak financial management, and inadequate monitoring systems. Addressing these constraints would allow this major antipoverty program to come much closer to reaching its potential.

Book Transformation of Women at Work in Asia

Download or read book Transformation of Women at Work in Asia written by Sukti Dasgupta and published by Sage Publications Pvt. Limited. This book was released on 2016-10-17 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the drivers of, and barriers to, participation of women in the Asian labour market for its socio-economic development and structural transformation. Based on original comparative research and extensive fieldwork, Transformation of Women at Work in Asia highlights the commonalities as well as the diverse nature of challenges that women across Asia face in gaining access to more and better jobs. Findings show that women across the continent have contributed significantly to its spectacular growth story; yet, social norms and economic factors limit their levels of participation. The book calls for a comprehensive approach to improve opportunities for women's participation in the labour market as well as for the freedom to engage in paid employment. This will, in turn, contribute to a more inclusive growth process. It addresses important challenges faced by women workers and provides policy options for governments to promote decent work opportunities for women across social strata.
